AI and Critical Infrastructure Policy secures America's Economic Edge

Forbes15-05-2025
The world stands on the precipice of a technological and economic revolution built on the power of artificial intelligence. Rapid advancements in machine learning over the past few years have opened up new avenues for innovation and growth. Already, AI technologies are driving incredible discoveries and advancements in fields like medicine, computer science and manufacturing, and they show no sign of slowing down anytime soon.
A technology with this much transformative potential will shift the geopolitical balance of power in favor of the countries that move quickest to adopt it. That potential shift has significant implications for U.S. economic security and global competitiveness. Many countries, including major powers like China and India, as well as emerging economies around the world, are investing big in AI and AI infrastructure, and America's position as an innovation leader depends on our strategic response.
That response demands substantial investment in the critical infrastructure, especially data centers and the associated resources, that powers today's modern technologies.
The technology industry continues to deliver more efficient products and services in support of artificial intelligence, but those applications and solutions need significant resources and infrastructure to achieve their full potential. They require access to significant computational power, alongside comprehensive data storage, and consistent, robust sources of energy. While efforts to build up the United States' AI infrastructure are already underway, a significant infrastructure gap, coupled with a fragile supply chain, still threatens its long-term competitive position.
In the U.S., bridging this divide presents some formidable challenges. Encouraging infrastructure growth is a delicate and complicated process, requiring buy-in and cooperation from many actors in both the private and public spheres. To build even a single data center, a developer must consider physical location, access to sufficient energy and water, zoning provisions, and regulatory compliance on multiple governmental levels. Each of those considerations is addressed uniquely every time a data center is built, making large-scale solutions exponentially more difficult.
The growth of the U.S. economy hinges on the pivotal role U.S. lawmakers play as facilitators. Industry leaders possess the technical expertise and market insights that legislators often lack when drafting complex regulatory frameworks. These corporate stakeholders have firsthand experience with innovation obstacles, implementation challenges, and competitive realities that can make or break policy effectiveness. By bringing this specialized knowledge to the table, industry experts can help lawmakers craft regulations that address legitimate concerns while preserving the flexibility and incentives necessary for continued economic advancement.
Through ongoing engagement with policymakers, the tech industry has worked to develop this essential partnership, such as in this recent response to an official Request for Information from the Department of Energy. The Department of Energy's approach of working with industry to identify how federal facilities can be used to accelerate the construction of AI Infrastructure exemplifies the cross-sector collaboration necessary to take U.S. AI infrastructure to the next level.
In addition to knowledge sharing between industry and government, the path forward for U.S. AI leadership will require a multi-pronged approach to address the following:
The stakes could not be higher. Nations that successfully build robust AI infrastructure will enjoy outsized economic advantages, enhanced security capabilities, and global influence into the foreseeable future. Only through thoughtful policy, strategic investment, and unprecedented collaboration between government, industry, and communities, will the United States maintain its technological leadership while ensuring the benefits of AI reach all Americans.
The AI revolution is not merely technological but fundamentally social and economic in nature. By building the physical and human infrastructure needed to harness AI's potential, the United States can usher in a new era of prosperity and innovation — one that reinforces America's leadership while addressing our most pressing challenges. The future belongs to those who prepare for it today.

Grant Demaree wants to make military staff "superhuman"

