Chinese exports of two critical minerals plunge even as rare earths rebound
's exports of two critical minerals used in weapons, telecommunications and solar cells have plunged over the past three months amid a crackdown on smuggling and transshipment that has involved China's top spy agency.

in June were down 88% and 95%, respectively, versus January, according to customs data published on Sunday. Much as with
rare earths
, China is by far the largest miner and or refiner for both elements.
Both were added to an export control list in 2023 and 2024, respectively. Exports to the U.S. were then banned in December as part of retaliation for chip restrictions.

Rare earths were added to the same control list in April, precipitating a sharp collapse in export volumes that forced some carmakers in Europe and the U.S. to pause some production lines.
But where rare earth export volumes rebounded sharply last month thanks to a deal struck between Washington and Beijing, exports of germanium and antimony fell to some of the lowest levels on record.

The collapse in export volumes coincides with well-publicised crackdown on critical mineral export control evasion. China's spy agency said last week it had detected attempts to bypass controls via transshipment, where cargoes move through a third country before going on to their final destination.
The week before Reuters reported that unusually large quantities of antimony were being exported to the United States from Thailand and Mexico in what appeared to be transshipment conducted by at least one Chinese company.
China's exports of antimony to Thailand have collapsed by 90% after hitting a record in April. There have been no exports to Mexico since April.
Spot market prices for high-purity germanium have more than doubled since China imposed export restrictions in July 2023. Antimony prices have nearly quadrupled from May last year.

The Maharashtra Civil Services (Employment) Rules, 1979, have been framed regarding the conduct of govt employees, and these will now apply to social media usage, the govt resolution said. The guidelines ask govt employees to keep their personal and official social media accounts separate and use social media responsibly. Websites and apps banned by the central and state govt should not be used. Only a person authorised by the govt, with the approval of the competent authority, can use govt media for the promotion of govt schemes and public participation. The guidelines say employees cannot share or upload confidential documents or office documents, in part or in full, without approval. Messaging platforms like WhatsApp and Telegram can be used for coordination regarding office work. Employees can post about collective efforts in the success of govt schemes but should take care not to indulge in self-praise. While the use of personal photos is allowed, the use of the govt name, logo, as well as govt property such as vehicles and buildings, should be avoided while uploading photos or videos on personal accounts. Objectionable, hateful, derogatory, and discriminatory content cannot be shared or uploaded. Upon being transferred, the social media accounts related to the office should be handed over immediately. Any employee who violates the guidelines will be subject to disciplinary action under the Maharashtra Civil Services (Disciplinary and Appeal) Rules, 1979.

HC questions locus standi of petitioner in Bhoodan case
Hyderabad: In a significant development concerning alleged Bhoodan lands allegedly purchased by IAS and IPS officers in survey no. 194 of Nagaram village, the Telangana high court on Monday heard the vacate petitions filed by senior IAS and IPS officers and questioned the writ petitioner Birla Mallesh about his locus standi in the case. The counsel for the IAS and IPS officers pointed out that Birla Jangamma, the petitioner's mother, had already filed a writ petition in 2024 which was disposed. The petitioner, with the malafide intention of tarnishing the image of senior IAS and IPS officers, has not disclosed the same to the high court, the counsel alleged. Hearing the case, Justice K Lakshman of the Telangana high court questioned the petitioner about the need to make representations on the issue to the Prime Minister, chief minister and various other political authorities.
