3-year jail, ₹1 Cr fine: Modi Govt set to ban online games played with money; bill likely in Parliament today
The Bill – 'Promotion and Regulation of Online Gaming Bill 2025' – cites psychological and financial harm which can be caused by such games and says that no person "shall offer, aid, abet, induce or otherwise indulge or engage in" the offering of online money games and such services. The 'List of Government Business on August 20 and 21' in the Lok Sabha includes the introduction of the bill.
The proposed law, cleared by the Union Cabinet, would impose a blanket ban on all online real-money gaming services, where users can play games after depositing money in the form of a stake or a wager. According to reports, the move is owing to growing concerns about alleged money laundering through these services.
The 13-page bill drafted by the Union Ministry of Electronics and Information Technology (MeitY) describes an online money game as one played by a user who deposits money in expectation of winning monetary and other enrichment, the news agency said. Minister of Electronics and Information Technology Ashwini Vaishnaw is scheduled to move the Bill in Lok Sabha.
'The immersive and addictive nature of online games, particularly with monetary incentives, has led to significant mental health issues among users — especially children, adolescents and young adults,' the ministry said in the proposed law.
'Clinical evidence and field studies have shown a rise in anxiety, depression, sleep disorders, and behavioural problems linked to prolonged gaming.'
The Indian market for such gaming is set to be worth $3.6 billion by 2029, venture capital firm Lumikai says.
Minister of Electronics and Information Technology Ashwini Vaishnaw is scheduled to move the Bill in Lok Sabha.
Endorsements by celebrities from cricket, Bollywood, and other marketing efforts have boosted the appeal and investor interest of real money gaming apps.
In a letter to the Union Home Ministry this week, major gaming industry bodies said that the blanket ban would strike a 'death knell' for the legitimate, job-creating industry.
The government will prohibit any person from offering online real-money games, and failing to comply will result in a prison term of up to three years and a penalty of ₹ 1 crore.
Those promoting such platforms, including social media influencers , could also face a prison term of two years and a penalty of ₹ 50 Lakh.
"Such games often use manipulative design features, addictive algorithms ... while promoting compulsive behaviour leading to financial ruin," the bill said.

Eight months pregnant Sunali Bibi is 'stateless'. Weeks after she was detained along with her husband and eight-year-old son in Delhi and pushed into Bangladesh on suspicion of being illegal Bangladeshi immigrants, the 29-year-old woman from West Bengal's Birbhum district was arrested by Bangladesh Police on Thursday for being 'illegal infiltrators'. Bibi, her son, and husband were arrested from Chapainawabganj district, Bangladesh police said, adding that another family from West Bengal – Sweety Bibi (32) with her two sons, aged 6 and 16 years – was also arrested from the area. This comes as the Calcutta High Court is hearing the habeas corpus petitions filed by the families of the two women. 'They were pushed into Bangladesh from Kurigram (bordering Assam). Thereafter, they spent some days in Dhaka, mostly on the streets. For the past month, they have been residing in Chapainawabganj district. We have arrested them. We have found Indian documents from them. They will be produced in the court tomorrow (Friday). The court will decide. All legal proceedings will be undertaken according to the law of our country. Since women and children are there, we are handling the issue with due respect and sympathy,' Rezaul Karim, the police superintendent of Chapainawabganj, told The Indian Express over the phone from Bangladesh. The family of Sunali Bibi hails from Birbhum district in West Bengal. Members of her family worked as ragpickers and domestic helpers in Delhi for the past two decades. Both families were detained in Delhi's K N Katju Marg police station and then deported. Already the matter is being heard by the court,' Islam, a TMC Rajya Sabha member, said. Hearing their habeas corpus pleas, the Division Bench of Justice Tapabrata Chakraborty and Justice Reetobroto Kumar Mitra on Wednesday called the matter 'very serious' after Additional Solicitor General Ashok Chakraborty, representing the Centre, said it 'cannot be heard' in the Calcutta High Court since it is pending in the Supreme Court. The Bench, however, scheduled the next hearing on September 10, saying, 'It is a serious issue and there should not be a conflicting decision'. This comes close on the heels of detentions of Bengali migrant labourers in Gujarat, Maharashtra, Delhi, and Madhya Pradesh during the drive to nab illegal Bangladeshis. A total of nine residents of West Bengal, who were detained in Mumbai and Rajasthan, and pushed into Bangladesh. have been brought back after the intervention of the West Bengal government.

Maharashtra CM calls Sharad Pawar, Uddhav to seek support for NDA V-P candidate
Looking to mobilise support for the NDA's vice presidential candidate C P Radhakrishnan beyond the allies in the government, Chief Minister Devendra Fadnavis on Thursday held talks with Opposition constituents NCP (SP) president Sharad Pawar and Shiv Sena (UBT) president Uddhav Thackeray to seek their support for the for the candidature of Radhakrishnan. Sources in the BJP revealed that 'Fadnavis called Sharad Pawar and Uddhav Thackeray over phone and urged them to extend their respective party's support to NDA's V-P candidate C P Radhakrishnan'. The source revealed that both NCP(SP) and Shiv Sena (UBT) have refrained from making their stand public. While NDA has fielded Maharashtra Governor Radhakrishnan, INDIA block led by Congress has had in the fray former retired judge Justice Sudarshan Reddy as their candidate. The vice presidential elections will take place on September 9. The elections were necessitated following the abrupt resignation of serving V-P Jagdeep Dhankhar in the middle of his tenure. Sources said that in Maharashtra, there had been instances where political rivals came forward to support presidential candidates setting aside their political differences. 2025 Monsoon Session of Parliament: Lok Sabha passed 12 bills, Rajya Sabha 14 in amid Opposition protests
Twelve bills were passed by the Lok Sabha and 14 by the Rajya Sabha during the month-long monsoon session of Parliament, which has witnessed repeated disruptions, adjournments and walkouts. Barring discussions on Operation Sindoor in both Houses, the session has seen little business ever since it began on July 21, 2025 due to repeated disruptions and adjournments initially due to opposition demand for discussion on Operation Sindoor and then over demands for a discussion on the Special Intensive Revision exercise in Bihar. The session concluded on Thursday (August 21, 2025). Bills passed by the Lok Sabha: Bills passed or returned by the Rajya Sabha: 'This time in Parliament, there was so much ruckus and opposition didn't cooperate. Due to this obstinate behaviour, opposition missed participating in discussions on several important bills which were passed,' a government functionary said. In the Rajya Sabha, except for The Bills of Lading Bill, 2025, which was passed without any disruption on the first day of the monsoon session, the other bills were passed after some discussion amid din or only after the Opposition parties staged a walk out, the functionary said.
