Printing of official ballots for BARMM polls starts Aug. 24, 2025 — Comelec
'Kami po ay nasa huling yugto na ng paghahanda dahil po iyong ating aspeto ng teknikal, iyong atin pong aspeto ng mga pagsu-supply ay ready na po tayo. In fact, sa August 24 po ay magsisimula na ang Comelec sa pamamagitan ng National Printing Office ng pag-imprenta ng halos nasa 2.215 million na official ballots,' said Comelec spokesperson John Rex Laudiangco at the Bagong Pilipinas Ngayon briefing.
(We are now in the final stages of preparation because our technical and supply aspects are ready. In fact, this August 24, Comelec, through the National Printing Office, will begin printing almost 2.215 million official ballots.)
'Ang atin pong sistema ay tuluy-tuloy na ginagawa ... so local source code ay ready na. Natapos na rin po natin ang field testing at ang mock elections at lahat po ito ay successful,' he added.
(Our system is continuously being developed, so the local source code is ready. We've also completed field testing and mock elections, and all of them were successful.)
'So, bukod po sa pag-iimprenta ng balota, ang kasunod na po naming gagawin diyan ay ang training ng ating electoral boards at iyong deployment na lamang po – iyan na po ang mga huling natitirang paghahanda ng Comelec. So, malinaw ang mensahe po, tuloy na tuloy ang October 13 BARMM Parliamentary Elections,' Laudiangco also said.
(So, aside from printing the ballots, our next steps will be the training of our electoral boards and then deployment – those are the only remaining preparations for Comelec. Thus, the message is clear: the October 13 BARMM Parliamentary Elections will definitely push through.)
Mock elections in Lanao del Sur, Tawi-Tawi
The Comelec conducted mock elections last July 26 in several areas in Lanao del Sur and Tawi-Tawi in preparation for the first ever parliamentary polls in the region on October 13. The voting started at 7 a.m. and ended at 10 a.m.
Only 73 seats will be up for grabs in the October elections as the seven seats previously allocated to Sulu are considered temporarily vacant.
The Comelec, however, said that there is no development yet regarding the possibility of redistribution of the allocated seats for Sulu.
'Sabi nga po namin kung maidi-distribute iyong pito ay parang bonus na lamang po ito, karagdagang representation, walang maiiwan sa representasyon sa BARMM. Pero ang sabi nga po namin, kung hindi na po kami makapaghihintay pa beyond July 30 dahil ang katumbas po nito ay baka mabalam ang aming paghahanda at hindi pa matuloy ang October 13,' said Laudiangco.
(As we said, if the seven are distributed, it would be like a bonus, additional representation, no one would be left out in the representation for BARMM. But as we also said, we couldn't wait beyond July 30 because the equivalent of that would be a delay in our preparations and the October 13 elections might not push through.)
'So, kaysa po ma-imperil iyong ating October 13 BARMM Parliamentary Elections tuloy na pong halalan doon sa 25 na district representatives at apatnapu na regional, political party representatives po.'
(So, rather than imperil our October 13 BARMM Parliamentary Elections, the elections for the 25 district representatives and forty regional, political party representatives will push through.)
The Supreme Court in September 2024, upheld the validity of the Bangsamoro Organic Law but declared that Sulu was not part of BARMM. The Court denied motions seeking the reversal of the decision in November 2024.

