Pilot scheme that pays artists €325 ‘basic income' per week gets six-month extension

A scheme paying artists a basic wage of €325 per week is to be extended for another six months, it has been announced.
The
Basic Income for the Arts pilot scheme
, which was launched in 2022, supports 2,000 full-time artists and enjoys widespread support among the creative community.
The scheme, which was due to expire in August, will now be extended for those currently participating in it until February.
The pilot participants were chosen via a lottery system, rather than by artistic merit. The scheme covers a wide range of artistic genres, including people in visual arts, theatre, literature, music, dance, opera, film and circus.

Announcing the extension, Minister for Culture
Patrick O'Donovan
said the extension is being granted to prepare proposals on a new scheme that is based on research and consultation with the sector.
Mr O'Donovan said he wants to bring proposals for a successor programme to Cabinet as part of Budget 2026, which is due to be unveiled in October. He said the extension gives time to finalise the research underpinning the proposal.
The programme for government, which sets out the Coalitions' objectives for its five-year term, commits to assessing the pilot with a view to maximising its impact. Mr O'Donovan previously indicated he wants funding to 'extend and expand' the scheme on foot of a report that found it 'significantly impacts the subjective experience of financial uncertainty in the lives of recipients'.
A report being prepared by
the Department of Culture
examines the first two years of the scheme while an independent research report has already been published. A cost-benefit analysis is also being undertaken.
In a statement, the department said the research phase is ongoing, but it is 'clear from the evidence collated to date that the [...] payment is having a consistent, positive impact across almost all indicators'.

It said artists are able to devote more time to their work, produce more pieces, experience a boost to their wellbeing, feel less anxious and feel protected from the precariousness of incomes in the sector.
The
Labour Party
has criticised the decision to only offer a six-month extension, saying the Government owes greater security to artists rather than a 'drip-feed of promises'. The party's arts spokesman, Rob O'Donoghue, said the scheme has been a tremendous success.
He questioned why the Minister would choose to leave a 'six-month Sword of Damocles hanging over their heads'.
'With no further information as to what the successor scheme will entail, how can the Minister leave artists in limbo?' Mr O'Donoghue asked.
He said the scheme needs adjusting, including the criteria for entry and the exclusion of some artistic forms. However, Mr O'Donoghue expressed doubts that these issues will be addressed within the six-month extension period.
'I'm calling on the Minister to stop kicking the can down the road. Artists need security and [should] not have to worry about bringing the begging bowl back to the Government table,' he said.

True Love suffered a shock defeat as Power Blue turned around previous form to win the Keeneland Phoenix Stakes at the Curragh. The Adrian Murray-trained Power Blue was beaten five and three-quarter lengths by Aidan O'Brien's True Love in the Railway Stakes last time out and as a result she was sent off a 1-4 favourite in the absence of stablemate Gstaad, who was a non runner. Power Blue was one of two runners for Amo Racing along with Do Bronxs and the pair were prominent from the off, with Ryan Moore sitting on their heels aboard True Love. Do Bronxs dropped away quickly when the race began in earnest and it looked as though True Love was coming to win with a furlong to run but 10-1 shot Power Blue was incredibly game for jockey David Egan, digging deep to repel her challenge by a length and a half. Power Blue's win completed a 70-1 Group race double for trainer Murray and Amo Racing after Bucanero Fuerte secured a game front-running success in the Group Three FBD Hotels And Resorts Phoenix Sprint Stakes. The four-year-old won the Group One Phoenix Stakes at this fixture in 2023 and after a mixed run of luck last year, he was retired to stand at stud. However, Bucanero Fuerte's stallion career was unsuccessful and he returned to the care of Murray, winning at Naas in May before a setback derailed subsequent plans at Royal Ascot. Back in top form for this contest, Egan took the initiative early on and while Art Power tried to match him, Bucanero Fuerte (11-2) looked to have his measure with a furlong to run. My Mate Alfie and Kind Of Blue both made their bids for glory in the final of six furlongs, but Bucanero Fuerte was just too strong, going on to win by a length and quarter. Owner Kia Joorabchian said: 'A lot of credit to Adrian [Murray] and Robson [Aguiar] for the training performance there and David gave him an unbelievable ride – just the way he likes to be ridden. 'He's a tough horse who has given us a lot of joy and a lot of tough days as well with health scares. He had a colic issue at Ascot [this year]. 'I'm glad to see him back happy on the track. We're definitely not taking him out of Ireland now for a while! 'He could be aimed at the Flying Five as he loves the Curragh.' Looking forward to the second half of the season, Joorabchian added: 'We have much deeper pedigrees and I'm expecting a better second half and we'll be in a very good place to lead into next year.'

Over 200 people have staged a protest at Shannon Airport to protest against the US military use of Irish airspace and to stop what they say is the transportation of weapons destined for Israel. The rally was organised by the Limerick branch of Ireland-Palestine Solidarity Campaign (IPSC) and Shannonwatch. "Failing the stopping of American military going through, at the very minimum, the Government should be inspecting the planes to see what's on them and to ensure they're not carrying weapons," said Zoë Lawlor, Chairperson of the IPSC. "We also are demanding sanctions from the government on Israel. I mean, the situation now is catastrophic. They're going to occupy Gaza City, intensifying the genocide. It's going to be even more bloody. "They're deliberately starving people to death, and it is because of the impunity that all states, including Ireland, have granted to Israel that we've gotten to this stage. "We want the full implementation of the Occupied Territories Bill with services included, and we want the Central Bank to stop regulating Israel's war bond." 'Waiting for your own death' Tamara Nijim is a Palestinian woman living in Ireland for the past two years. She has been joined by her sister Marah, whom she managed to here on a scholarship three months ago. Marah addressed the rally on the situation she fled from. "All I can say is it's a nightmare that is not stopping. It's a nightmare we're not walking from it. It's waiting for your own death by seconds, waiting to see yourself as an orphan, waiting to see your home bombed, waiting to lose your friends, waiting to be killed. "That's what I can say. It's worse than a movie. It's the worst thing ever. It's a war. It's genocide." Tamara says it's very difficult for them to leave family behind in Gaza. She moved here one month before the war to finish her studies "We're here at Shannon today because our families are really, really struggling. They're starving and now they can die any minute, and it's very, very difficult. "We're here to object in what is going on. And because this is genocide going in there and we try to stop as much as we can the things that are happening there. Because any rocket, any bomb that could pass, could be the reason for a family death in a couple of seconds, a couple of minutes" Tamara says there is a price for speaking out but she and her sister cannot stand by and say nothing "We're here to talk about what's going on but it's still very difficult, because there's a price for speaking up about the situation, because once you speak up, your name goes all over the internet. "You might also lose your family, but we all have something to lose, and we have to speak for the people of Palestine. We should not be also only thinking about our only family, because everybody in Palestine is our family."
