Bhagwant Mann accuses centre of 'bias', advocates more water share for Punjab
Punjab Chief Minister Bhagwant Mann on Friday accused the Centre of giving "step-motherly" treatment to Punjab and said such type of discriminatory treatment is unwarranted.Participating in the meeting of 10th Governing Council of the Niti Aayog here, the chief minister raised the issues concerning the state while reiterating that Punjab has no surplus water for any state.Amid the ongoing row over the sharing of water issue, the chief minister asserted that in wake of grim situation of water in the state a Yamuna-Sutlej-Link (YSL) canal should be considered for construction instead of the Satluj Yamuna Link (SYL) canal.advertisement
Mann said that Ravi, Beas, and Sutlej rivers are already in deficit and water should be diverted from surplus to deficit basins.He said that Punjab has repeatedly requested to be included in negotiations for the allocation of Yamuna waters as a pact for Yamuna-Sutlej-Link Project was signed between the erstwhile Punjab and Uttar Pradesh on March 12, 1954, which entitled the erstwhile Punjab to two-thirds of the Yamuna waters.The chief minister said that this agreement did not specify any particular area to be irrigated by Yamuna waters, adding that before the re-organization, the Yamuna River, like the Ravi and Beas, flowed through the erstwhile state of Punjab.However, while apportioning the river waters between Punjab and Haryana, the Yamuna waters were not considered, whereas the waters of Ravi and Beas were duly taken into account, he lamented.advertisementCiting 1972 report by the Irrigation Commission, constituted by the Government of India, Mann said that it states that Punjab (post-1966, after its reorganisation) falls within the Yamuna River Basin.The chief minister said that if Haryana has a claim over the waters of Ravi and Beas rivers, Punjab should also have an equal claim on the Yamuna waters. He said that these requests have been ignored, adding that due to non-construction of storage structure on Yamuna River, water is going to waste.Bhagwant Mann pleaded that Punjab's claim should be considered during the revision of this agreement, and Punjab should be given its due rights to Yamuna waters.Raising the issue of "bias approach" of Bhakra Beas Management Board (BBMB), the chief minister said that the Board was constituted under the provisions of the Punjab Reorganization Act, 1966, with the mandate to regulate the supply of water and power from the Bhakra, Nangal and Beas projects to the partner states of Punjab, Haryana, Rajasthan, Himachal Pradesh, Delhi and Chandigarh.He said that in the past Punjab has been very liberal in sharing water with the partner states to meet their drinking water and other genuine requirements as Punjab was relying upon its groundwater reserves to meet its demand of water, particularly for the paddy crop.advertisementMann said that as a result, the groundwater level has depleted to a huge extent, so much so that 115 blocks out of 153 blocks of the state (76.10 per cent) are over-exploited, adding that this percentage is the highest amongst all the States in the country.Noting that Punjab itself is running short of its water requirement and even its water share in the river waters is not sufficient to meet these requirements, he said despite our repeated request BBMB did not take any action to advise the other partner states to regulate the release of water to Haryana, and as a result, it exhausted its share by March 30, 2025.Mann said that considering the request of the Government of Haryana on humanitarian grounds, the state decided to release 4,000 cusecs of water out of Punjab's share to meet its drinking water requirement, though Haryana has only a genuine demand of 1,700 cusecs of water.The chief minister claimed that BBMB ignored the interest of Punjab and decided to release 8,500 cusecs of water to Haryana despite serious objections raised by Punjab.He said that this is against the spirit and provisions of the law as BBMB has taken this decision of taking Punjab's water against the consent of Punjab, adding that BBMB should be advised to restrain itself and act as per the provisions of law.advertisementHighlighting the issue of deployment of CISF personnel at Bhakra Nangal Dam, the chief minister said the security of Bhakra and Nangal Dams has been the sole responsibility of the concerned states since their construction.He said that the Ministry of Power (MoP) has taken the decision to depute CISF for the security of Bhakra Nangal Dams, which is an unnecessary and completely avoidable step as there is no need to disturb a well-established operational setup as it further degrades the right of Punjab with respect to these dams. 17 years on, another bid to set the ball rolling for Jalandhar's sports hub
The Aam Aadmi Party (AAP) government is making yet another effort to revive the long-awaited sports hub at Jalandhar's Burlton Park, with chief minister Bhagwant Mann and AAP supremo Arvind Kejriwal set to lay the foundation stone of the project on June 11. The project, which has remained in limbo for 17 long years, is now estimated to cost ₹77.77-crore. Facilities for outdoor & indoor games The sports hub, which is to come up on 60 acres, will include outdoor sports facilities such as cricket stadium, astroturf hockey ground and seven-side football ground (natural grass), each with separate pavilion areas. It will also have indoor sports facilities for multiple disciplines including yoga, skating, cycling and jogging. In limbo since 2008 The project was first floated by the Shiromani Akali Dal-Bharatiya Janata Party combine in 2008. In 2016, the Union ministry of housing and urban affairs announced that Jalandhar will be developed as a Smart City, with the sports hub set to be one of the key projects. In 2022, just before the state assembly elections, the then Congress government had awarded the project's tender to a Chandigarh-based firm, with a completion deadline of 12 months, but it only managed to construct the boundary wall. A sum of ₹1.13-crore was also released to the company after which the MC terminated the tender. Jalandhar mayor Vaneet Dhir said the municipal corporation has re-allotted the tenders to the same company, which was assigned the project earlier. 'The project had been hanging fire due to lack of political and administrative will because of which contractors were also reluctant to work on it. In the last four months, multiple meetings were held with contractors, who were ensured that all the required logistics will be provided for the completion of the project,' said Dhir. Former AAP MP Sushil Kumar Rinku, who is presently with the BJP, said it appears to be a 'gimmick' to score brownie points. 'Both Mann and Kejriwal had promised the revive the project while campaigning for me during the 2023 Jalandhar bypoll. Exactly two years on, they are doing a formality of initiating the project,' said Rinku. He also questioned why the tender was awarded to the same company, 'which had left the project mid-way'.

