
Baisaran open all year round, no curbs usually
They also said all tour operators, guides and hoteliers were given strict instructions to keep the local police informed about the movement of tourists, but did not do so.
But on Friday, tour operators, tourists, pony riders and local officials in Pahalgam said that the vast grassland spread over two miles is open throughout the year, and usually, no police nod is sought for tourists to walk (or take a pony) up the roughly 6 km stretch .

'For 20 years, I have been taking tourists up to the meadow. I have never required any permission from police or security forces. Now this place is visited by tourists even during winter,' said Waheed Ahmad, president of the local pony riders association.
HT reported on Thursday that the dirt track between Pahalgam town market and the Baisaran meadow was not guarded by armed personnel and the closest thing to security were four unarmed guards from a cadre affiliated to the Jammu and Kashmir police. The nearest security force camp which houses the Central Reserve Police Force is almost five kilometers away.
'Almost 70% of tourists who come to Pahalgam visit Baisaran as this is a very beautiful place. No permission was ever required from administration or police to visit this place,' said Sheikh Mohammad Sultan, senior tour operator and President of the Indian Association of Travel & Tourism Experts, Kashmir chapter.

The meadow is open throughout the year, said Sabzar Ahmad, manger of Hotel Paradise. 'Only if it snows or during heavy rains, tourists do not go due to the slippery trek. Otherwise, the meadow is always open for tourists. Our tourist guests visited Baisaran during winters as well,' he said.
Parvan Singh, a resident of Ludhiana in Punjab, said that he visited Baisaran along with four of his friends in January. 'I went there along with my friends. It's a really beautiful place. We stayed in Pahalgam for two days and visited Aru Valley, Chandanwari and Baisaran.'
There are several trekking routes in Pahalgam such as Tulian lake, Kolahoi Glacier Trek, Sheshnag Lake and Tarsar Marsar. Before trekking, tourists have to seek permission from the police. However, for famous destinations such as Aru Valley, Betab Valley, Chandanwari and Baisaran meadow, no permission is required, said Gulzar Ahmad, secretary of the Pahalgam taxi operator union.
A senior tourism officer in Pahalgam on condition of anonymity said that Baisaran meadow remains open for all the months for tourists. 'This is a destination where ever tourist wants to spend time. It remains open for tourists and there are no security protocols or permissions required for tourists to follow once they go to that place. Even infrastructure has been developed by department and more projects are in pipeline for Baisaran tourism,' he said.

Delhi Police issues traffic advisory for August 5: Key routes near Rajghat, Ring Road affected from 8 am
The Delhi Traffic Police has announced traffic restrictions along key routes in Central Delhi, including Delhi Gate and Raj Ghat, due to exigencies on Tuesday morning. It advised commuters to avoid these routes and go for alternative roads.(HT photo) As per the advisory, traffic restrictions and diversions will be put in place in several areas, including W-Point, A-Point ITO Chowk, Bahadur Shah Zafar Marg, Delhi Gate, Jawaharlal Nehru Marg, Rajghat Crossing, MGM and IP Marg between 8 am and 10.30 am on August 5. 'On 05.08.2025, due to exigencies, traffic restrictions and diversions will be in place on both the carriageways and service roads around W-Point, A-Point ITO Chowk, BSZ Marg, Delhi Gate, JLN Marg, Rajghat Crossing, MGM and IP Marg,' a Delhi Traffic Police statement said. The advisory also said that no parking facility will be allowed on Bahadurshah Zafar Marg, JLN Marg and Ring Road from Shanti Van to Rajghat to I.P. Flyover, including IP Marg (both the carriageways) on Tuesday. Vehicles parked on these roads shall be towed away and prosecuted as per law, it added. It further advised commuters to avoid these routes and go for alternative roads. The police urged motorists to remain patient, adhere to traffic regulations, and follow the directions of traffic personnel deployed at key intersections. In July, during the Kanwar Yatra, a detailed advisory was issued announcing the closure of several key stretches of the national capital to handle the pilgrim rush. Meanwhile, in a separate initiative, the Delhi Traffic police has relaunched the Traffic Prahari app, a platform that allows citizens to report traffic rule violations and receive cash rewards for valid reports. Under this app, users can upload a photograph or video of the violation along with a clear timestamp and GPS location. This initiative aims to enforce traffic laws and increase road safety.

