Arul Jothi is the new Principal Chief Security Commissioner of Southern Railway

K. Arul Jothi assumed charge as the Inspector General cum Principal Chief Security Commissioner of the Railway Protection Force (RPF), Southern Railway, in Chennai on Friday.
An officer of the Indian Railway Protection Force Service (IRPFS) batch of 1995, Mr. Jothi served the RPF in various capacities across North Frontier Railway, Integral Coach Factory, Chennai, Eastern Railway, East Central Railway and other zones, said a release.
Notably, during his stint as Deputy Inspector General of the Southern Railway during the 2019-2020 COVID-19 period, Mr. Jothi, apart from controlling crime, spearheaded the RPF teams in organising the safe movement of migrant workers to various parts of the country through 503 Shramik special trains.
He succeeds G.M. Eswara Rao, who superannuated on July 31.

A report of the Comptroller and Auditor-General (CAG) of India tabled in the Karnataka Assembly on Wednesday flagged some payments made to beneficiaries in the state during the first wave of the Covid pandemic. The CAG has found that Rs 59.32 crore was paid in excess, while 2,195 beneficiaries could not be verified. The Karnataka Building and Other Construction Welfare Board provided details of around 16.46 lakh beneficiaries to whom aid to the tune of Rs 823.12 crore was provided using direct benefit transfer during the pandemic. 'An analysis of the data provided by the Board revealed that 2,27,231 transactions were conducted multiple times using the same bank account number,' the report noted. Further, 1,08,5689 beneficiaries received benefits multiple times through various payment methods. The CAG audit identified repetitive transactions resulting in excess payments amounting to Rs 59.32 crore. The CAG report on the board said that due to incomplete data provided by the Government, the genuineness of payments amounting to Rs 1.1 crore could not be verified. Irregularities that took place during the Covid pandemic are the subject of an ongoing investigation by the Justice Michael D'Cunha Commission, which has submitted two interim reports related to the procurement of various goods and services and the distribution of benefits during the pandemic. The CAG report also highlighted the registration of ineligible people as construction workers. The CAG scrutinised randomly selected 399 applicants for registration and renewal of beneficiaries available. Its report observed that 'employment certificate furnished along with the applications did not contain the details of employment but were accepted by the Registering Officer'. Tailors, clerks, weavers, and people pursuing some other occupations were registered as construction workers and availed of the benefits, the report said.

Jamshedpur: Two students of the Kadma-based River View School, who had gone missing reportedly from near the school gate on Wednesday, were located on the Tatanagar-Jammu Tawi Express late in the night, police said. Officer in-charge of the Kadma police station Alok Dubey said, "We have alerted the Government Railway Police (GRP) and the Railway Protection Force (RPF) and are coordinating with the two agencies for the safe return of the two girls from the Bokaro Steel City station." Earlier in the day, the missing report of the 12-year-old and 13-year-old residents of Shastrinagar in Kadma and Dhatkidih in Bistupur went viral on social media. A Jamshedpur resident, who was travelling on the Jammu Tawi-bound train reportedly identified the girls and alerted the RPF. "We will know if the two girls had planned to run away from school or there was any abduction bid after talking to the girls ," the OC added. CAG finds ‘gross irregularities' in Construction Workers' Welfare Board

The Comptroller and Auditor General (CAG) of India has found 'gross irregularities' in the functioning of the Karnataka Building and Other Construction Workers' Welfare Board (KBOCWWB) and said the board released ₹433.80 crore to the Karnataka Slum Development Board (KSDB) without obtaining the beneficiary list. CAG noted that many ineligible workers, such as tailors, clerks, weavers, and other professions, were registered as construction workers, and that they availed themselves of benefits from the Board established in 2007. Under health schemes, payments were made to unregistered workers or their dependents violating the rule, it said. Registrations jump The CAG report was tabled in the Legislative Assembly on Wednesday. The report noted that the registration of the construction workers increased from 7.94 lakh in 2020-21 to 11.95 lakh in 2022-23. This could be attributed to cash assistance and other benefits released for the registered construction workers during the COVID pandemic. The CAG noted that KBOCWWB released ₹8.74 crore to the Rajiv Gandhi Housing Corporation Ltd. for the housing scheme without obtaining the beneficiary list/details in Haveri district. KBOCWWB issued directions in July 2023 to the Labour Officers to verify and ascertain the genuineness of the beneficiaries selected by the Slum Board. Audit scrutinised 480 cases out of 5,624 beneficiaries furnished by the Slum Board, and it was found that KBOCWWB irregularly granted benefits to 53 underage or over-aged beneficiaries, contravening the prescribed guidelines. KBOCWWB was yet to trace remittances of ₹5.27 crore from the KSDB as of August, 2024. No comprehensive database The CAG noted that the KBOCWWB did not have a comprehensive database of cess collecting/remitting agencies. Neither was it aware of the actual cess amount due, the amount collected, nor the amount remitted. KBOCWWB did not appoint any authority to assess the collected cess, it stated. The data from the Seva Sindhu Portal, consisting of 42.50 lakh registered beneficiaries, was inadequately validated before being entered into the database. CAG analysed the data of all the registered beneficiaries from the portal and found many discrepancies. The age at the time of registration was shown as more than 60 years in 1,150 cases, while the gender column was blank in more than three lakh cases.
