What's new in the Premier League? Eight-second rule, Ref Cam and much more TV games

Irish Examiner3 days ago
The Premier League returns this weekend, with new teams, players and managers gracing the division ahead of another year of unpredictable footballing action.
The 2025–26 season will run from August 15, 2025 to May 24, 2026, with 33 weekend rounds and five midweek programmes. No fixtures will take place on December 26 to help reduce festive congestion, and the final round sees simultaneous kick-offs, all of which will be broadcast live. After 25 years as the Premier League's official match ball supplier, Nike have been replaced by Puma in a multi-year agreement.
However, these are not the only things that have changed heading into the new campaign, with a host of rules of governance and television changes being introduced as the goalposts get moved once again.
Eight-second rule and referee signals
In a bid to clamp down on time wasting, a new eight-second count for goalkeepers has been introduced, as opposed to the previous six seconds.
It begins when the goalkeeper has full control of the ball and is not being challenged by an opposing player, with the referee then visibly counting down the final five seconds, ensuring the goalkeeper can see the countdown.
PGMOL head Howard Webb said: "It's to get the ball back into play more quickly. It's meant to be preventative, not punitive. Like in other sports – if you play tennis at Wimbledon, you have to serve within a certain number of seconds."
If the eight seconds are exceeded, the opposing team is awarded a corner kick. A second offence will incur a warning, and a third warning will result in a booking as well as a corner.
Captains only speaking to referees
After successful trials across Europe, the Premier League have chosen to restrict interactions with the referee to the team captain, with this designed to improve match management and promote respectful dialogue. Players who approach the referee without permission and show disrespectful behaviour will be cautioned.
Penalty tweak
Should the penalty taker accidentally touch the ball twice and score a goal, then the spot-kick will be retaken. This follows uproar after Atletico's Julian Alvarez marginal double touch in last season's Champions League. That penalty would now be retaken. In the event of a double touch whereby the ball does not go into the goal, then this will continue to result in an indirect free kick against the taker.
Other rules
If a team official or off-field player accidentally touches the ball while it is still in play but when it is clearly leaving the field of play, this will be penalised with an indirect free kick with no cards or further punishment. If play is stopped in the penalty area, it restarts with a dropped ball to the defending goalkeeper.
If the ball is outside the penalty area, the referee drops it for the player of the team that has or would have gained possession. All dropped balls occur at the position where play was stopped.
This will be the first full season using semi-automated offside technology, which was introduced late in the 2024–25 season. With the use of tracking cameras, it automates offside detection, which will speed up decision-making. Referees will also announce VAR decisions to in-stadium audiences after trials during the Carabao Cup last season.
Ref Cam technology
This will be trialled on the opening weekend of the season, with a camera attached to the right ear of the referee along with a microphone and transmitter, which will send a video feed to broadcasters. The Premier League plan to show the Ref Cam footage on stadium screens, after successful trials during the Premier League Summer Series.
More access for broadcasters
As part of the new four-year domestic TV deal, broadcasters Sky Sports and TNT Sports will be showing 270 Premier League matches live. They will also get even more access with the introduction of touchline interviews during matches and dressing room access.
Players substituted will be allowed to cool down before being interviewed on the sideline during a game. Dressing room access will be restricted and never allowed during team talks. Sky have upped their game with the introduction of 'Multiview', where fans can now watch up to four games at once.
As a result of the record number of nine teams playing in Europe, the Premier League has warned of "an increased likelihood of fixtures moving at relatively short notice" if teams reach the knockout stages. Any matches rescheduled due to European competition will be shown on Sky Sports at 2pm on a Sunday.

Man Utd told to make transfer move for ‘giant' after Arsenal defeat as Rooney and Neville pinpoint major weakness

