Delhi schools told to form special cells for out-of-school children

NEW DELHI: In a major move to address the rising number of out-of-school children in Delhi, the city government has directed all schools under the Department of Education (DoE), Municipal Corporation of Delhi (MCD), Delhi Cantonment Board (DCB), and New Delhi Municipal Council (NDMC) to establish Special Admission Cells (SACs).
These dedicated cells will focus on enrolling children who have never been to school, including those with disabilities and those who dropped out due to socio-economic reasons.
Education officials have described the initiative as a 'targeted rescue mission for education' aimed at reintegrating vulnerable students into the formal education system.
The SACs will be responsible for not only admitting these children but also for ensuring they remain in school, track their attendance, and support their academic progress.
Each SAC will be composed of the school's head, the admission in-charge, a vocational guidance counselor or an expert with similar skills, and the Cluster Resource Centre Coordinator (CRCC), who will provide data on out-of-school children (OoSC). The goal is to simplify admission procedures, counsel parents and children, and address any barriers preventing enrollment.
'The idea is to not just admit them, but to track their attendance, support their learning, and ensure they don't fall through the cracks again,' said a senior education department official.
Key responsibilities of the SACs will include time-bound admissions, tracking academic performance and attendance, and ensuring the retention of enrolled children.
The cells will also meet regularly to assess the progress of out-of-school children, update data with the UDISE Plus system, and identify and address dropout cases by providing targeted support to students and their families. Additionally, SACs will provide a bi-weekly report to the headquarters on the status of admissions, attendance, textbooks, uniforms, assessment, and plans for mainstreaming these children into the formal education system.
Government estimates suggest that hundreds of children in Delhi remain outside the education system due to work, migration, or a lack of awareness about their educational rights.

At least 50% of seats are reserved for students from government-run and aided schools, including those under DoE, MCD, NDMC, Kendriya Vidyalayas, and Jawahar Navodaya Vidyalayas. A 5% relaxation in eligibility marks will be provided for students from SC, ST, OBC (non-creamy layer), and Children With Special Needs (CWSN) categories. Exam Pattern The admission test will be an OMR-based objective exam, carrying 100 questions for 100 marks. It will be bilingual (Hindi and English) and without negative marking. The test duration is 150 minutes, with additional time for CWSN candidates. The paper will cover: Hindi Language - 15 marks English Language - 15 marks General Awareness - 15 marks Mental Ability - 25 marks Numerical Aptitude - 30 marks How To Apply Interested students can submit their applications online through the DoE portal until August 22, 2025 (11:59 pm). NEW DELHI: In a major development, the Delhi government has announced that 33 CM Shri Schools across the city will conduct admission tests for Classes VI, VII, and VIII for the academic session 2025–26. The Directorate of Education (DoE) on Tuesday issued detailed guidelines for the entrance examination, which aims to identify meritorious students for entry into these model schools. These schools, designated as 'specified category' under the Right of Children to Free and Compulsory Education (RTE) Act, 2009, are envisioned as model institutions equipped with advanced infrastructure and modern pedagogical practices aligned with NEP 2020, CBSE, and NCERT norms. The admission process is aimed at ensuring transparency and merit-based selection, with a special focus on high-performing and deserving students. Notably, 50% of the available seats will be reserved for students currently enrolled in Delhi government-run schools, including MCD, NDMC, Kendriya Vidyalayas, Jawahar Navodaya Vidyalayas, and government-aided schools. Only Delhi residents currently studying in Classes V, VI, and VII in recognised schools are eligible to apply for Classes VI, VII, and VIII, respectively. A relaxation of 5% in eligibility marks will be offered to students belonging to SC/ST/OBC (non-creamy layer) and children with special needs (CWSN), as per DoE policy. The Delhi government has announced that an entrance examination will be conducted for admissions to Classes 6 to 8 in 33 of the 75 newly shortlisted CM SHRI schools for the academic session 2025–26. The Directorate of Education (DoE) has issued detailed guidelines and named the entrance exam the CM SHRI Schools Admission Test 2025. The CM SHRI schools, which have been designated as 'Specified Category' institutions under Section 2 of the Right to Education (RTE) Act, 2009, aim to transform existing government schools into model institutions. These schools will incorporate modern infrastructure and innovative teaching methods aligned with the National Education Policy (NEP) 2020. According to the DoE guidelines, the admission test will follow a 'fair, transparent and merit-based selection process." Only students currently residing in Delhi and enrolled in Classes 6, 7 or 8 in any recognised Delhi-based school during the 2025–26 session will be eligible to apply. At least 50 per cent of the total seats in each CM SHRI school will be reserved for students enrolled in government or government-aided schools in Delhi, including institutions under the DoE, MCD, NDMC, Kendriya Vidyalayas, and Jawahar Navodaya Vidyalayas. The application process for the entrance test will be conducted online. The registration window will open on July 30 and remain active until August 15. Admit cards for eligible candidates will be released on August 23, while the entrance test is scheduled to be held on August 30 from 11 am to 1:30 pm. As per the guidelines, the test will be an OMR-based, objective-type examination with no provision for negative marking. It will be conducted in both Hindi and English and will assess candidates across five sections: Hindi, English, General Awareness, Mental Ability, and Numerical Aptitude. The total duration of the exam will be 150 minutes, with additional time allotted for CWSN candidates as per prevailing norms. The results of the entrance test will be declared on September 10, and all admissions will be finalised by September 15. The DoE has also confirmed that test centres will be established across various schools under its jurisdiction to ensure easy accessibility for students from all parts of the city. The CM SHRI schools are expected to be inaugurated in September, an official said, as preparations for their operationalisation are underway. The initiative, announced earlier this year, aims to provide 'high-quality, future-ready education" in Delhi's government schools. Earlier, Education Minister Ashish Sood had said that the government had provisionally shortlisted 75 schools to be developed under the CM SHRI scheme. Modelled after the Centre's PM SHRI schools, these institutions will follow the NEP 2020 and implement the National Curriculum Framework (NCF) 2023. Officials added that these schools are being built with an emphasis on sustainability, designed to operate as zero-waste and solar-powered campuses. They will feature AI-enabled libraries, smart classrooms equipped with augmented reality (AR) and virtual reality (VR) tools, biometric attendance systems, smartboards, and robotics laboratories to foster innovation and creativity among students. In another major shift, the Delhi government is phasing out the Delhi Board of School Education (DBSE). All schools currently affiliated with DBSE will now be transitioned to the Central Board of Secondary Education (CBSE).
