U.S. sanctions Indian nationals and firms in global crackdown on Iran's oil network

In a sweeping sanctions announcement aimed at dismantling a vast maritime oil smuggling operation benefiting Iran, the U.S. Department of the Treasury has designated several Indian nationals and companies as key enablers of the illicit network.
The action, announced Wednesday (July 30, 2025) by the Office of Foreign Assets Control (OFAC), is part of the largest Iran-related sanctions package since 2018. It targets over 50 individuals, entities and vessels across multiple countries —highlighting the involvement of UAE- and India-based actors in supporting Iranian oil shipments that are under strict U.S. sanctions.
These vessels are part of the vast shipping empire controlled by Mohammad Hossein Shamkhani (Hossein). Mr. Hossein — the son of Ali Shamkhani, a top political advisor to the Supreme Leader of Iran — leverages corruption through his father's political influence at the highest levels of the Iranian regime to build and operate a massive fleet of tankers and containerships, the Department of the Treasury said.
The Shamkhani family's shipping empire highlights how the Iranian regime elites leverage their positions to accrue massive wealth and fund the regime's dangerous behavior,' said Secretary of the Treasury Scott Bessent. 'The over 115 sanctions issued today are the largest to-date since the Trump Administration implemented our campaign of maximum pressure on Iran. These actions put America first by targeting regime elites that profit while Tehran threatens the safety of the United States,' he said.
Indians among sanctioned network operators
Among those designated is Pankaj Nagjibhai Patel, an Indian national based in the United Arab Emirates, who U.S. officials describe as a senior executive within several shipping companies tied to the sanctioned Iranian network. Mr. Patel has served as an executive in Teodor Shipping L.L.C., one of the entities connected to the operations of Mohammad Hossein Shamkhani, the son of a top Iranian regime official.
Mr. Patel is also listed as a director of Shreeji Gems Ltd, an India-based firm now implicated in helping facilitate oil transport logistics on behalf of the Iranian network.
Two other Indian nationals, Jacob Kurian and Anil Kumar Panackal Narayanan Nair, were identified as key figures behind Neo Shipping Inc., a Marshall Islands-based company that owns the vessel ABHRA (IMO 9282041). The ABHRA is part of a fleet used to move Iranian oil and petrochemicals under false flags and forged documents.
Mr. Kurian is listed as the sole shareholder of Neo Shipping Inc., while Mr. Nair has served as its director. U.S. officials stated that both individuals played critical roles in concealing the vessel's ties to the sanctioned Iranian regime.
US action freezes assets, bars transactions
The designations mean that all property and interests in property of these Indian individuals and companies that fall under U.S. jurisdiction are now blocked. Additionally, U.S. citizens and businesses are prohibited from engaging in any transactions with them. The action also exposes non-U.S. firms to secondary sanctions if they choose to continue doing business with the designated parties.
The vessels and corporate structures targeted in this action were allegedly used to obscure the origin of Iranian oil, transfer it at sea, and issue false documentation—ultimately supporting the financing of Iran's military and regional proxy forces.
Implications for Indian businesses
These action sends a strong warning to Indian businesses and maritime professionals involved in global shipping and logistics. The designations could lead to significant reputational and financial fallout, especially for firms with international dealings.
Even indirect involvement in sanctionable activities—such as acting as a nominee shareholder or director of a front company—can attract serious penalties, the Treasury said.

STARTING TUESDAY, over 190 countries will get into a huddle in Geneva, Switzerland, to break an impasse and reach an agreement over the next fortnight on the first-ever Global Plastics Treaty that will create a legally binding framework to end plastic pollution, including in the marine environment. This will be the second installment of the fifth meeting of the Intergovernmental Negotiating Committee (INC-5) of the UN. Countries will push to address plastic pollution right from the production stage, which uses polluting oil and gas, to the challenges of plastic waste disposal and recycling. Negotiators will pick up from the previous meeting in Busan, South Korea, last December, where talks had collapsed over critical and unresolved issues. These issues and disagreements were over the draft treaty's provisions on putting a cap on production of polymers, elimination of harmful chemicals from plastic production and phasing out of harmful plastic products. As per the Centre for International Environmental Law, a US-based non-profit, the current draft text issued during Busan contains 370 brackets, which indicate areas of no agreement between countries. It was in 2022 in Nairobi that a resolution was adopted at the United Nations Environment Assembly to develop global rules to end plastic pollution. If successfully adopted, the treaty would be the most consequential one on environmental issues since the 2015 Paris climate agreement. The exponential growth in plastic production is one of the key drivers of plastic pollution. Globally, annual production has doubled, soaring from 234 million tonnes in 2000 to 460 million tonnes in 2019, while plastic waste has more than doubled from 156 Mt in 2000 to 353 Mt in 2019, as per a report of the Organisation for Economic Co-operation and Development. Production is likely to triple in a business-as-usual scenario by 2060, as per the UN EP. The talks on the global treaty will resume in the backdrop of a new Lancet report which said that 'plastics cause disease and death from infancy to old age and are responsible for health-related economic losses exceeding $1.5 trillion annually'. UP ATS arrests two for being in ‘contact with Pak nationals, promoting Sharia law'

The Uttar Pradesh Anti-Terrorist Squad (ATS) has arrested two Indian nationals who were allegedly in contact with several individuals from Pakistan. They are accused of spreading anti-national and extremist views through various social media platforms. According to the police, both suspects were part of online groups that promoted radical content and encouraged others to participate in their activities. The police said that the arrested persons have been identified as Ajmal Ali alias Asgar Khan, a resident of Amroha district, and Dr. Usama Maj Sheikh (26), a native of Maharashtra, stated police. Ajmal (22) is currently pursuing his graduation, while the police are verifying the authenticity of his Bachelor of Homeopathic Medicine and Surgery (BHMS) degree. According to the police, the two were influenced by extremist Wahhabi ideology and aimed to promote 'Ghazwa-e-Hind' and enforce Sharia law in India. They are also accused of trying to radicalize Muslim youth, spread hatred against non-Muslim communities, and incite people to participate in anti-India and unlawful acts, the police said. 'We are working to identify more individuals linked to this network. The investigation is ongoing,' said an officer involved in the case. According to Deputy Commissioner of Police Sachin Gore, during the verification process, it was discovered that Shaikh holds a BHMS degree and was employed as a resident medical officer at a private hospital. The police said that while monitoring activities of anti-national elements, police discovered a WhatsApp group named 'Reviving Islam.' This group had three administrators and nearly 400 members, most of whom were from Pakistan. During the investigation, the police discovered that one of the mobile numbers associated with the group belonged to Ajmal. He was allegedly involved in promoting and spreading anti-national and extremist ideologies across various social media platforms, specifically targeting individuals from non-Muslim communities. The agency summoned Ajmal to the ATS headquarters in Lucknow for interrogation. During questioning, he reportedly confessed to his involvement and revealed that, in addition to being a member of the WhatsApp group 'Reviving Islam', he was also in contact with several Pakistani individuals through other social media platforms. According to police, Ajmal further disclosed his connection to an Instagram account operated by Usama Maj Sheikh. He admitted that through this Instagram ID and the Signal app, anti-India conversations were held, including discussions about destabilizing the elected Indian government and enforcing Sharia law in the country. On August 1, the ATS registered a case at its police station and arrested Ajmal. He was produced before the court, which subsequently remanded him to judicial custody. On Sunday, Dr. Usama Maj Sheikh was arrested with the assistance of the Maharashtra ATS and Thane police. Officials stated that Ajmal regarded Dr. Usama as his senior and mentor.
