Productivity Commission advises government to scrap EV incentive

Martin Tsang: When we go out as a complete family with the grandparents and my kids, so we can't fit everyone in a five-seater. In an ideal world, a plug-in hybrid or an EV that could fit six people would be preferred.
Myles Houlbrook-Walk: Ultimately though, the cost of a car is crucial to his final decision.
Martin Tsang: Look, I think it's getting there. In terms of EV pricing, I think it's slowly coming down. I've got friends that have leveraged some of those. Definitely, I've noticed that people around me have taken them up.
Myles Houlbrook-Walk: A new report tabled by the Productivity Commission is questioning whether some concessions currently available to drivers should remain in place. One of them is the fringe benefits tax exemption for electric vehicles. Currently an employee can lease a car through salary sacrificing and save about $5,000 a year. Head of Policy at the Electric Vehicle Council, Aman Gaur, says the exemption is crucial for encouraging lower emission car uptake.
Aman Gaur: Removing it now, as suggested by the Productivity Commission, would be like ripping out the charging cable halfway through the trip.
Myles Houlbrook-Walk: The Productivity Commission says this exemption is an unnecessary expense for the public, given the government has introduced new rules around fuel efficiency. Those rules put a cap on emissions and penalise car manufacturers which exceed them, basically incentivising manufacturers to provide more fuel efficient, low or zero emissions vehicles. Aman Gaur supports this, but says more can be done.
Aman Gaur: The government has done great work in terms of the vehicle efficiency standards. What we need now is for the government to invest in different strategies and different policies at both the federal and state level to get more Australians into EVs.
Myles Houlbrook-Walk: So will these changes make much of a difference to total electric vehicle uptake? Toby Hagon writes for car website EV Central.
Toby Hagon: It'll certainly have an impact on sales, but how big that impact is, obviously we're not sure at the moment. Plenty of people are obviously leveraging that very generous tax discount to try and get into an electric car. But equally, when we've seen other incentives for EVs removed, a lot of the states and territories used to offer cash rebates effectively, and we haven't seen sales of electric vehicles fall over as a result.
Myles Houlbrook-Walk: Toby Hagon suggests with more manufacturers offering more choices to consumers, the tide of demand for these vehicles is firmly heading in one direction.
Toby Hagon: Particularly from Chinese brands, there's literally an onslaught coming. Some of them are planning to launch upwards of 10 new models a year, which is all but unheard of in the Australian market. So there's just so much coming that it's difficult to see the sales not heading in one direction.