MANCHESTER UNITED legends Gary Neville and Wayne Rooney have fired a warning to the club after their opening-day defeat. Both legends didn't hold back after Altay Bayindir's howler gifted Arsenal a 1-0 win at Old Trafford on Sunday. 7 Altay Bayindir was largely impressive but his error led to the Arsenal goal Credit: Shutterstock Editorial 7 Onana has not impressed since joining the club two seasons ago from Inter Milan Credit: Getty 7 Italian Gianluigi Donnarumma has been frozen out at PSG and would want a Prem move Credit: Getty 7 Villa shot stopper Martinez has also been strongly linked to United Credit: Getty The Turkish shot-stopper, surprisingly picked ahead of under-fire No. 1 Andre Onana, completely fluffed Declan Rice's corner, allowing Riccardo Calafiori to nod in from point-blank range. It was a tough pill to swallow after a much-improved display from Ruben Amorim's side against the Gunners. Amorim tried to defend his stopper, insisting he was fouled when Arsenal stars attempted to block him in as the corner was taken. But Neville and Rooney were far from impressed with Bayindir's role in the goal - and told United to must act before the transfer window shuts. Neville named Emiliano Martinez and Gianluigi Donnarumma as the two shot-stoppers who could finally bring some authority to United's six-yard box. Martinez – the World Cup winner and Villa's no-nonsense No. 1 – was linked to Old Trafford earlier this summer, with a £40million price tag slapped on him by Villa Park chiefs. Meanwhile, Donnarumma – frozen out at PSG by Luis Enrique – is desperate for a new home and is keen on a Premier League switch. Speaking on his Sky Sports podcast, Neville fumed:'There's a glaring issue for Manchester United that can't be ignored. They need to find a goalkeeper. They have to.' BEST ONLINE CASINOS - TOP SITES IN THE UK Neville says the revolving door of keepers since Peter Schmeichel and Edwin van der Sar has made United look like a circus at the back. He added:'I'm absolutely unequivocal on that. I had an experience at United for 20 years, where we had big spells with [Peter] Schmeichel and [Edwin] van der Sar, and in between, we had seven or eight other goalkeepers. He's taking lessons from Mikel Arteta' joke fans as Ruben Amorim makes VERY bold claim after Man Utd's loss to Arsenal What did we learn about Man Utd in Arsenal defeat? MANCHESTER UNITED have splashed the cash this summer but that couldn't prevent an opening day home loss to Arsenal. Here are SunSport Manchester United reporter Martin Blackburn's key takeaways from the narrow 1-0 defeat vs the Gunners. No 1 ISSUE UNITED have been linked with Gianluigi Donnarumma and David de Gea in recent weeks, and surely they will sign a keeper before the window shuts. Ruben Amorim has faith in Andre Onana — even if a lot of the fans do not — but he did not consider him ready to start here. The Cameroonian has missed the whole of pre-season with a hamstring injury. So Altay Bayindir, who has played throughout the build-up to the season, got the nod — and ended up costing his team the game. He should have been stronger under pressure from William Saliba and flapped a corner on to the head of Riccardo Calafiori. Bayindir has had problems with set-pieces before. Amorim and sporting director Jason Wilcox have two weeks to come up with a solution before the end of the transfer window. NO GOALS — AGAIN UNITED mustered just 44 goals in the Prem last season — and here they were starting with a blank again. The Red Devils have spent £200million sprucing up their forward line this summer, and there were encouraging signs from Bryan Mbeumo and Matheus Cunha. But new £74m centre-forward Benjamin Sesko stayed on the bench until the 65th minute. On a couple of occasions before then there were crosses into the box but nobody there to put them away. Amorim said on Friday he believes Sesko can be United's No 9 for many years to come — and that is why they spent so heavily on him. So it seemed a strange call to leave him on the bench for so long. Clearly the fans agreed as he was given a huge ovation when he arrived. A couple of late half-chances went begging but the Slovenian did enough to show he will be a threat. MIDFIELD STILL AN ISSUE UNITED have abandoned their bid to land Carlos Baleba at least until next summer because of Brighton's asking price. There is an interest in Sporting's Morten Hjulmand, while United are one of several clubs who admire Adam Wharton of Crystal Palace. But there is a chance they will not sign another outfield player, and fans will be worried about the options in midfield. Casemiro was excellent in Europe last season but did not have the same impact in Prem matches, while we are still waiting to see the best of Manuel Ugarte. United are going to be more exciting to watch this season — that is clear already — but will they still have a soft centre? "It's really unsettling when you don't have a really dominant No. 1. You need someone to own their six-yard box, to make a lot of saves, to come and punch everything, and save you points when your defenders make mistakes. "That needs to be sorted, either with a permanent signing or a loan. The two that you look at that have been mentioned in the last few weeks are Martinez and Donnarumma. "The reason I say those two would be good for United is not necessarily because they're the two best goalkeepers in Europe, but they've got big personalities and characters. It's really unsettling when you don't have a really dominant No. 1. Gary Neville "You've seen Donnarumma in a Euros final saving those penalties – he looked like a giant, and you've seen him play for PSG in huge games under pressure. "We've seen Martinez play in World Cup finals. They've played under extreme pressure, and they can handle it. "Man United need that, I think they need to sort the goalkeeper out because they will keep conceding goals and points, and it undermines what you're doing. "I've said it for years, you need personality, character, and stability in that position. I think United need to deal with it in the next couple of weeks.' Rooney, speaking on his own podcast, echoed the need to bring in Donnarumma. 7 Sunsport has been told United have had a look at former keeper De Gea this summer Credit: Getty 7 Both Rooney and Neville agree on the goalkeeping situation at the club Credit: Getty 7 He said: 'He (Donnarumma) is only 26, and he's one of the best goalkeepers in the world. "I go back to when we had Roy Carroll and Tim Howard in goal and I don't think there was 100% trust in them from the defenders. "Van der Sar comes in and calms everything down and the defenders trust him a bit more. "Onana has come in and he's a fantastic goalkeeper but he certainly didn't fill us with confidence last season. "Donnarumma is one of the best goalkeepers in the world and it would be crazy if Man United don't go for him.' The goalkeeping issue is expected to dominate the headlines ahead of United's visit to Fulham this weekend, with The Sun exclusively told that the club is looking at bringing David de Gea back to the club. The Red Devils have been tipped off that the Spaniard, 34, has a clause in his deal at Fiorentina – allowing him to leave for a relatively small sum.

