House open to publicize solons' trips abroad amid VP Sara's 'challenge'
'Puwede naman po siguro yan. Meron naman sigurong mekanismo ang House para dyan,' House spokesperson Atty. Princess Abante told GMA Integrated News' Unang Balita in an interview.

Duterte made the challenge to the lawmakers on Tuesday as she responded to House Deputy Minority Leader Antonio Tinio of ACT Teachers questioning her constant travels in light of the vice president's proposed budget of P903 million for 2026.
'Ilabas din siguro nila yung travels ng mga members of the House of Representatives bago sila magtuturo ng mga tao na constant travel. And sa totoo lang, hindi naman ako nag-travel dahil gusto ko mag-travel,' Duterte said.
(They should release the travel of the members of the House of Representatives before pointing out others. In truth, I travel not because I want to.)
'Lumalabas ako ng bansa dahil frustrated na ang Filipino communities abroad sa nangyayari dito sa ating bayan. At pangalawa, bumibisita ako sa tatay ko na nakakulong,' she added.

Focus on work
Abante, however, said that House lawmakers currently are focused on their work.
'Pero sa ngayon, tututok muna kami sa trabaho. Madami pong kailangan tugunan. Hindi na para patulan ang mga patutsada. Itututok na lang po ng House of Representatives sa trabaho,' she added.
(But for now, we will focus on work. There are many things that need to be addressed. We can no longer address the negative remarks. The House of Representatives will just focus on work.)
Abante noted that the House is expected to be busy in the next few days.
'Sa ngayon, tututok muna kami sa trabaho. Madami pong kailangan tugunan. Ngayon pong araw na ito, ang alam ko, magkakaroon na po ng turnover noong budget mula sa Department of Budget and Management papunta po sa House,' Abante said.