PhilSCA looks forward to revamp into Nat'l Aviation Academy of the Philippines
"Kami po ay excited na dito sa pagpirma ni Presidente sapagkat ito ang magiging formula para tayo ay makibahagi dito sa malaking pangangailangan po sa aviation industry sa buong mundo," said the Philippine State College of Aeronautics' Flying School Director retired Brigadier General Gerardio Zamudio in an interview on Bagong Pilipinas Ngayon, Aug. 19, 2025. The Philippine State College of Aeronautics (PhilSCA) said on Tuesday that it is hoping that President Ferdinand "Bongbong" Marcos Jr. will soon sign into law the measure seeking to reorganize the school into the National Aviation Academy of the Philippines (NAAP). (The Senate and Congress have already approved the National Aviation Academy of the Philippines. It is now awaiting the President's signature. This last August 7, it was submitted to Malacañang, and we are excited for the President to sign it because this will be the formula for us to participate in the huge demand in the aviation industry worldwide... This is a multi-trillion dollar economy that will help our country if we can get a share of it.) The bill, titled 'National Aviation Academy of the Philippines Charter Act' seeks to expand PhilSCA as the 'leading higher education for aviation studies' and as 'the national professional institution for aviation.' If passed into law, NAAP shall offer short-term, technical-vocational, undergraduate, and graduate programs in the field of aviation such as a bachelor's degree in air transportation, and aeronautical engineering; as well as associates in aircraft maintenance technology, and aircraft electronic technology that could lead into baccalaureates. Citing data from Boeing and Airbus, Zamudio said that the aviation industry is in need of around two million workers in the aviation industry until 2043. Of which, over 600,000 must be pilots, he added. Zamudio is hoping the Philippines can provide highly-skilled technical workers in the aviation industry through the NAAP. 'Napapanahon itong National Aviation Academy of the Philippines sapagkat dito talaga, ang requirement ng batas, ay mag-provide tayo ng world class aviation training and professional education. Maraming nakalagay doon sa bagong batas na ito na magbibigay daan sa amin na makapag-produce ng world class na aviators,' he said. (This National Aviation Academy of the Philippines is timely because, truly, the requirement of the law here is for us to provide world-class aviation training and professional education. Many provisions in this new law will enable us to produce world-class aviators.) 'Magme-maintain tayo ng pool of local and foreign na mga experts, ng mga instructors at mga advisers, mga consultants na babayaran sila na kaparehas ng nakukuha nila sa pribado para makakuha tayo ng kinakailangan natin na mga knowledge, skills, kasama na rin yung attitude,' Zamudio added. (We will maintain a pool of local and foreign experts, instructors, advisors, and consultants who will be paid similarly to what they receive in the private sector so that we can acquire the necessary knowledge, skills, and also the right attitude.) — Vince Angelo Ferreras/BM, GMA Integrated News

Political dynasty ban should cover up to 2nd degree of consanguinity
An anti-political dynasty law should prohibit family members of incumbent officials up to the second degree of consanguinity from seeking public office, the Commission on Elections (Comelec) said Tuesday. 'Sa amin pong palagay ang second degree of consanguinity ang mas practical at mas reasonable in order not to deprive others of the opportunity to run for public office,' Comelec Chairperson George Erwin Garcia said at a Senate committee on electoral reforms hearing. (For the Comelec, the second degree of consanguinity is the more practical and reasonable option in order not to deprive others of the opportunity to run for public office.) Second degree of consanguinity refers to blood relatives, including siblings, grandparents, grandchildren, aunts, uncles, nieces, and nephews. 'Kung magkakaroon tayo ng national policy at law sa political dynasties, at least yung second degree para consistent sa lahat. But again, ang issue na ito, the question of to what degree is a policy decision, and it is for Congress to determine,' said Garcia. (If there will be a law and national policy on political dynasties, we want the second degree for consistency. But again, this issue is a policy decision, and it is for Congress to determine.) Section 26 of the 1987 Constitution explicitly prohibits political dynasties in the country, but an enabling law has yet to be passed. Nonetheless, efforts have been made to implement the provision. Republic Act 10742 or the Sangguniang Kabataan (SK) Reform Law states that a candidate must not be related within the second civil degree of consanguinity or affinity to any incumbent elected official. Likewise, the Bangsamoro Election Code imposed a ban on political dynasties. According to the poll body, the Comelec 'effectively implemented' the ban under the SK Reform Law, as at least 1,000 candidates were prohibited from running in the October 2023 polls due to the provision. 'Nakapag-prevent sa mga makakamag-anak na mag-file. To a certain extent, it drove away those who intended to file, although may relationship na mali base sa definition ng political dynasty,'' Garcia said. (The provision prevented candidates with a second degree of relations from filing their candidacy. To a certain extent, it drove away those who intended to file, although may relationship na mali base sa definition ng political dynasty.) Garcia further proposed that legislators allow a registered voter as well as the Comelec to motu proprio initiate a petition to cancel the candidacy of erring aspirants. The poll chief also urged lawmakers to clarify if violating the ban would be considered an election offense and its possible implication on nuisance candidates. 'Maganda ring mailagay natin sa batas na maliwanag that those who will be filing their candidacies in violation of the anti-political dynasty law shall be liable as an election offense, even including those who will be filing their candidacies as nuisance candidates,' he added. (It would be better if the law would clarify if those who will be filing their candidacies in violation of the anti-political dynasty law shall be liable for an election offense, even including those who will be filing their candidacies as nuisance candidates.) Lawyer Christian Monsod, one of the framers of the 1987 Constitution, proposed that aspirants must not be related within the third degree of consanguinity to any elected official. 'I think the Congress owes it to the people to pass an anti-dynasty law,' he said. 'When we were writing the Constitution, we trusted that Congress would carry out this mission and duty on their part and that the Congress would have the capability and the courage to change it as our democracy changes,' Monsod added. –VBL, GMA Integrated News
