Higher business costs: MoF, SECP strongly object to amendments thru CSR Bill
ISLAMABAD: Ministry of Finance and Securities and Exchange Commission of Pakistan (SECP) strongly objected to amendments through 'The Corporate Social Responsibility Bill, 2025', arguing it will increase cost of doing business of companies in Pakistan. The 16th meeting of the Standing Committee on Finance and Revenue was held Wednesday at the Parliament House under the chairmanship of Syed Naveed Qamar, MNA. SECP Chairman Akif Saeed said that the amendments should not be proposed in the existing law. The present objective can be achieved through other alternate options. The law would create discrimination between the cost of doing business of association of persons (AOPs) and registered companies. Secretary Finance observed that we will come up with a solution where objective would be achieved without increasing cost of doing business of the companies. The committee considered 'The Parliamentary Budget Office Bill, 2025', moved by Rana Iradat Sharif Khan, MNA, and constituted a Sub-Committee under the Convenorship of Dr Nafisa Shah, MNA, for detailed deliberation on the bill and submission of its report within 30 days. Ali Zahid, Arshad Abdullah Vohra, and Muhammad Mobeen Arif, MNAs, will be the members of the newly appointed sub-committee. Dr Mirza Ikhtiar Baig, MNA, presented the report of the Sub-Committee on 'The Corporate Social Responsibility Bill, 2025', moved by Dr Nafisa Shah, MNA. The Committee adopted the report and deferred the discussion on the report for the next meeting of the Committee. The Committee expressed serious concern over the absence of the Secretary, Industries and Production, and deferred the agenda item relating to the new Electric Vehicle Policy. During the meeting, Secretary Finance and Chairman SECP Saeed said that there is no mandatory provision regarding the corporate social responsibility in the world except in India. Furthermore, it would result in increasing the doing of business cost and may discourage companies. The committee was further informed that many companies do not perform CSR. The committee members objected to their reservations while saying that one percent increase companies cost of doing business, but what about the 19 percent mandatory sale tax. On the taxation side, the government has no objection, but when we talk about welfare for the poor, there are serious objections. Nafisa Shah said that some companies are paying even 1.5 percent CSR. The Committee adopted the report and deferred the discussion on the report for the next meeting of the Committee. The meeting was attended by Rana Iradat Sharif Khan, Syed Samiul Hassan Gilani, Ali Zahid, Dr Nafisa Shah, Mirza Ikhtiar Baig, Muhammad Jawed Hanif Khan, Arshad Abdullah Vohra, Muhammad Mobeen Arif, Usama Ahmed Mela, MNAs. The meeting was also attended by Bilal Azhar Kayani, the Minister of State for Finance, Syed Rafiullah and Aliya Kamran, MNAs/movers of the starred questions. The secretaries and officers from the Finance and Revenue Divisions were also present during the meeting. Copyright Business Recorder, 2025

Loyal Jill Biden aide's deposition date comes with no sign if he'll appear
A former top White House advisor to ex-first lady Jill Biden was subpoenaed to appear before the House Oversight Committee on Wednesday. Anthony Bernal, former assistant to the president and senior advisor to the first lady, was compelled for a July 16 closed-door deposition after missing a previously agreed-upon interview date late last month. House Oversight Committee Chair James Comer's subpoena letter to Bernal read: "The Committee seeks information about your assessment of and relationship with former President Biden to explore whether the time has come for Congress to revisit potential legislation to address the oversight of presidents' fitness to serve pursuant to its authority under Section 4 of the Twenty-Fifth Amendment or to propose changes to the Twenty-Fifth Amendment itself." While the deposition is moving forward Wednesday morning, it's not guaranteed Bernal will show up until he's seen in the corridors of the House office building where the meeting is taking place. Comer, R-Ky., is investigating allegations that Biden's former top White House aides covered up signs of his mental and physical decline while in office, and whether any executive actions were commissioned via autopen without the president's full knowledge. Biden allies have pushed back against those claims. "Original Sin," a book by CNN anchor Jake Tapper and Axios political correspondent Alex Thompson, positions Bernal as a fiercely protective aide who was dubbed the leader of the "loyalty police" by other former Biden staffers. His LinkedIn page lists him as currently working as Jill Biden's chief of staff in the Transition Office of Former President Joe Biden. Bernal was originally slated to appear last month for a voluntary transcribed interview, but he and his lawyers backtracked after the Trump administration announced it was waiving executive privilege rights for him and several other former White House staffers. If he appears, he will be the fourth ex-Biden aide to sit down with House GOP investigators. Longtime Biden advisor Ashley Williams appeared for a nearly six-hour transcribed interview on Friday, following a brief sit-down by former Biden physician Kevin O'Connor. O'Connor, like Bernal, appeared under subpoena. His closed-door deposition lasted less than 30 minutes, with the doctor invoking the Fifth Amendment on all questions outside his name. O'Connor's lawyers said he did so out of concern for doctor-patient confidentiality. Comer, however, accused him of covering for the octogenarian former president.

The revival of the Ceuta and Melilla Liberation Committee reaches the Spanish Parliament
Following the departure of Vox's local branch in Melilla, deputies and senators from the far-right party have taken over the matter, according to Iberian media. They are now urging Prime Minister Pedro Sanchez's government to clarify its capacity to respond to potential actions by a Moroccan NGO. To recall, adverse weather conditions on Saturday prevented the Committee for the Liberation of Ceuta and Melilla from carrying out an operation on Leila Island (known in Spain as Perejil). Vox parliamentarians are calling on the central government to present a detailed «report» on the situation in Ceuta and Melilla, citing what they describe as «annexation threats from Morocco». Both parliamentary groups argue that «relations with Morocco are at a historic low». Vox denounces what it calls the «unilateral» closure of customs in Ceuta and Melilla, and the Committee's alleged «intention to invade Perejil islet», framing these developments as «an economic blockade on one hand, and a sovereignty threat on the other». In response, the party is demanding that the government ensure the «protection of Spanish sovereign territories, including Perejil, Alhucemas, Vélez de la Gomera, Chafarinas, Ceuta, and Melilla». Meanwhile, the latest voter intention survey by the state-run Center for Sociological Research (CIS), published last week, places Vox in third place with 18.9% support, behind the PSOE at 27% and the People's Party at 26.5%.
