Portugal invests in electricity grid upgrades after Iberian blackout

LISBON — Portuguese authorities on Monday announced a raft of measures to strengthen the country's electricity system following the April 28 blackout that left most of Spain and Portugal without power for several hours.
They include 137 million euros ($159 million dollars) of investments in the country's electricity grid, increasing the number of 'black start' power stations and reinforcing critical infrastructure such as hospitals with solar panels and batteries.
Environment and Energy Minister Maria Graça Carvalho said the plan would ensure that the Iberian nation of 10.6 million is better prepared for future emergencies.
'We will be in a better position to manage the crisis and minimize its consequences,' Carvalho said.
The Iberian outage started shortly after 11:30 a.m. in Portugal and 12:30 p.m. in Spain and lasted through nightfall, disrupting businesses, transit systems, cellular networks, Internet connectivity and other critical infrastructure.
In just five seconds, Spain lost 15 gigawatts of electricity — or about 60% of its supply. Portugal, whose grid is connected to Spain's, also went down. Only the countries' island territories were spared. Power was fully restored in both countries the next morning.
Spanish authorities in June said an investigation found that the country's electric grid was unable to handle a surge in voltage, which triggered small grid failures in the south of Spain that cascaded into larger ones. The chain reaction eventually brought down the electric system in the two Iberian nations.
Authorities didn't explain what caused the initial voltage surge.
Other measures under review include a possible interconnection between Portugal and Morocco. Interconnections are high voltage transmission lines that link the electricity systems of different countries, allowing cross-border power exchanges.
Spain's interconnections with Morocco and France were critical to restoring power after the April blackout.
Portuguese authorities said they would increase the number of power stations with autonomous restart capability from two to four. The black start power stations helped Portugal restore its power independently from Spain after the blackout.
Authorities said they would spend 25 million euros ($29 million) to reinforce back-up energy sources such as solar panels and batteries at hospitals and other critical infrastructure.
An independent panel of European Union experts is investigating what caused the blackout. A preliminary report published earlier this month reached similar conclusions to the Spanish investigation — that an unusual series of voltage surges in Spain and a cascading series of electricity disconnections likely triggered the event.
A final report is due in October.

A new federal rule proposed Tuesday would make it easier for companies to use drones over longer distances out of the operator's sight without having to go through a cumbersome waiver process. The federal government had already approved 657 waivers to allow companies such as Amazon and major utilities to do this in certain circumstances, but the waiver process made it difficult. The industry has long pressed for the rule because being able to operate drones out of sight opens up a multitude of possibilities for their use. Being able to do this enables more use of drones for deliveries, inspecting infrastructure like bridges and power lines and other uses in agriculture over thousands of acres on large farms. 'This draft rule is a critical step toward enabling drone operations that will enhance safety, transform commercial services, and strengthen public safety with drones as a force multiplier," said Michael Robbins, president & CEO of the Association for Uncrewed Vehicle Systems International trade group. The rule spells out the circumstances drones can be used under while working to ensure they don't disrupt aviation and cause problems around airports, Federal Aviation Administration Administrator Bryan Bedford said. 'We are making the future of our aviation a reality and unleashing American drone dominance. From drones delivering medicine to unmanned aircraft surveying crops, this technology will fundamentally change the way we interact with the world,' Transportation Secretary Sean Duffy said. President Donald Trump issued executive orders in June directing the Transportation Department to quickly get this rule out. The orders also included restrictions meant to help protect against terrorism, espionage and public safety threats. Drones are already used in a variety of ways, including bolstering search and rescue operations, applying fertilizer, inspecting power lines and railroad bridges, and even delivering packages. But the war in Ukraine has highlighted how drones could be used in a military or terrorist attack — a concern as the World Cup and Olympics approach in the U.S. There also have been espionage cases where drones have been used to surveil sensitive sites. And White House officials said drones are being used to smuggle drugs over the border, and there are concerns about the potential for a disastrous collision between a drone and an airliner around an airport. -- Bank of America raised its price target for Oracle (NYSE:ORCL) to $295 from $220 in a note Tuesday, citing stronger-than-expected capital expenditure guidance from major tech companies and growing momentum in the artificial intelligence (AI) infrastructure cycle. The new target implies a 17% upside from Oracle's latest closing price of $252.53. 'It is clear that demand for AI infrastructure is ramping,' BofA analysts wrote, highlighting recent guidance from Microsoft (NASDAQ:MSFT) and Meta (NASDAQ:META). Microsoft forecast more than $30 billion in capex for the September quarter, 'well ahead of our prior estimate for $23.5 billion,' while Meta guided full-year capex to $69 billion, up from BofA's $67 billion estimate. 'We view these as demand signals into a large addressable market for AI infrastructure,' the analysts said, adding that this cycle is likely to benefit Oracle's OCI platform. BofA pointed to Oracle as a key beneficiary of growing demand for third-party AI infrastructure. 'We are entering the next wave of adoption, which is likely to benefit key AI infrastructure vendors, including Oracle,' the analysts wrote, citing Microsoft's recent earnings commentary. The firm estimates the addressable market for agentic AI at $155 billion, calling it '8% additive to the current TAM for software.' Despite the higher price target, BofA reiterated its Neutral rating on Oracle, noting limited visibility into how much the AI infrastructure opportunity will boost revenue. 'The bull/bear debate on the stock centers on how material the AI infrastructure opportunity is for Oracle and the magnitude of upside to topline growth targets,' they wrote, citing a 'nascent stage of the AI infrastructure build.'
