
House panel asks Railways to prepare database of bridges
The Indian Railways (IR) has already been real time monitoring of Anji Bridge, Chenab Bridge and Bogibeel Bridge are being carried out using sensors to monitor strain, tilt, wind speed, temperature and other important parameters to assess the condition of the bridges and validate their design.
'The Committee desires the Ministry to develop a comprehensive database of railway bridges located in vulnerable areas such as flood-prone zones, landslide-prone regions and other high-risk locations. The Committee is of the view that these bridges require special inspections during the peak monsoon period, in addition to the regular inspections conducted before and after the monsoon,' the report tabled in the Lok Sabha on Monday read.
It recommended that these structures should undergo special inspections during the peak monsoon period, in addition to routine checks before and after the rains.
'The Committee also urges the Ministry to expand the scope of the real-time bridge monitoring system to include these bridges. Furthermore, the Committee emphasizes the need to strengthen inter-agency coordination particularly with agencies such as the IMD, Ministry of Jal Shakti and local authorities to ensure timely information exchange, advance warnings and prompt joint action for safeguarding bridge infrastructure and ensuring uninterrupted and safe rail operations during adverse weather conditions,' it said.
For underwater bridge structures, the parliamentary committee, in its fourth report titled 'Construction and maintenance of Rail tunnels and bridges including road over bridges/ road under bridges' also suggested greater use of technologies such as Remote Operated Robotic Vehicles to improve inspection accuracy, reduce risks to human divers and enable precise detection of defects. It recommended regular reviews of inspection of protocols and adoption of advanced repair methods to improve safety and durability.
The committee also suggested implying the 'Amrit Sarovar' initiative in all major projects, particularly in water stressed regions, with proper planning, community participation and long term maintenance to ensure water conservation and ecological benefits.
It recommended speedy completion of the Tunnel Management System-which was put in place in 2024-25 for continuous monitoring of tunnels, with regular data updates. The committee also asked feasibility checks to be done for escape tunnels or evacuation routes in all tunnels over three km. It also recommended reviewing shorter tunnels in vulnerable zones for possible safety upgrades.
It also provided recommendations for speeding up work for Road Over Bridges (ROBs) and Road Under Bridges (RUBs), eliminating level crossings on a pilot basis with the National Highways Authority of India, clear timelines, joint review meetings and public-private partnerships. It also recommended creating a formal mechanism to involve elected representatives in ROB/RUB planning and execution to help resolve land, utility and clearance issues, ensuring timely completion and better maintenance.

100 stray dogs relocated within 2 days as MCD acts on SC order
The MCD has picked up 100 stray dogs so far since the Supreme Court order on relocating canines, and converted the city's 20 Animal Birth Control (ABC) centres into shelter homes, Mayor Raja Iqbal Singh said on Wednesday. The Supreme Court on Monday ordered that all stray dogs in Delhi-NCR be picked up within eight weeks and relocated to shelters.(PTI) The MCD also identified an 85-acre plot in outer Delhi to shelter more strays, Singh said. Talking to PTI, Singh said the civic body has started looking for land to set up more dog shelters, adding that they will implement the SC directive in phases, starting with aggressive and rabies-infected dogs. The Municipal Corporation of Delhi (MCD) will expand an ABC centre in Dwarka, while in the third phase, the Ghoga Dairy -- which has 85 acres of land -- will be considered for setting up large shelter homes, the mayor said. Once the stray dogs are shifted to the shelters, Delhiites will get huge relief, he said. A bench of Justices J B Pardiwala and R Mahadevan noted that there was an "extremely grim" situation due to stray dog bites resulting in rabies, particularly among children. Singh said, "We had assured people that we will implement the order 100 per cent. We are getting a lot of calls from residents, and till now, 100 stray dogs have been caught.' The mayor said in the first phase, only those dogs that are aggressive, rabies-infected, or sick will be picked up. At present, the MCD has 20 ABC centres, which are being converted into shelters to house the captured dogs, he said. 'We are making sure that all facilities are provided so that the dogs do not face any problems,' he added. For the next phase, the civic body plans to expand the ABC centre in Dwarka, while in the third phase, the Ghoga Dairy will be considered for setting up large shelter homes. Speaking about the availability of land and funds, Singh said there is no shortage of either, and funding will not be an issue. 'This is a people's government, and this is a priority for us because residents have been facing problems for a long time. We now have the resources and are moving ahead in a planned way,' he said. According to Singh, 25 teams are currently working across the city and responding to calls from residents. The MCD will soon launch a dedicated helpline for citizens to report stray dog-related complaints.

Parliament panel raises ‘perpetual tolling', seeks new tariff authority
A parliamentary committee has expressed concerns over the current toll system, pointing out that charges are often levied indefinitely irrespective of road quality, traffic volume, user affordability or recovery of project cost. The committee said the practice was formalised by a 2008 amendment to the Fee Rules allowing for 'perpetual tolling' even after project costs are recovered. While toll rates are revised annually based on a fixed 3 per cent increment and Wholesale Price Index (WPI) adjustments, there is no independent mechanism to assess if these charges are justified by actual operation and maintenance costs, the committee said. '…the Committee observe that the concept of tolling in perpetuity was first introduced through an amendment to the Fee Rules in 2008, allowing continued collection of user fees even after the recovery of project costs. This provision was further clarified and codified through the 2023 amendment to the Fee Rules, which explicitly permits tolling to continue beyond the end of the concession period, thereby formalising a regime of perpetual tolling,' said the Public Accounts Committee (PAC) in its report submitted to the Parliament on Tuesday. According to the report, the Ministry of Road Transport and Highways (MoRTH) acknowledged this, adding it has initiated a study with NITI Aayog to revise the user fee determination framework, including base rates, inflation indexing, and concession structures. The PAC recommended that the ministry should establish a tariff authority to ensure transparency and fairness in toll fixation, collection, and regulation. 'This authority should be mandated to review and determine the periodicity of toll revisions based on certain parameters…The Committee desires that toll collection on any highway stretch must be rationalised and substantially reduced once capital and routine maintenance costs have been recovered. Any continuation of tolls beyond this point should be permitted only if clearly justified and approved by the proposed independent oversight authority,' it said.