Marcos admin proposes P10.77-B confi, intel funds for 2026; none for OVP
The Marcos administration is proposing over P10 billion in confidential and intelligence funds (CIF) under the Fiscal Year 2026 P6.793-trillion National Expenditure Program (NEP). 'For the 2026 NEP, the total for confidential and intelligence funds is P10.77 billion,' Budget Secretary Amenah Pangandaman said at a press conference following the turnover of the proposed national budget to the House of Representatives on Wednesday. The proposed CIF next year is lower than the P12.1 billion allocated under the 2025 General Appropriations Act. 'Ito po ay bumababa from the GAA ng P1.35 billion or 11.18%,' the Budget chief said. Broken down, confidential funds stand at P4.386 billion while intelligence funds amount to P6.398 billion. Confidential funds refer to allocations in the national budget, as its name suggests, for confidential expenses involving surveillance activities in civilian government agencies Likewise, intelligence funds are meant for expenses related to intelligence activities or information gathering activities of the military, uniformed personnel, and other intelligence agencies tasked with ensuring national security. Pangandaman said the Office of the President will get the highest CIF allocation at P4.5 billion, followed by the Department of National Defense with P1.848 billion. The entire proposed OP budget for 2026 stands at P27.362 billion, higher than the P15.9 billion under this year's national budget. 'Then other executive offices including the Anti-Money Laundering Council, Games and Amusement Board, NICA (National Intelligence Coordinating Agency), National Security Council, Office of the Presidential Adviser on Peace Reconciliation and Unity, Philippine Drug Enforcement Agency— will get P2.292 billion,' she said. Of the above-mentioned agencies, the Budget chief said the NICA will receive the bulk of the allocation at P1.471 billion. Other offices such the Commission on Audit and the Office of the Ombudsman were also allocated with CIF at P10 million and P51 million, respectively. Meanwhile, the Office of the Vice President (OVP), for the second straight year, did not get a CIF allocation under the 2026 NEP. The OVP earlier said it did not request CIF for next year. Last year, the House decided to reduce the budget of the OVP from the originally proposed P2 billion to P733 million amid Duterte's refusal to answer lawmakers' questions on OVP budget use, including confidential funds. Under the 2026 NEP, the proposed budget for the OVP was set at P902.895 million. 'On our side, on the part of the House, we'll assess it [CIF] based on… general provisions there are certain agencies and offices that are allowed to have confidential and intelligence funds based on necessity primarily those engaged in national security and those that have police and enforcement powers,' said House Appropriation Committee chairperson Nueva Ecija 1st District Rep. Flood control deals proposed to get P274.9 billion in 2026
'For the flood control projects, what we have for the 2026 National Expenditure Program… the total is P274.926 billion,' Budget Secretary Amenah Pangandaman said at a press conference following the turnover of the 2026 NEP to the House of Representatives on Wednesday. The budget allocation for addressing the perennial flooding problem in the country has been trimmed in the proposed P6.793-trillion national budget for 2026 amid President Ferdinand 'Bongbong' Marcos Jr.'s scrutiny of flood control projects. 'For the flood control projects, what we have for the 2026 National Expenditure Program… the total is P274.926 billion,' Budget Secretary Amenah Pangandaman said at a press conference following the turnover of the 2026 NEP to the House of Representatives on Wednesday. The amount was divided between the Department of Public Works (DPWH, which will receive the bulk of the allocation at P272.333 billion, and the Metro Manila Development Authority (MMDA) with P2.593 billion. The proposed P274.9-billion allocation for flood control projects was lower compared with the about P350-billion earmarked in the 2025 General Appropriations Act (GAA). Pangandaman said the approved amount for flood control projects was proposed by the two agencies. The Budget chief further added that the flood control projects proposed by the DPWH and MMA had "proper planning and corresponding FS (feasibility studies) and studies." Pangandaman said the flood control projects may be expected to be completed and put up in the proper places. Marcos flagged a total of 6,021 projects amounting to more than P350 billion that did "not specify the exact type of flood control structures built, repaired, or rehabilitated.' 4Ps get P129.9 billion in proposed 2026 budget; AKAP, zero
Speaker Martin Romualdez receives a copy of the National Expenditure Program for 2026 from Budget Secretary Amenah Pangandaman at the House of Representatives. The Pantawid Pamilyang Pilipino Program (4Ps), the government's flagship conditional cash transfer program for the poorest of the poor, has been allocated almost P113 billion under the P6.793-trillion National Expenditure Program for 2026, President Ferdinand "Bongbong" Marcos, Jr. said. The Ayuda para sa Kapos ang Kita Program (AKAP), the assistance program for minimum-wage earners that stirred some controversy over its P26-billion allocation in the 2025 General Appropriations Act, has been left out of the NEP for 2026, Budget Secretary Amenah Pangandaman said. According to Marcos' budget message, the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) Program has been allocated P11 billion, while the Department of Labor and Employment's Integrated Livelihood Program has been proposed to receive P2.2 billion. Marcos said the allocation for 4Ps would provide various financial and social assistance that would improve the quality of life of 4,400,000 marginalized household beneficiaries. The said amount shall cover cash grants, rice subsidy, Enhanced Support Services Intervention (ESSI) grants, and cash grants for the first 1,000-day health monitoring during pregnancy until the child has turned two years old. The beneficiaries who comply with program conditions shall continue to receive educational and health grants, including the ESSI grants, as well as other social protection programs, such as, but not limited to, livelihood assistance and health services through PhilHealth. TUPAD is meant to provide emergency short-term employment for workers affected by economic displacement, disasters, and seasonality. The DILP, on the other hand, is seen to provide start-up capital, training, and equipment to individuals and groups who would like to establish microenterprises. The Department of Social Welfare and Development defines AKAP as a financial assistance program designed for minimum-wage and low-income earners. The program provides various forms of aid, including food, medical, funeral, cash relief, and rice assistance. 'Wala po 'yung AKAP sa budget ng DSWD,' Pangandaman said at a press briefing following the turnover of next year's proposed NEP to the House of Representatives. 'May natitira pa pong pondo from 2025, and like I mentioned a while ago, we received a total of P10 trillion proposal from agencies and given our limited fiscal space hindi muna natin siya sinama,' Pangandaman said.