Speed matters. Just ask Grant Demaree, the chief executive at Onebrief. "We succeed by making military staffs superhuman — faster, smart and more efficient," he told Axios in an interview. "Staffs with Onebrief can get their work done a bit over three times as fast as those without," he said. "I think we can enable over 100 times in the coming years." Why he matters: Demaree is a former U.S. Army officer. Plus, his company's military workflow-and-planning software is used around the world. Q: When you hear "future of defense," what comes to mind? A: Decentralized execution — lots of autonomy for each echelon, combatant command down to small unit — has worked well for a long time. I think this will keep working for two to four more years. Q: When will wars be waged solely by robots? A: Can be? 2036. Will be? Maybe never. Drones are improving rapidly across air, ground, surface and subsurface. It's easy to imagine a war by 2029 where most shooting is done by drones. I think military headquarters will be mostly automated by 2029 as well. As will a lot of cyber warfare. The hard part is executing functions that still need hands, like sustainment or manning legacy naval vessels. Humanoid robots unlock that. I expect a balance of power in 2036 so lopsided there's not much incentive for large-scale war. I'm more interested in the limited autonomy that dominates the much more dangerous late 2020s. Q: What region of the world should we be watching? Why? A: Asia-Pacific. The China hawks in Congress have it right. The last 75 years have been the best in the history of the world, because the U.S. was a mostly benign hegemon. A multipolar or China-dominated world won't be so nice. It's not just that our biggest threat is in the region. Our interests are there, too: semiconductor production in Taiwan and the bulk of global trade. Most senior officials believe the Pacific is the priority, but they only weight the Pacific about 30% above other theaters. They should weight it 10 times the others and be willing to sacrifice readiness elsewhere to achieve deterrence where it matters most. Q: What time do you wake up? What's the morning routine look like? A: I wake up around 5am. I'm very energized in the morning. I go to bed at 9pm and don't perform so well at night. Workout first. Then a bit of quiet, focused work. Q: What are you currently reading, or what's a book you'd recommend? A: Jen Pahlka, who blogs at Eating Policy, has the best mental model I've seen for understanding government customers. Culture eats policy. Civil service culture decides how policy gets implemented. Culture is who gets hired plus what incentives they face.

SoundHound AI: SOUN Stock To $2?

SoundHound AI (NASDAQ: SOUN), a voice AI platform that helps businesses deliver conversational AI experiences, has certainly attracted investor interest with its AI-led growth narrative. However, the stock's history of sharp swings and recent market setup point to meaningful downside risk. The recent 10% drop on August 19, as investors took profits across growth names, underscores SOUN's sensitivity to shifts in market sentiment. Now, if you prefer upside potential with less volatility than owning a single stock, consider the High Quality Portfolio, which has comfortably outperformed its benchmark—a combination of the S&P 500, Russell, and S&P midcap index—and has delivered returns exceeding 91% since inception. Also see – GE Stock To $500? Extreme Historical Volatility SoundHound's history shows a pattern of severe drawdowns during periods of market stress. Prior episodes offer a sober reference point for investors: This volatility reflects SOUN's profile as a high-beta growth name. With a beta near 3, SoundHound tends to move more than three times the broader market in both directions. See – Buy or Fear SOUN Stock? Fundamental Concerns Mounting Several fundamental pressures could deepen the downside: Market Structure Risks Structural dynamics could accelerate downside moves: Recession Scenario Impact A broader downturn could pressure key customer segments: The Path to $2 A 90% slide from recent peaks of about $20 implies a price near $2 per share. While extreme, similar moves have occurred. A deep recession could spark widespread de-risking, hitting high-beta growth stocks hardest. Earnings disappointments—missing revenue targets or pushing out profitability—can quickly erode confidence and prompt institutional selling. Heightened competition from large tech companies could also threaten SoundHound's positioning and growth outlook. If sentiment shifts away from AI and growth toward defensive sectors, SOUN's high-volatility profile leaves it exposed. Finally, in a liquidity crunch, institutions often sell their most volatile holdings first—stocks like SOUN can bear the brunt. The Verdict SoundHound AI operates in an attractive market, but its shares carry exceptional downside risk. The mix of extreme volatility, unproven profitability, and sentiment sensitivity creates conditions for severe drawdowns. History shows SOUN can fall 90% during market stress—a pattern that could recur if economic or sector headwinds build. This analysis zeroes in on downside risk and complements our separate assessment of upside drivers. For investors, position sizing and risk controls are essential with such high-volatility profiles. We apply a risk framework when constructing the Trefis High Quality (HQ) Portfolio, which, with a collection of 30 stocks, has a track record of comfortably outperforming the S&P 500 over the last 4-year period. Why is that? As a group, HQ Portfolio stocks have delivered better returns with less risk versus the benchmark—less of a roller-coaster ride—as shown in HQ Portfolio performance metrics.
