Welfare Department to serve as main coordinator
PETALING JAYA: The Federal Territory Kuala Lumpur Welfare Department (JKMWPKL) will serve as the main coordinating body on issues related to beggars through the KL Strike Force Committee under Destitute and Children activities.
Under the Destitute Persons Act 1977 (Act 183), a person who begs is defined as an individual who engages in any conduct that encourages the giving of alms.
The JKM and other enforcement agencies regularly conduct joint, scheduled and ad-hoc operations to pick up beggars.
As such, any authorised officer or welfare officer can pick up a destitute person and bring them before a magistrate within 24 hours.
'JKM is constantly collaborating with other enforcement agencies, including local authorities (PBT), the Immigration Department (JIM), the Royal Malaysia Police (PDRM), the National Anti-Drug Agency (AADK), the National Registration Department (JPN) and other agencies according to the case category.
'However, JKM only takes action against beggars who meet the definitions as stated in Act 183,' JKM told The Star.
It added that JKM officers do not have jurisdiction over destitute individuals who fall under the enforcement of other agencies.
These include non-citizens and immigrants holding United Nations High Commissioner for Refugees (UNHCR) cards (Immigration Act 1959/63, Act 155); mentally disturbed beggars (Mental Health Act 2001, Act 615); cases of suspected chronic or infectious diseases (Prevention and Control of Infectious Diseases Act 1988, Act 342); drug addicts (Drug Dependants (Treatment and Rehabilitation) Act 1983, Act 283); alcohol addicts (Minor Offences Act 1955, Act 366); glue sniffers (Poison Act 1952, Act 366); and unauthorised collectors (House to House and Street Collections Act 1947, Act 200).
For such cases, action will be taken by the relevant enforcement agencies under their respective legal jurisdictions.

TAWAU: Five foreigners who rammed a police roadblock while attempting to flee at the Megah Industrial Zone at 8pm were arrested after a 45km high-speed chase last Wednesday. District Police Chief ACP Jasmin Hussin said the suspects, aged between 29 and 43, included the male driver, two male passengers, and two female passengers. 'The vehicle was ordered to stop by a team from the Police Patrol Car Unit (MPV) and Motorcycle Patrol Unit (URB), who were conducting a roadblock operation. 'However, the driver defied police instructions and attempted to escape by crashing through the checkpoint, prompting our officers to pursue them,' he said. The chase continued through several main roads including Jalan Timur, Kem Pengakap Tiku, Jalan Bunga Raya, Jalan Chong Thien Vun, and Jalan Apas, before it was eventually stopped at Batu 12, Jalan Apas. Upon inspection, police found none of the occupants, including the driver, could produce any identification. The driver did not possess a valid driving licence or road tax. The case is being investigated under Section 26(2) of the Police Act 1967 for fleeing a police checkpoint and Section 186 of the Penal Code for obstructing a public servant in the discharge of their duties. Investigations are also being carried out under Section 6(1)(c) of the Immigration Act 1959/63 for unlawful entry and stay in the country without valid identification or travel documents. The driver is also being investigated under Section 26 and Section 23 of the Road Transport Act 1987 for driving without a valid licence and road tax. ACP Jasmin said none of the police personnel were injured and that the authorities view such incidents very seriously. 'We urge the public to fully cooperate with the police, especially during roadblocks,' he said. 5 illegals held in Sandakan

SANDAKAN: Five illegal immigrants were detained in an integrated operation conducted at the Central Market, here on Wednesday. The operation, known as 'Ops Poket,' was carried out by the Sandakan District Police in collaboration with the Immigration Department of Malaysia (JIM), the Sandakan Municipal Council (MPS), and the National Registration Department (JPN). All individuals were detained under the Immigration Act 1959/63 for failing to produce valid identification documents and are suspected of overstaying in the state. The operation was conducted from 4pm to 6pm to combat crime and curb the presence of illegal immigrants, in addition to enforcing laws related to documentation. Acting Sandakan District Police Chief, Superintendent Ramasamy Kuppan, said all those arrested were taken to the Sandakan District Police Headquarters and handed over to the Immigration Department for further action. 114 undocumented migrants held in raids on Johor factories
JOHOR BARU: More than 100 foreign nationals have been arrested following multiple raids on factories across five districts in Johor. Johor Immigration director Datuk Mohd Rusdi Mohd Darus said the detainees, aged between 21 and 55, were taken in during Ops Gempur Sasar on Wednesday (May 28). 'The raids, which focused on factories, were carried out simultaneously in Johor Baru, Muar, Segamat, Mersing and Batu Pahat. 'A total of 114 foreigners from eight countries were arrested in the raids after inspections were carried out on some 511 people,' he said in a statement on Friday (May 30). He said the suspects, including 10 women, were from Bangladesh, India, Pakistan, Nepal, Indonesia, Myanmar, Vietnam and Cambodia. 'We also arrested four local men between 50 and 60 years old who are company owners and managers,' he said. Rusdi said the foreign nationals are being investigated under the Immigration Act 1959/63 and the Immigration Regulations 1963, while the Malaysians are being investigated under Section 55E of the same Act for allowing undocumented foreigners to enter or stay in their premises. 'We have also issued notices to 10 individuals to report to the Immigration office to assist in the investigation,' he said.
