Comelec issues certificate of finality for Marcy Teodoro's proclamation
Based on the documents, the Comelec en banc ruled that the resolution promulgated on June 25, which lifted the suspension of Teodoro's proclamation following the reinstatement of his certificate of candidacy (COC), be declared 'immediately executory.'
This came after the Supreme Court did not issue a restraining order within five days from the receipt of the resolution by the parties involved that would preclude it from being final and executory.
The resolution was thereafter entered into the Book of Entries of Judgment, in accordance with Comelec Resolution No. 11046 and Comelec Rules of Procedure.
In the 38-page resolution, the Comelec en banc granted the consolidated motions for reconsideration filed by Teodoro and reversed and set aside the poll body First Division's December 11, 2024 resolution cancelling his COC.
The en banc said the petitioners failed to prove that Teodoro committed material representation in his COC for the 2025 polls as regards his residency in Barangay San Roque in the 1st District.
The petitioners said Teodoro falsely claimed he is a resident of Barangay San Roque in the 1st District of Marikina as he transferred back from Barangay Tumana in the 2nd District barely one month and 15 days after he filed for transfer on February 28, 2024.
The en banc said Teodoro's domicile of origin is in the 1st District of Marikina and even if he previously declared residence in Barangay Tumana, 2nd District, it does not conclusively prove a change in domicile.
The petitioners included former Senator Aquilino 'Koko' Pimentel III who was Teodoro's rival for congressman in the 1st district of Marikina during the 2025 midterm elections. —KG, GMA Integrated News

Printing of official ballots for BARMM polls starts Aug. 24, 2025 — Comelec
The Commission on Elections Monday that it is already in the final stages of preparations for the Bangsamoro parliamentary polls in October as the printing of the official ballots will begin on August 24. 'Kami po ay nasa huling yugto na ng paghahanda dahil po iyong ating aspeto ng teknikal, iyong atin pong aspeto ng mga pagsu-supply ay ready na po tayo. In fact, sa August 24 po ay magsisimula na ang Comelec sa pamamagitan ng National Printing Office ng pag-imprenta ng halos nasa 2.215 million na official ballots,' said Comelec spokesperson John Rex Laudiangco at the Bagong Pilipinas Ngayon briefing. The voting started at 7 a.m. and ended at 10 a.m. Only 73 seats will be up for grabs in the October elections as the seven seats previously allocated to Sulu are considered temporarily vacant. The Comelec, however, said that there is no development yet regarding the possibility of redistribution of the allocated seats for Sulu. 'Sabi nga po namin kung maidi-distribute iyong pito ay parang bonus na lamang po ito, karagdagang representation, walang maiiwan sa representasyon sa BARMM. Pero ang sabi nga po namin, kung hindi na po kami makapaghihintay pa beyond July 30 dahil ang katumbas po nito ay baka mabalam ang aming paghahanda at hindi pa matuloy ang October 13,' said Laudiangco. BARMM election 90% ready, says COMELEC
The Commission on Elections (Comelec) on Sunday said it is almost set for the 2025 Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliamentary elections, which are scheduled on Oct. 13, 2025. '90% to 95% na kaming handa (We are 90% to 95% ready),' Comelec chairperson George Garcia told Super Radyo DzBB. 'Gusto natin na igarantsya tuloy na tuloy na tuloy ang Bangsamoro parliamentary elections sa October 13. Meron kasi mga nagdududa na baka ipagliban na naman tulad ng Barangay at SK elections,' he added. (We want to guarantee that the Bangsamoro parliamentary elections will proceed on Oct. 13. Some have have doubts that it will be postponed, like the barangay and Sangguniang Kabataan elections (BSKE).) Garcia estimated about 2.3 million people will cast their votes for the BARMM elections. In February, President Ferdinand Marcos Jr. signed into law a measure postponing the BARMM elections from May to October. The suspension came months after the Supreme Court, in September 2024, upheld the validity of the Bangsamoro Organic Law but declared that Sulu was not part of BARMM. The Court denied motions seeking the reversal of the decision in November 2024. On Aug. 13, Marcos signed into law a measure postponing the BSKE polls, setting the term of office of all elected barangay and SK officials to four years. Comelec seeks 'overhaul' of Omnibus Election Code

Wala pa itong pagbabago. Mahirap magpatupad ng batas ngayong moderno na tayo. Marami nang nangyari, madami nang pagbabago pero mga lumang batas pa rin ang ating ipinatutupad,' Comelec Chairperson George Garcia said in an interview with Super Radyo dzBB. (Our Omnibus Election Code was passed in 1985. It has not changed yet. It's hard to implement laws now that we are in modern times. A lot has happened, a lot of changes have occurred but we are still enforcing old laws.) 'Dapat hindi amendment, dapat tawagin nating revision. Kinakailangang overhaul talaga. Magmula sa registration, filing ng candidacy, mga disqualification, at cancellation ng candidacy,' he added. (We should call them revisions instead of amendments. We really need an overhaul, starting from registration, filing of candidacies, disqualifications, and cancellation of candidacy.) In 2023, the Comelec finished the 964-page proposed amendments to the OEC or Batas Pambansa Blg. 881. Among the changes proposed by the Comelec are criminalizing nuisance candidacies, restricting candidate substitution to cases of death and disqualification, prohibiting premature campaigning once the certificate of candidacy (COC) has been filed, and updating campaign spending limits. It also proposed to amend the rules on party-list groups, restrict the number of seats that can be held, support underrepresented groups, and impose restrictions on campaign contributions. Garcia also took note of initiatives to ban political dynasties. 'Maaaring ito na ang tamang panahon na magkaroon ng tunay na batas upang maipatupad ang anti-political dynasty provision ng ating Saligang Batas,' he said. (This may be the right time to have a law to implement the anti-political dynasty provision of our Constitution.) The Comelec also sought authority to expand the COC filing requirements. 'Sana bigyan kami ng kapangyarihan na mag-require na dagdag na dokumento sa mga nagpa-file ng kandidatura, halimbawa, birth certificate,' Garcia said.
