As global competition for leadership in clean energy intensifies, Oman's Special Economic Zone at Duqm (SEZAD) is quietly pivoting towards a new future — one defined by green hydrogen, industrial decarbonisation and smart urban development.
Beyond the headlines of multibillion-dollar investments, the April 2025 issue of Duqm Economist magazine reveals deeper, more strategic shifts that merit close attention — and serious reflection.
At stake is not merely Duqm's industrial growth, but Oman's ability to secure its place in an increasingly carbon-conscious global economy. The question is no longer whether Oman should transition; it is whether it can move swiftly enough to capture opportunities before others do.
Traditionally known for hydrocarbons logistics, Ras Markaz Oil Storage Terminal is undergoing a quiet transformation. According to the magazine, future expansions will enable the terminal to handle green hydrogen and ammonia exports, making it a dual-purpose hub straddling both fossil fuels and the energy sources of tomorrow.
This is more than infrastructure diversification — it represents a profound strategic recalibration. Global demand for clean hydrogen is forecast to grow exponentially by 2030, particularly from Europe and East Asia. By positioning Ras Markaz for green energy exports, Oman is laying the groundwork to secure a share of these emerging supply chains — competing with early movers like Saudi Arabia's NEOM and Australia's hydrogen hubs.
Parallel to this, Duqm is preparing to host Oman's first industrial-scale carbon capture and storage (CCS) projects. Early planning stages suggest that new green steel and ammonia plants will integrate CCS technology from inception, offering products with substantially lower carbon footprints.
In a world increasingly driven by emissions accounting — where carbon intensity is becoming as important as cost — this could give Omani exports a critical competitive edge.
One of the most promising, but under-reported, initiatives is SEZAD's effort to anchor Oman's local economy within its green transition.
Rather than limiting benefits to large foreign companies, new programmes aim to integrate Omani SMEs into supply chains, particularly in technical services, maintenanceand auxiliary industries linked to green hydrogen and steel.
If executed effectively, this could catalyse the development of a domestic green industrial base — creating sustainable jobs, nurturing technological capabilities and reducing Oman's import dependence in key sectors.
This localisation effort contrasts sharply with earlier models of economic zones, which often saw limited trickle-down benefits to the national economy. It signals a maturing industrial strategy: one focused on building economic ecosystems, not just infrastructure.
Another major, but less publicised, aspect of Duqm's transformation is its urban expansion plan. OPAZ envisions a livable smart city — not merely an industrial outpost — complete with residential areas, healthcare services, educational facilities and tourism attractions.
This urban development approach serves multiple strategic purposes. It makes Duqm more attractive to skilled workers and foreign investors seeking quality living standards. It supports Oman's demographic strategy to spread population growth beyond Muscat. And crucially, it diversifies economic activities beyond heavy industry, building resilience into Duqm's long-term growth model.
The creation of a vibrant urban centre in Duqm would align Oman with global best practices, where economic zones evolve into full-fledged cities — as seen in places like Singapore's Jurong or Dubai's Jabal Ali Free Zone and its surrounding residential hubs.
Oman's pivot at Duqm reflects both strategic vision and hard economic necessity. The global shift towards clean energy, green finance and ESG (Environmental, Social and Governance) standards is irreversible. Markets are already pricing carbon intensity into financing terms, trade agreements and investment flows.
Countries that act decisively — building green industries, lowering emissions and ensuring local participation — will attract capital, talent and partnerships. Those that move slowly will face shrinking markets for carbon-intensive exports, rising financing costs and competitive marginalisation.
Duqm's ongoing transformation offers Oman a rare second-mover advantage: learning from global pioneers, avoiding costly missteps and positioning itself as a pragmatic, cost-effective green economy player.
However, time is not on Oman's side. The race is accelerating, and Duqm's strategic initiatives must translate into visible outcomes — operating CCS plants, exporting green hydrogen, building thriving SME clusters — within the next five years to secure their intended benefits.
Duqm is no longer just a symbol of Oman's industrial ambition; it is becoming a bellwether for the country's broader economic future.
Its success or failure will offer early signals about whether Oman can transition from a hydrocarbon-dependent economy to a resilient, low-carbon, diversified growth model.
The blueprint revealed by Duqm Economist magazine is promising. Now, the challenge lies in execution — and speed.
If Duqm succeeds, Oman will not just participate in the future global economy — it will help shape it.

The Authority has emerged as an entity with the goal of supporting and developing the sector, contributing to the achievement of Oman Vision 2040 which aims for a sustainable, knowledge-based and innovation-driven economy. Recognising this pivotal role, a modern corporate visual identity was developed to reflect the Authority's vision, mission and core values, portraying it as a supportive and enabling entity for small and medium enterprises and entrepreneurs in the Sultanate of Oman. Halima al Zari, Chairperson of ASMED, stated, "We are pleased to launch the new visual identity. This is a testament to the Royal directives to make small and medium enterprises the foundation of the Omani economy. We will continue on this path in collaboration with our partners, embarking on a new journey of giving, belonging and innovation to support entrepreneurs for a prosperous economic future in the Sultanate of Oman and to achieve Oman Vision 2040." It is common for organisations to update their visual identity, with 75 per cent of companies redesigning their brand since 2020 in response to rapid changes in the market and public behaviour. The Authority's visual identity change was necessary to keep up with the fast-paced transformations in the business environment, improve communication with all sectors of the public, enhance digital interaction and support expansion and growth. The Authority mentioned that the identity development process involved a collaborative approach, including research and analysis of global and regional experiences, workshops and seminars, defining the strategy through vision, mission, values, and brand personality, as well as creative design elements such as logo design, colour and font selection and visual identity development.