Roy Keane makes his Liverpool feelings clear with comments

Roy Keane has suggested that Liverpool could have an advantage over Arsenal in the Premier League title race if they secure a new defender. Both the Gunners and the Reds kicked off their campaigns with victories, with Arsenal scraping a 1-0 win against Manchester United. The ex-Red Devils midfielder scrutinised the performance of the North London club as they eked out a slim victory at Old Trafford. Mikel Arteta's team now face the challenge of dethroning Liverpool and ending their own long wait to top English football. To achieve this, the Spanish manager's squad will need to best teams like Liverpool and Manchester City, who started the season with a resounding 4-0 win against Wolves. Many consider the Reds as the favourites to hold onto their title. The two clubs will clash in the final match before the international break, with the Gunners heading to Anfield hoping to strike an early blow in the title race. However, Keane believes that Arsenal will need to adjust their mindset, pointing out a potential weakness that could come back to bite them as it did last season, reports the Liverpool Echo. In his forecast, he tipped Arsenal for the league title, with Liverpool coming second and Manchester City third. The 54-year-old drew parallels with Arne Slot's team and how they finish off a game, after Arsenal ended up drawing 14 matches last season. However, he maintained that Arsenal are his choice for the Premier League title, unless Liverpool bring in a new defender. Keane started off by questioning Arsenal's strategy, saying: "You wonder why Arsenal are coming up short because they're happy to sit in at 1-0, is that the reason you drew so many last year?". He then compared them to City and Liverpool, stating: "You see City and Liverpool, they say, 'can we get a second or third'. "Even on a bad day for Liverpool, you still think they're going to score two or three goals, that's the challenge for Arsenal." On the topic of the title race, he added: "I never usually bet against Pep, maybe defensively, but I have that gut feeling - Arsenal might do it this year. "But I just feel with Liverpool, if Liverpool get a centre-half in I'll change my mind. "They've got that goal threat constantly but in terms of winning the league title, Arsenal [are] very good and if the attacking players turn up they'll have a hell of a chance."

Amorim defends Bayindir after Man United goalkeeper blunder boosts Arsenal

MANCHESTER UNITED MANAGER Ruben Amorim defended goalkeeper Altay Bayindir after his blunder proved decisive in a 1-0 home defeat by Arsenal in their Premier League opener. Bayindir flapped at a 13th-minute corner under pressure from William Saliba, allowing Riccardo Calafiori to nod in at the far post. United were otherwise the better team as new signings Matheus Cunha and Bryan Mbeumo revitalised their attack, but they could not find a way to beat David Raya despite registering 22 shots on goal. That put the focus even more sharply on Bayindir, who started in place of the injured Andre Onana. 'You're allowed to do a lot of things in the corner, we need to do the same,' Amorim said when asked if he was disappointed with the goal. 'When you touch that way the goalkeeper he needs to use his hands to catch the ball, not push players, or he chooses to push players and let the ball past. 'It is the rules, it is allowed and we need to do the same thing. No (I'm not saying he should have acted differently), I am saying you choose to push a player or to get the ball. He chose to get the ball, but he's getting pushed so he cannot defend it. 'That is my feeling when I see the play but again, we need to do the same thing.' Advertisement Last season Bayindir conceded directly from a Son Heung-min corner in a 4-3 Carabao Cup defeat at Tottenham, but Amorim rejected criticism of the Turkey international when asked if he had considered starting third-choice Tom Heaton against a team renowned for their threat from corners. 'He suffered a goal like this where? Against Tottenham? It was without VAR. With VAR it was a foul,' Amorim said. 'Then in the next game against Arsenal, who saved the penalty? Who saved the game? You don't remember the game but I remember the game and Altay was unbelievable in that game. I considered everything to put in one or another and I chose Altay… 'I am happy with the three goalkeepers.' Manchester United goalkeeper Altay Bayindir, right, tried to reach the ball before Arsenal's Riccardo Calafiori, left, scored. Alamy Alamy Despite looking much the sharper of the two teams, United could not recover from that early setback as David Raya repelled the best that Cunha and Mbeumo could throw at him, while Patrick Dorgu hit the outside of a post. 'We were the better team but in the end we lost the game,' Amorim said. 'I'm really proud of the work we put on the field and that is important moving forward.' Arsenal took the points but in a poor performance littered with poor passes and sloppy touches, the only other things to take away was their ability to win on a bad day at the office. 'We did very well to take the set-piece and then there's the mistakes, some of them unnecessary, some of them unusual, but the way every single player reacted gave us an opportunity to win the game,' Mikel Arteta said. 'That gives you momentum and confidence, two very important things. Our standards weren't there to be fair, but we can still come away and find a way to win the game. The team has to find that resilience throughout the season for 10 months.'