The federal health minister expects the states and territories to match his $2 billion funding pledge aimed at moving children with mild to moderate developmental delays and autism off the National Disability Insurance Scheme, despite blindsiding them with the new program. Mark Butler on Wednesday used his first major speech since taking over the NDIS portfolio to outline the next stage of the scheme, including a tighter growth target of 5 or 6 per cent and a new Thriving Kids program. The program is the latest iteration of the federal government's efforts to establish so-called "foundational supports", a separate tier of services provided by the states through schools, childcare and health services for people with less profound disabilities. Two years ago, federal, state and territory leaders agreed to split $10 billion in funding for the program, imagined as a way to return the NDIS to it's original purpose of supporting Australians with profound and lifelong disabilities. Mr Butler on Wednesday made clear he expected the agreement would extend to the new children-focused program, as it covered one part of the original foundational supports plan and the funding is part of the initial $10 billion agreement. "I committed $2 billion on behalf of the Commonwealth yesterday over four years. The commitment by National Cabinet was that states would match that," he told 2GB. "Obviously not each of the states would do that, but collectively the states would put in $2 billion to that as well." But state and territory leaders stopped short of committing to a dollar figure a day after Mr Butler's speech, telling reporters they had not been consulted about the new program until it was announced. Victoria Premier Jacinta Allen said she was not told ahead of time, like "many states and territories", a sentiment echoed by the Western Australian and Queensland disability services ministers Hannah Beazley and Amanda Camm. "Today was the first time we'd heard about the minister's Thriving Kids program," Ms Camm said on Wednesday. "We look forward to continuing our work supporting the federal government given the NDIS is their responsibility." Meanwhile, New South Wales Premier Chris Minns told reporters he had been looped in ahead of time but without much warning. He said he would not "sign a blank cheque" for a program he didn't have the details of, but that he "will commit to working with the Commonwealth to have a sustainable disability support program". Ms Beazley said foundational supports was an "equally co-funded model" and she looked forward to continuing discussions, while Ms Allen urged the federal government to provide further details. "There are many families, particularly many parents, that have got many questions and I hope the federal government can move quickly to answer the many questions today," she said. Foundational supports was agreed to in 2023 and initially slated to begin by July 2025, but the rollout has been stalled and the services yet to be properly defined. The proposal focused on the provision of lower-level supports to be delivered outside the NDIS, in a bid to slow growth on the ballooning $46 billion scheme. Under the agreement, the federal and state governments would provide $10 billion in funding over five years, to be split equally along with any future costs. Mr Minns said he understood the need for an "updated plan". "They've looked at it and decided that having a different scheme in Queensland, New South Wales and Victoria is really uneven, particularly lumpy and probably not sustainable," he said. The health minister used a media tour on Wednesday to assure worried parents of children on the scheme that they would not slip through the cracks. "I want to reassure them that we're not going to leave them high and dry," he said. "We're going to make sure that there is a well-designed scheme that gives them confidence that we're going to do everything we can to support their kids to thrive."

Coalition health spokeswoman Anne Ruston says there needs to be 'more detail' after Labor announced children with mild autism and developmental delays would be moved off the National Disability Insurance Scheme (NDIS). Health Minister Mark Butler said children with the moderate conditions would be shifted to a yet-to-be-designed Thriving Kids program, slated to begin mid-2027, as the government attempts to reign in unsustainable costs of the $46bn NDIS program. While $2bn of funding has been earmarked for the program, Mr Butler's address on Wednesday was the first time states, territories and stakeholders had been told of the imminent changes. Although the opposition has backed changes to make the scheme more sustainable, it says more information is needed. 'Yesterday, we saw another new program announced by the Health Minister … (but) we still don't know what's happening with foundational supports, which was an announcement about a change to the NDIS program last year,' Ms Ruston said. 'So we've got another announcement with no details and no certainty and no pathway through by which the minister has announced that he's actually going to deliver what he said.' Senator Ruston said the uncertainty had created 'great distress' for families. 'So we're asking the minister to come out and provide that level of certainty because we can't be sure that these programs are right or otherwise unless we have that sort of detail,' she said. 'So we're calling on the government for more detail because these children deserve better than the uncertainty that they're getting at the moment.' Sussan Ley said bipartisan support for reducing the growth of the NDIS wasn't a 'blank cheque for the government'. 'It's so important that these families don't feel left out on a limb,' the Opposition Leader said. said. 'Yes, there are changed arrangements but they need to have the confidence that works for them and their family, and they're not hearing that from the government.' She said she understood concern from parents following Mr Butler's announcement on Wednesday. 'As we know, phase 1 of this approach hasn't worked very well, and we've now got another whole level of changes that families are being asked to come to terms with,' Ms Ley said. 'So Prime Minister, you need to get this right. You need to make sure these kids don't fall through the cracks.' Mr Butler said children with moderate development delays and autism receiving NDIS support had ballooned beyond forecast figures, with children under 15 representing nearly half of people entering the scheme. He said the Thriving Kids program would give families support that currently did not exist, leaving parents with 'no alternative' but the NDIS. 'As I said today, it's really been the only port in a storm for parents who are worried about their kid not hitting milestones. We should have an alternative system in place for those parents and for those kids, and that's what I committed to building today a system to support those children to thrive.'