Muscat – Eid al Adha habtas (traditional markets) have opened across several governorates in Oman, with a surge in commercial activity and public participation. These markets, held in the days leading up to the festival, are showcasing the country's deep-rooted cultural, social and commercial practices. In North Sharqiyah, villages are witnessing brisk trade, especially in Ibra, where evening habta gatherings are drawing large crowds. Open markets and consumer tents have become popular venues, creating a festive atmosphere while contributing to local trade. 'Markets in Sinaw are seeing exceptional commercial activity with the launch of the Eid al Adha habta. There's a strong turnout of shoppers and all necessities are readily available, especially in the livestock market, which is buzzing with activity ahead of the festival,' said Salem al Siyabi from the wilayat of Sinaw. For livestock breeders, the season presents a prime opportunity. Ahmed al Balushi from Suwaiq noted that the demands for sheep, cows and camels are high. 'The habta season presents a lucrative opportunity for breeders to sell their livestock through 'Al Munadah', a traditional bidding process that adds excitement to the sales.' Children are also having a noticeable presence at these markets, dressed in traditional Omani attire and enjoying toys, sweets and nuts. 'The habta truly captures the essence of our customs and traditions passed down through generations,' Balushi added. In North Batinah, merchant Abdullah al Wahaibi highlighted that the seventh day of Dhu al Hijjah typically marks the peak of the habta, as residents purchase Eid essentials such as Omani daggers, men's canes and traditional jewellery. 'These events help showcase local products, support small businesses and promote cultural continuity,' he said. In South Batinah, Nakhal Municipality has ramped up activities in villages and tourist areas ahead of Eid. Meanwhile, in Dakhliyah, preparations are under way with a focus on public hygiene, organising habta markets and livestock souqs, and holding traditional events across the governorate. Municipalities across the country are also prioritising health and safety, preparing slaughterhouses and conducting food safety inspections. Food and Health Control and Licensing departments are ensuring that hygiene standards are met in establishments handling food. To support small businesses and entrepreneurs, the Authority for Small and Medium Enterprises Development is holding Eid bazaars and product exhibitions in various governorates, promoting local crafts and productive families during the festive season.

MUSCAT: Oman's industrial exports witnessed a notable 8.6 per cent increase during the first quarter of 2025, reaching RO 1.618 billion, compared to RO 1.490 billion during the same period in 2024, according to data released by the National Centre for Statistics and Information (NCSI). Industrial exports accounted for 28 per cent of Oman's total exports. This growth was driven by strong performance across several industrial sectors, most notably the electrical equipment and machinery manufacturing sector, which recorded exceptional growth of 141 per cent, with its exports rising to RO 128 million compared to RO 53 million in Q1 2024. The metal products sector followed with a 14.1 per cent increase in exports, reaching RO 462 million, fueled by rising international demand for high-quality Omani products. Khalid bin Salim al Qassabi, Director General of Industry at the Ministry of Commerce, Industry and Investment Promotion (MoCIIP), stated that these positive results reflect the strength and diversity of Oman's industrial sector. He emphasised the ministry's ongoing implementation of integrated industrial policies aimed at enhancing the competitiveness of Omani products in regional and global markets while boosting industrial exports. He said that the electrical equipment and machinery sector is experiencing rapid growth due to increasing demand, driven by infrastructure expansion projects —particularly in electricity networks, utilities and new cities — alongside growing investments in renewable energy-related industries. Khaled Salim al Qasabi He affirmed that this sector is a priority under Oman's Industrial Strategy 2040, given its role in developing supply chains, enhancing value-added economic activities, supporting entrepreneurship and localising advanced technologies. Jassim bin Saif al Jadidi, Technical Director at the MoCIIP, highlighted ongoing efforts to strengthen the presence of Omani products in regional and global markets —a key objective of the industrial strategy and a pillar of economic diversification under Oman Vision 2040. He explained that these efforts include launching qualitative initiatives to improve the efficiency and quality of national products by supporting local manufacturers in adhering to the highest technical standards and international certifications. This enhances competitiveness and consumer confidence in Omani products. He added that the ministry, in coordination with relevant entities, is working to open new markets for Omani exports by activating regional and international trade agreements, participating in trade exhibitions and missions and providing incentives and facilities for Omani exporters. Additionally, the ministry is promoting knowledge-based and advanced technology industries, including artificial intelligence and Fourth Industrial Revolution technologies, which play a pivotal role in improving product quality, reducing costs and achieving sustainable industrial growth. These efforts contribute to strengthening the national economy, generating quality job opportunities for Omani talent and positioning Oman as a promising industrial and logistics hub in the region. — ONA