Akalis reduced SGPC to ‘golak' committee: Bhagwant Mann
Punjab chief minister Bhagwant Mann on Sunday accused Akali leaders of reducing the Shiromani Gurdwara Parbandhak Committee (SGPC) to a 'Shiromani Golak Parbandhak Committee,' driven by greed for money. Speaking at a public gathering, Mann alleged that the Badal family misused their political power to interfere in religious affairs, including manipulating the appointment of jathedars of the Akal Takht to serve their personal interests. 'Driven by financial motives, the Akalis have degraded the sanctity of the SGPC and misused both it and the Akal Takht for narrow political gains,' he said. Mann further accused the Akalis of twisting the directives of the Akal Takht to deceive the public and advance their own agenda. 'The Akalis looted not only the state exchequer but also funds belonging to religious institutions. Their tenure was marked by political and religious exploitation, causing significant harm to Punjab,' he added. Mann claimed the Akali leadership neglected the poor while enabling the powerful to loot the state with impunity, exploiting the weaker sections of society. 'The people of Punjab will never forgive the Akalis for the crimes committed against the state and its residents,' Mann warned. He also criticised traditional political parties for being insensitive to the welfare of economically weaker and underprivileged communities, accusing them of treating Scheduled Castes merely as vote bank. 'As rulers, the Akalis remained indifferent to the problems of the common man and treated the SC community as vote banks,' Mann said. He further alleged that Akali leaders amassed enormous wealth by misusing their official positions and remained inaccessible to the public, which ultimately led to their downfall. CM has insulted Sikh community: SGPC chief Reacting sharply to Mann's comment, SGPC chief Harjinder Singh Dhami said 'it is an insult to the Sikh community and its premier religious body'. Dhami said the CM's remark was not only baseless and offensive to Sikh sentiments, but also displayed 'intellectual bankruptcy' and 'political arrogance.' He termed the statement a 'blatant insult to the highest religious institution of the Sikh Panth.' 'Such irresponsible comments reflect a shallow understanding of Sikh institutions and history,' Dhami said, warning that targeting the SGPC for political purposes could have far-reaching consequences.

Govt committed to restoring dignity of Dalits, delivering justice to them: Punjab CM Bhagwant Mann
Chief minister Bhagwant Mann said the loan waiver worth ₹67.84 crore to Scheduled Caste (SC) and 'divyangjan' (persons with disabilities) borrowers under the Punjab Scheduled Castes Land Development and Finance Corporation (PSCFC) has benefited 4,800 families. Speaking at a ceremony to distribute loan waiver certificates in Amritsar, Mann highlighted that this is the first time in Punjab's history that such extensive financial relief has been provided to the state's underprivileged sections. He pointed out that earlier, loan waivers largely favored affluent groups, while the poor were neglected. 'The state government is dedicated to empowering the common man and ensuring that every penny of the state exchequer is spent on public welfare,' Mann said. He also stressed the importance of education, calling it key to the progress and dignity of marginalised communities. On June 3, the Punjab cabinet gave its nod to waive loans amounting to ₹6767.84 crore taken by over 4,000 Dalit families from the PSCFC. The waiver scheme covers all PSCFC loans disbursed until March 31, 2020, including principal, interest, and penal interest calculated up to April 30, 2025. Approximately 4,727 loanees — both defaulters and regular borrowers — will be covered under the scheme. Beneficiaries will receive 'no dues certificates' confirming full settlement of their dues, and the government assured no recovery action will be taken in the future, he added. According to the 2011 Census, Scheduled Castes constitute 31.94% of Punjab's total population and many members of this community have availed loans from the PSCFC to set up self-employment ventures aimed at economic upliftment. Mann underscored the scheme's goal to restore dignity and improve the socio-economic status of the SC and Divyangjan communities. He also criticised previous governments for treating marginalised groups as mere vote banks without addressing their genuine needs. Mann said some borrowers were unable to repay their loans due to circumstances beyond their control, leading to defaults. These families could not repay their loans due to circumstances such as demise of the main earning member, prolonged illness, or having no other source of income, etc. Recovering these loans from such people was unjust, so the state government has decided to waive them, the CM said. Cabinet ministers Harpal Singh Cheema, Dr Baljit Kaur, Harbhajan Singh ETO, Lal Chand Kataruchak, Kuldeep Singh Dhaliwal and others were also present on the occasion.