Rakhi rush: Software roll-out, tech snags disrupt postal services in Ludhiana district
With just four days to go for the Raksha Bandhan festival, visitors flocking post offices across Ludhiana to send rakhis and gifts to their siblings were left stranded on Monday after a major technical glitch during the roll-out of advance software IT 2.0, brought all postal services, including rakhi mail bookings through speed post, and registered post, to a complete halt. Along with the visitors, postal staff too expressed frustration over the major technical fallout. (HT Photo) Reportedly, the disruption followed a nationwide software upgrade implemented by the India Post on Monday, which has led to severe service inefficiencies. While upgrading the tech is part of a larger digital overhaul of postal systems across the country, the simultaneous roll-out has caused log in failures and long system buffer times at local post offices, leaving staff helpless and customers frustrated. Notably, the issue isn't new. Several post offices in Ludhiana have been facing erratic services since Thursday, particularly in speed post and registered post both widely used for sending rakhis and festive packages. Explaining the disruptions, Manpreet Singh, a staff at the Millerganj post office said, 'Even after logging into our respective IDs, the system keeps buffering and fails to process the bookings. Raksha Bandhan is our busiest season. With high volumes of bookings and deliveries, it's disheartening to face fuming customers and be unable to help.' Meanwhile, Gagandeep Kaur, a resident visiting the Millerganj branch, said, ' I have been coming here since Thursday hoping to send rakhi to my brother, but every time they ask me to come the next day. It's already delayed, and now I'm not sure if it will even reach him before Raksha Bandhan.' Vandita Jain, another customer at the head post office on Ferozepur Road, shared, 'My son works in Delhi and could not get leave this year. I packed a few goodies to send, but the booking counter staff told me the system is down. I always rely on the post office, but this time I might go for a private courier.' Along with the visitors, postal staff too expressed frustration over the major technical fallout. An employee at the head post office admitted that the situation has been equally taxing for them by stating, 'We're bearing the brunt of public anger every day. The new software was supposed to streamline operations, but its abrupt roll-out has only created more confusion and chaos,' the employee said. Prashant Singla, superintendent of the head post office, acknowledged the problem and assured that services would likely be restored by Tuesday morning. 'The issue occurred because the advanced software was installed simultaneously across India. With a pan-India log in, the system collapsed. We're working on restoring services at the earliest.'

Chhattisgarh CM Vishnu Deo Sai flags off new Jabalpur-Raipur daily express train
Indian Railways on Sunday introduced the Jabalpur–Raipur Express, a new train scheduled to operate daily between the two cities. The CM thanked Prime Minister Narendra Modi and Railway Minister Ashwini Vaishnaw for running this express train from Raipur to Jabalpur.(HT File photo for representation) Numbered 11701/11702, the Jabalpur–Raipur Express will depart Jabalpur at 6 am and arrive in Raipur at 1.50 pm. On the return journey, it will leave Raipur at 2.45 pm and reach Jabalpur at 10.45 pm, running all seven days of the week. The nearly eight-hour-long journey will include around eight halts. The express train will stop at Madan Mahal, Nainpur, Balaghat, Gondia, Dongargarh, Rajnandgaon, and Durg, providing improved travel access for commuters. The train comprises a total of fifteen coaches and is expected to offer a convenient, safe, and comfortable travel experience for passengers, according to a post by South Western Railway on its X handle. Trains such as the Amarkantak Express (12853), Durg–Jabalpur Special (01702), and Durg–Bhopal Special (02853), which currently operate between Jabalpur and Raipur, may see reduced passenger loads following the launch of this new service. By travelling on the new Jabalpur–Raipur Express, passengers will be able to cover a distance of approximately 341 kilometres in about eight hours. Chhattisgarh Chief Minister Vishnu Deo Sai flagged off the Raipur–Jabalpur Express from platform number 7 (Durg end) of Raipur station at 9:30 am on Sunday, as reported by Dainik Jagran. The Chief Minister thanked Prime Minister Narendra Modi and Railway Minister Ashwini Vaishnaw for launching the new train service and said the people of Chhattisgarh would benefit from the improved connectivity, according to PTI. Union Minister for Railways, Information and Broadcasting, and Electronics and Information Technology, Ashwini Vaishnaw (via video conferencing), Chhattisgarh Legislative Assembly Speaker Dr Raman Singh, MP Brijmohan Agarwal, South East Central Railway General Manager Tarun Prakash, RPF Inspector General Munnawar Khurshid, and Divisional Railway Manager Dayanand were also reportedly present at the inauguration. This new rail service is expected to make it easier for passengers to access popular tourist destinations such as Nandanvan Zoological Park, Maa Bamleshwari Temple, Kanha National Park, Bhedaghat, and Dhuandhar Waterfall, the report added.
