The state government should fix responsibility for lapses and delays in the project execution, the CAG audit report said, adding that awarding of contracts and quality of construction works should be probed. Even after the launch, the project failed to provide desired benefits to the farmers as many of the canals and their distribution system remained incomplete, the report said.
Uttar Pradesh parliamentary affairs minister Suresh Kumar Khanna tabled the report during the Monsoon session of the state assembly that concluded on August 14. The performance audit focused on the execution of works from April 2017 to March 2022. The SNP was formulated in 1982 at an estimated cost of ₹ 299.20 crore by enlarging the scope of the left bank Ghaghara canal project, which was conceptualised by the state government in 1978 to irrigate 3.54 lakh hectare area of the trans-Ghaghra region in eastern Uttar Pradesh, the CAG said
A culturable command area (CCA) of 11.29 lakh hectare was to be created under the project, covering nine eastern districts of Uttar Pradesh. Irrigation potential of 14.04 lakh hectare was to be generated in this area. SNP was commissioned in December 2021 at an expenditure of ₹10,003.11 crore.
SNP received funds from the state government resources, central assistance from Government of India under the Accelerated Irrigation Benefit Programmes, National Project and Pradhan Mantri Krishi Sinchayee Yojana and loan from the National Bank for Agriculture and Rural Development (NABARD), the CAG report said.
The CAG report observed that the project suffered due to delay in acquisition/purchase of land and funding. The CAG report also noticed that detailed estimates were prepared without approval to longitudinal sections of canals and drawings of the masonry structures, which led to significant changes in the scope of contracts. Cost estimates were not prepared as per the norms prescribed in the Schedule of Rates and in the Detailed Project Reports, due to which there were cases of overestimation in the works estimates.
Contract management was weak and tenders were invited without technical sanctions, the report said. Insufficient time was given to bidders to submit the bids and instances of excess expenditure and undue advantage to contractors were noticed, the report added. The project was commissioned in December 2021 after nearly 40 years from the date of start of work.
However, many of the canals were incomplete/not taken up for construction. The Rapti Main Canal and its distribution system were not utilised for want of outlets and sumps, the report said. Command area development works were completed only in 20 per cent CCA hindering the flow of water from canals to fields, the CAG report said.
The CAG urged the state government to investigate the reasons for incorrect assessment of requirements of the project leading to significant variations in the scope of works during execution and consequential delays in the completion of project.
'The state government should carry out comprehensive field surveys to determine the actual area covered with the Saryu Nahar Pariyojana for correct assessment of required development work and for effective irrigation planning,' the CAG report said.

VIJAYAWADA: Former finance minister Buggana Rajendranath has lashed out at the state govt for making false claims about the GST collections growth rate in the state. He said that state govt's claims demonstrate the extent to which it can stoop to misrepresent a depressing result to make it appear as a stupendous success. Speaking to media here on Monday, Buggana said that the govt stated that GST revenues projected in the budget for FY 2025-26 at Rs. 27,477.15 crores and the GST revenues for the first four months of current fiscal were Rs. 16,754 crores. 'The govt apparently celebrates this extraordinary performance that could demonstrate 61% accomplishment of target for the year insofar as GST revenues are concerned. However, the truth is far away from what govt claims," said Buggana. He said that the CAG monthly key indicators conveys that the GST revenues for the first 4 months of this financial year are Rs. 16,754.91 crores. However, the CAG report also conveys that this figure includes receipts on account of CGST as part of State's share in central taxes. This does not reflect the performance of the State. 'If Centre's share is removed, the actual SGST (State GST) revenues received by the State government during the first four months of this financial year is only Rs. 10,769.55 crores," explained Buggana. He said that the state govt had actually projected the GST revenues for the current fiscal at Rs. 40,718.12 crores, but not Rs.27477 crore. 'Therefore, the % of accomplishment during the first 4 months is only 26.45% (Rs. 10,769.55 crores of Rs. 40,718.12 crores). Going by the budgeted figure, the SGST revenues for the first 4 months in FY 2025-26 should have been Rs. 13,571 crores, against this, the achievement is only Rs. 10,769.55 crores," said Buggana. He criticised the state govt for shamelessly boasting of achievement despite poor performance. He said that the SGST revenues during the first four months of this financial year 2025-26 is Rs. 10,769.55 crores is lesser than the SGST revenues during the corresponding period of last financial year which is Rs. 10,868.09 crores. 'When we compare the year-on-year performance, the SGST revenues have reported a negative growth of -0.91%," said Buggana. The CAG figures convey another important aspect, the sales tax revenues another important indicator of consumption in the State demonstrated a year-on-year growth of only 0.78%, during the first 4 months of FY 2025-26. Another aspect is that the aggregate of the State's own tax revenues and non-tax revenues estimated for FY 2025-26 as per budget documents is Rs. 1,27,702.77 crores and as per CAG report, from which state achieved only Rs. 29,511.03 crores, translating to an achievement of only 23.11%. 'Going by the budget figure, the actual State's own revenue receipt during the first 4 months should have been Rs. 42,563 crores. However, the receipts remained just around Rs. 29,511 crores, which shows poor performance of the state,' said former finance minister. Andhra Pradesh's revenue deficit crossed 110 per cent of the budget estimate, by reaching ₹36,741 crore in the first four months of the current fiscal, against the projected deficit of ₹33,186 crore for the entire year, indicating that the state will have to rely heavily on borrowings or Central government assistance. According to the latest statistics released by the Comptroller and Auditor General (CAG), the fiscal deficit for April-July period stood at ₹48,354.02 which is about 61 per cent of the projected ₹79,926.90 crore for the financial year. However, the Goods and Services Tax collections grew significantly, achieving 61 per cent of the budget estimate of ₹27,477.15 crore in the four months. Of the total revenue receipts of ₹2,97,929.16 crore for the full year, the state achieved ₹33 per cent at ₹98,281.42 crore, including ₹49,198.29 crore of borrowings and other liabilities in the last four months. India Ratings & Research, in a latest report, said for FY26, the state government has estimated a revenue deficit of 1.8 per cent and a fiscal deficit of 4.4 per cent of the GSDP. The debt/GSDP is projected to be at 35.5 per cent for FY26. The state has spent over ₹50,000 crore towards the Social Sector, including pensions, during the past four months.
