Space-based inputs supporting govts flagship initiatives: Minister tells LS

New Delhi, Jul 30 (PTI) Space-based inputs are being used to support the government's several flagship initiatives, including Digital India, Smart Cities Mission and forecasting agricultural output, Union Minister Jitendra Singh said in the Lok Sabha on Wednesday.
Singh said the Bhuvan Geoportal and database of Aadhaar enrolment centres, use of space technology for a geocoded postal address system, and rooftop photo voltaic (PV) potential assessment for 60 solar cities and smart cities have been done to support the Digital India and Smart Cities Mission.
'Space-based inputs are being used in support of several flagship initiatives of the government, including Digital India, Smart Cities Mission, Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Forecasting Agricultural Output using Space, Agrometeorology and Land-based Observation (FASAL) (crop acreage assessment and production forecast)," he said during the Question Hour.
CHAMAN (Coordinated Horticulture Assessment and Management using Geo-informatics) for horticulture management, Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), PMKSY-WDC (Prime Minister Krishi Sinchayi Yojana (Watershed Development Component), PMGSY, PMFBY, PMAY-HFA, and PM GatiShakti are another area where space-based inputs are being used, he added.
Singh, the Minister of State in the Prime Minister's Office, highlighted that high-resolution satellite data is used for generating an urban geospatial database of AMRUT Cities.
He said that under the FASAL programme, remote sensing data is used for generating crop acreage and forecasting crop production estimations for 11 crops.
Under the CHAMAN programme, horticulture acreage and production estimation are done for seven horticulture crops, in addition to management plans for area expansion and post-harvest infrastructure.
Singh said that for the MGNREGA programme, geospatial technology is enabled for monitoring the creation of assets and activities, as well as for planning new assets and activities.
Under the PMKSY-WDC programme, geospatial technology is developed for monitoring the implementation of watershed development interventions and monitoring the impact of the interventions, he said.
'Geoportal and very high-resolution satellite data are utilised for monitoring the development of rural roads under the PMGSY programme. Satellite data is being utilised for optimising the crop cutting experiments, monitoring crop damage, as well as for developing crop yield proxies to facilitate faster claim settlement for farmers, under the PMFBY programme," he said.
The minister said the Department of Space (DoS) has proposed to establish a 'Global Space Institute' (GSpI) to impart holistic, comprehensive, and multidisciplinary education in several aspects of space technologies, policies, and space exploration.
The GSpI, a dedicated global institute, would help to promote the space economy by guiding the incubation of start-ups, space entrepreneurship, space commercialisation and also on possible avenues for private investment into the space sector.
The institute is expected to actively partner with leading academic institutions, industries, and government agencies, both nationally and internationally, facilitating the advancement of space technology education and creating a network of shared knowledge and resources, he said. PTI ACB RHL

AI disruptions will be brief as reskilling drives new jobs: IT Min
New Delhi/ Bengaluru Disruptionsfrom Artificial Intelligence (AI) will be brief and new jobs will emerge, Karnataka's IT and Biotechnology Minister Priyank Kharge has said, highlighting the state's large-scale reskilling initiatives are underway to prepare talent for new-age technologies. In an interview with PTI, Kharge asserted that Karnataka retains a comfortable lead over others in technology, with strong data and performance vectors backing its position. The state encourages innovation and collaboration, ensuring 'that any entrepreneur or corporation who dreams of making it big globally, starts from Karnataka', he noted. On the issue of disruptions due to AI, the minister said, Nipuna Karnataka, the state's large-scale reskilling and upskilling initiative, aims at safeguarding and future-proofing its talent pool. 'While there might be certain job losses, new jobs will be that is why we need a massive reskilling and upskilling programme. So, there will be disruption, but the disruption will be for a brief while, until we are able to reskill and upskill people,' he said. Nipuna Karnataka is a Rs 300 crore reskilling initiative, industry-driven and industry-focused, with ambitious targets to train talent at scale, he added. In the coming financial year, the state government aims to skill individuals in key areas, like artificial intelligence, cybersecurity, digital forensics, and other technologies, in line with the global tech demands. 'We intend to scale over 5,00,000 people in the coming financial year, in artificial intelligence, cybersecurity, digital forensics, and anything that the industry might need. So, we are closely talking to them through our skill council for emerging technologies, taking their feedback, taking their curriculum, and seeing how we can ensure that we give the most affordable and most talented human resources for them. 'And this programme is just not catering to the local ecosystem, we are catering to the global ecosystem also,' Kharge noted. He said Karnataka retains its lead over others, and data ranging from IT exports to startups and GCCs play, underscores its competitive strengths. 'We are far ahead of the curve when it comes to our neighbours or neighbouring states. So, while we love competition, we are not afraid of it. It also helps us pull up our socks,' he said. As many as 20,000 startups are registered with the state government, he said, adding that of 110 unicorns, more than 45 are from Bengaluru. 'We contribute 21 per cent of the national bioeconomy, and 65 per cent of defence electronics manufacturing happens in Karnataka. And GCCs, we have close to over 800 GCCs and their units, totalling about 1,500,' Kharge said. The same trend is evident in office space demand, real estate leasing, and GCC momentum. 'Last year, we gobbled up close to around 47 per cent of the entire country's real estate for GCCs. This year, just in the last six months, 13.1 million square feet has been given only for GCCs. So, where is the competition? I don't see that,' Kharge said. The minister emphasised that the state's policies are backed by strong, actionable outcomes like the recent Quantum Roadmap. 'We are just not announcing mere policies for the sake of announcing them. So, when we keep the Karnataka quantum roadmap in front, people believe is because over the years, we have managed to build a strong foundation of skills. 'We have topped that with incubators, and we have topped up with centres of excellence across sectors. So, I run more than 25 centres of excellence from agritech to space tech. And through these, we are innovating and inventing. On top of that, we have put budgets. On top of that, we put policies,' Kharge said.

Elections round the corner, Bihar gets a new Chief Secretary: Who is Pratyaya Amrit?
Bihar Development Commissioner Pratyaya Amrit, credited with improving road condition and power supply in the state, has been appointed as the next chief secretary, an official notification said on Monday. He will succeed Amrit Lal Meena who retires on August 31. The notification issued by Additional Chief Secretary, General Administration Department, B Rajinder states: 'Pratyaya Amrit, development commissioner with additional charge of additional chief secretary, health and disaster management is transferred and appointed chief secretary with effect from 1 September, 2025, in view of retirement of present chief secretary Amrit Lal Meena on 31 August, 2025.' In his career, Pratyaya Amrit has handled many crucial assignments. He has been among the key IAS officers, including R K Singh (former Union minister) and Amir Subhani (former chief secretary), entrusted with boosting governance and overhauling infrastructure. First as secretary of the road construction department and later as energy department secretary, Pratyaya Amrit has been instrumental in constructing major roads in Bihar, including the state government's flagship Ganga Path and AIIMS-Digha flyover. Before the 2015 Assembly polls, the 1991-batch officer played a key role in strengthening power supply till village level in the state. In 2011, Pratyaya Amrit was the only IAS officer picked by the government in the individual category for the Prime Minister's Award for Excellence in Public Administration. During the Covid-19 second wave in 2021, he took over as Principal Secretary, Health Department, and played a key role in curbing the rise of new cases and containing the spread of the virus. Pratyaya Amrit's appointment as Bihar Chief Secretary assumes significance as the state is going to polls this year end.
