Assam CM accuses Mamata of creating NRC fear for political gain
Assam Chief Minister Himanta Biswa Sarma on Thursday (August 7, 2025) criticised his West Bengal counterpart Mamata Banerjee for 'trying to scare the Bengali people by dangling the sword of the National Register of Citizens (NRC)' ahead of the 2026 Assembly elections. Assembly elections in Assam and West Bengal are due early next year. Mr. Sarma said Ms. Banerjee's concerns over the NRC were unfounded. 'She suddenly says she is not going to obey the NRC. Who has asked her to obey the NRC? Where is the NRC? Nobody has ordered the NRC,' he told journalists in Guwahati on Thursday (August 7, 2025) night. 'She is instilling fear in the minds of Bengali people to get their votes. In the last five years, she has not discussed the NRC. Now, she is talking about all these things as the elections are approaching,' he said. Ms. Banerjee has been flagging some 'NRC' notices issued to residents of West Bengal, mostly Bengali Hindus, by Foreigners' Tribunals (FTs) in Assam. One such case was that of Uttam Kumar Brajabasi, a resident of Dinhata in Cooch Behar for 50 years. Mr. Sarma claimed Mr. Brajabasi was a citizen of Assam who had temporarily gone to West Bengal, and that the notice issued to him was part of a judicial process. Refuting reports, the Chief Minister also said the Assam government had not taken any 'special decision' to drop the cases of non-Muslim illegal migrants, who entered India from Afghanistan, Bangladesh, and Pakistan before 2015, from the FTs. 'The State Cabinet did decide to drop the cases of Koch-Rajbanshi and Gurkha people from the FTs, but there has been no such special decision for the others. The State government has nothing to do additionally for people provided security and protection under the Citizenship (Amendment) Act,' Mr. Sarma said. 'The case [related to the CAA] is in the Supreme Court. Unless the Supreme Court strikes it down, that is the law of the land,' he added. According to official records, as of July 15, eight people in Assam had applied for Indian citizenship under the CAA, and only two had appeared for an interview. The 1951 NRC in Assam was updated under the watch of the Supreme Court. More than 19.06 lakh of the 3.3 crore applicants were left out of the complete draft published in August 2019.

SC seeks Centre's response on plea alleging apathy towards persons with autistic spectrum disorders
The Supreme Court on Friday (August 8, 2025) asked the Union government to respond to a petition alleging institutional apathy in maintaining welfare of persons with autistic spectrum disorders. A Bench of Justices B.V. Nagarathna and K.V. Viswanathan was told by the counsel appearing for the NGO, Action for Autism, that systemic apathy in the implementation of laws meant for the welfare of persons with autism, cerebral palsy, etc., has chronically deprived them opportunities to be self-reliant and part of the mainstream society. 'Some of these people are gifted. But in conditions like Asperger's syndrome, they face difficulties with social interactions,' the counsel briefed the court. Travel hurdles The NGO's lawyer said it was extremely hard for persons with autism and neurodivergent conditions to travel. Institutionalised changes need to be made to provide orientation to airlines' crew, staff at airports, railway stations and metro services, and sensitise them to the problems faced by such persons. 'We seek to draw the urgent attention to the persistent neglect, institutional apathy and failure in upholding the constitutional, statutory and international obligation towards individuals with neurodivergent conditions like autism, dyslexia,' the counsel submitted. The court issued notice to the Centre and posted the case on August 29 for hearing the government's response to the plea.

BNP demands withdrawal of BBMP's unjust property tax notices
The Bengaluru NavaNirmana Party (BNP) has criticised the Bruhat Bengaluru Mahanagara Palike (BBMP) for issuing property tax notices to thousands of citizens and the glitch-caught e-Nyaya portal. The BNP has called the move to send property tax notices 'arbitrary' and 'legally flawed', pointing out that it contradicts the Supreme Court rulings and statutory provisions under the Real Estate (Regulation and Development) Act, 2016, (RERA). The BNP leaders argued that the BBMP is wrongly attempting to tax stilt and open parking areas as standalone units, even though these spaces are considered part of common areas. Citing the Supreme Court's ruling in Nahalchand Laloochand Pvt. Ltd. vs. Panchali Cooperative Housing Society, the BNP highlighted that parking areas cannot be sold or taxed separately, as they are part of the building's shared amenities and included in the super built-up area. 'Most sale deeds grant only the exclusive right to use a parking spot; they do not confer ownership. Residents already pay tax on the super built-up area, which includes these common spaces,' said Srikanth Narasimhan, BNP founder. The BNP also pointed out that many apartment owners have been served retrospective tax notices, placing financial burdens on them. Adding to the frustration, the BBMP's e-Nyaya portal, meant for citizens to respond to notices, has been non-functional. Additionally, some AROs are reportedly refusing to accept responses by hand, leaving citizens without a way to appeal. 'In Bengaluru, the process has become the punishment,' said H.L.N. Prasad, BNP leader for E-khata. 'This fiasco reflects the chronic mismanagement in BBMP's revenue systems. Instead of fixing its internal processes, the BBMP is shifting the burden to law-abiding citizens,' he said.
