
Christine Lagarde under fire from unions over ECB workers' rights
Two of Europe's most powerful trade unions have accused European Central Bank (ECB) president Christine Lagarde of undermining workers' rights at the Frankfurt institution, escalating a long-running and bitter feud over labour relations.
The latest clash involves changes proposed by the ECB's leadership to the central bank's works council, an influential group of elected employees.

are freed up from their day jobs to focus full-time on representing the interests of staff – while receiving their normal salaries. Legal privileges and protection of works councils have been enshrined in German law for more than a century.

Under the ECB's proposals, the spokesperson for the works council would only be allowed to dedicate 75 per cent of their time to staff representation. All other members of the council would have to spend 50 per cent of their hours in their normal roles.
Such is the status of these committees in German companies and institutions that unions and works council members are railing against the move, accusing the central bank's leadership in an internal memo of plotting to 'reduce the capacity of the staff representatives to work for the staff'.
The tussle marks a new low-point in a historically fraught relationship between the ECB leadership and worker representatives. Previously this has resulted in public spats and a series of court cases.
Due to its peculiar legal structure as an independent European institution, representatives on the ECB works council already have less favourable terms than those at German companies.
Currently, of the nine ECB employees elected to the council, two members work full time on staff-related matters. Three others dedicate 70-80 per cent of their time to workers' representation, with the remaining members spending 50 per cent of their time on the body.
The ECB has claimed the changes, which it wants to implement by mid-2026, would be in the interests of all employees. The rules would ensure staff representatives could 'pursue their career path and stay closely connected to the ongoing work and public mandate' of the central bank while they also 'advocate for staff needs', the ECB's head of human resources Eva Murciano said.
She pointed out the bank was proposing other measures, including adding an extra person to the works council to 'improve staff representation'.
However, ECB staff representatives have won the backing of two of Europe's most senior trade union bosses.
Jan Willem Goudriaan, general secretary of Europe's services sector union EPSU with 8 million members, and Frank Werneke, chair of German union Verdi with 1.9 million members, have separately written to Ms Lagarde, urging her to abandon the proposed changes.
If implemented, they would 'significantly restrict the rights of employee representation and the scope for meaningful social dialogue', warned Werneke in his letter adding that workers' rights at the ECB were already subpar.
'This arrangement would make it impossible to adequately represent workers' interests,' said EPSU's Goudriaan in his letter sent to Lagarde in late February.
Peter Krebühl, a Frankfurt-based employment lawyer who has specialised in representing employees in court, said that a professional and effective employee representative must be able to fully focus on that task.

Ireland to back proposal to extend EU protection for Ukrainian refugees into 2027
Ireland will support a proposal to extend European Union protection for people fleeing the war in Ukraine for another year into 2027 when EU justice and home affairs ministers meet later this week. Ukrainians arriving in EU countries since the Russian invasion in 2022 have benefited from temporary protection. More than 112,000 people from Ukraine have arrived in Ireland over those three years, though almost a third of these are believed to have since left the State. There are almost 33,000 people from Ukraine in State-supported accommodation at 320 locations around the country. However, with no end in sight to the war, the EU's Justice and Home Affairs Council is expected to reach a political agreement on extending temporary protection for displaced persons from Ukraine until March 2027. Minister for Justice Jim O'Callaghan , who is due to attend the meeting in Luxembourg later this week, briefed Cabinet on how Ireland will support the proposal to extend the protection into 2027 in principle. At the beginning of February, there were 112,189 beneficiaries of temporary protection from Ukraine, an increase of 8,833 or 8.5 per cent on the same time in 2024, according to annual figures produced by the Central Statistics Office (CSO). However, the number of active PPSNs in November belonging to Ukrainian people was just 71 per cent of the total, suggesting 29 per cent have most likely left the State and are living elsewhere. Since that move there has been no month where the number of newly arrived Ukrainian refugees has surpassed 700. Counterterrorism Separately, Mr O'Callaghan received Cabinet approval to publish a law aimed at strengthening Ireland's counterterrorism laws. A Department of Justice statement said the Criminal Justice (Terrorist Offences) (Amendment) Bill 2025 will 'allow for the prosecution of a broader range of terrorist activities in light of the evolving nature of terrorism'. These include terrorist acts with a cross-Border element, and cyberattacks where the aim is to cause widespread harm. This bill – which includes three new offences: receiving training for terrorism; travelling for the purposes of terrorism; and organising or facilitating travelling for the purposes of terrorism – will bring Ireland's counterterrorism laws into line with those of other EU member states. Tax incentive firm on Revenue defaulters' list
A property investment firm offering tax breaks to backers and a rebate business feature on the Revenue Commissioners ' latest tax defaulters' list. On Wednesday Revenue said that 19 individuals and businesses paid a total of €6.2 million in tax, penalties and interest in the first three months of this year. The largest settlement was €1.115 million paid by Birmingham, England-based household goods wholesaler, Lifetime Brands Europe Ltd, for non-declaration of value added tax (VAT). That included €777,606 in tax due, along with more than €104,000 interest and €233,200 in penalties, the list shows. Lifetime Brands Europe had not responded to a request for comment by the time of publication. The list also includes SSC Property Irish Collective Asset Vehicle (ICAV), linked to US investor Spear Street Capital, which owns two well-known office complexes in Dublin. The property developer's total liability was €648,301 for 'under declaration of VAT'. That included €490,926 in tax, just under €17,100 in interest and €140,283 in penalties, the Revenue list shows. ICAVs offer investors in property and other assets tax breaks, including particular advantages to US residents that allow them avoid some federal taxes. The tax rebate agent's headline liability was €101,814, while it paid €10,000 in interest and €77,000 in penalties. One taxpayer, businessman Illan Power of Ballyconnell, Tullow, Co Carlow, paid a court-determined penalty of €781,061. It was not possible to reach Mr Power for a comment. Global markets steady as trade talks between US and China continue
Global stocks held steady on Tuesday as trade talks between the United States and China continued into a second day, giving investors some reason to believe tensions between the world's two largest economies may be easing. Dublin Euronext Dublin outperformed its international as it finished the day up 0.6 per cent, boosted by homebuilders. One of the best performers was Kingspan, which was up 2.4 per cent at close of business on what was described by a trader as a 'strong day' for the Cavan-based insulation specialist. Homebuilders Glenveagh Properties and Cairn Homes finished up 1.9 per cent and 0.5 per cent respectively after the sector was boosted by a positive trading update from UK-based peer Bellway. READ MORE Other highlights included food giant Kerry Group, which finished up 1.8 per cent, and healthcare group Uniphar, which climbed 2.7 per cent.
