BRICS' declaration likely to include Pahalgam attack
This will be a boost for India, which is trying to rally the international community toward joint action on terrorism. ET has learnt that after intense negotiations in the run-up to the summit, the BRICS grouping — Brazil, Russia, India, Russia, China, South Africa, Iran, Saudi Arabia, UAE, Egypt, Ethiopia and Indonesia — has agreed to include most of India's references to the Pahalgam terror attack in the leaders' statement.
An official of one of the BRICS member states, who did not wish to be named, said that the group has always found a mechanism to arrive at a consensus and produce a common language or approach on critical issues like terrorism. Another official said BRICS is working on a formulation that conveys its stance on international terror.At the recent defence ministers' meeting of the Shanghai Cooperation Organisation (SCO), only one country blocked any reference to the Kashmir terror attack, external affairs minister S Jaishankar had remarked, without naming Pakistan. India did not sign the joint statement and, therefore, the document could not be adopted.Prime Minister Narendra Modi, who will reach Rio de Janeiro for the BRICS summit on July 5 — his third stop in the five-nation tour — will emphasise the need for a strong anti-terror formulation by the BRICS in his interventions at the summit, ET has learnt.

In June, the parliaments of BRICS nations had strongly condemned the Pahalgam terrorist attack and agreed to cooperate on a policy of zero tolerance against terrorism. Lok Sabha Speaker Om Birla had led the Indian delegation to the 11th BRICS Parliamentary Forum in Brasilia on June 4-5. Besides the Pahalgam terror attack, India's leadership in the BRICS Startup Forum is also likely to be adopted by the leaders. The BRICS Startup Forum aims to promote cross-border collaboration among the member nations through entrepreneurial activities. The BRICS Startup Knowledge Hub was launched on January 31 this year as part of the Startup Forum.

Besides the BRICS summit, Modi will make a state visit to Brazil, and the two nations are expected to conclude several pacts, including in the areas of defence and counter-terrorism.Modi is likely to meet other BRICS leaders on the sidelines of the summit, including from South Africa, Indonesia, the UAE, Ethiopia and possibly Iran, besides the BRICS partner countries.

Tuesday's meeting will attempt to secure a final decision from the family on whether they will accept diya (blood money), as allowed under Shariah law. If agreed, this would offer a legally sanctioned route to halt Priya's execution. 'We see the agreement of the family to hold talks with representatives of the Sufi spiritual leader as a positive signal,' the source added. The government, meanwhile, told the Supreme Court on Monday that there is 'nothing much' it can do diplomatically, given the status of Yemen and the absence of formal recognition of its authorities. "The Government of India is trying its best," Attorney General R Venkataramani told the bench. "We have also engaged with some sheikhs who are very influential people there." He added: 'Yemen is not like any other part of the world where, through diplomatic processes or inter-governmental negotiation, something can be sought. It is very complex.' ISMA urges Govt to continue with curbs on ethanol imports
New Delhi: The Indian Sugar Mills Association (ISMA) has urged the government to continue with the restrictions on ethanol imports as the measure has spurred India's petrol blending programme in the drive to green energy and also enabled timely payments to sugarcane farmers. ISMA has, in a letter to Commerce and Industry Minister Piyush Goyal, referred to media reports suggesting the possible consideration of lifting restrictions on ethanol imports for fuel blending, as part of ongoing trade discussions with the US. The latter states that over the last few years, the Government's clear and forward-looking policy direction-anchored in the National Policy on Biofuels which led to placing ethanol imports for fuel under the 'restricted' category, has laid a solid foundation for a self-reliant, domestic ethanol economy. The interest subvention schemes and facilitative regulatory ecosystem have catalysed the establishment and expansion of indigenous ethanol capacities across India, the letter points out. These landmark interventions have achieved multiple national objectives of ensuring timely payments and enhanced incomes for sugarcane farmers, reducing India's dependence on imported crude oil and promoting clean and sustainable biofuels, the letter states. It highlights that the coordinated effort has led to India's ethanol production capacity growing by over 140 per cent since 2018, with investments exceeding Rs 40,000 crore. Ethanol blending has already reached 18.86 per cent and is firmly on track to meet the 20 per cent blending objective ahead of target. This remarkable progress has been made possible due to the Prime Minister's visionary leadership and unwavering commitment to the welfare of India's farmers. This has had a direct and measurable impact on farmers' welfare. By allowing the diversion of sugarcane and surplus grains into ethanol production at administered prices, the government has enabled timely cane payments and improved farm-level incomes across the country, the letter added. The latter states that opening up ethanol imports for blending would pose challenges to the sugar industry as it would affect profitability and may lead to underutilisation of Indian ethanol plants, many of which are still in the early stages of capital recovery.

Row erupts after 9 workers from West Bengal detained in Chhattisgarh for ‘not producing documents'
A political row has erupted over the detention of nine migrant workers from West Bengal in Chhattisgarh's Kondagaon district for allegedly staying there for several days without submitting documents to local authorities, The Indian Express reported on Tuesday. Trinamool Congress MP Mahua Moitra described the detention as a case of 'state-sponsored kidnapping' by the Chhattisgarh government and the police. The Kondagaon Police told The Hindu that the nine men were detained on Saturday and released on Monday. Superintendent of Police Akshay Kumar said that the workers were residing in the district for the past three months but had not informed their local police station despite repeated announcements. 'Day before yesterday, we found them during patrolling,' The Hindu quoted Kumar as having said on Monday. 'When we asked for their names and IDs they did not produce and started misbehaving with us.' Kumar added that the police prepared a memorandum and produced the men before the sub-divisional magistrate. Following this, the men were detained under a section of the Bharatiya Nagarik Suraksha Sanhita that allows a magistrate to order persons suspected of concealing their presence to commit a cognisable offense to execute a bond for good behaviour. The superintendent of police added that all nine men had been released and that it was up to them if they wanted to stay in Kondagaon or return to West Bengal, The Hindu reported. A habeas corpus petition was filed in the matter before the Chhattisgarh High Court on Monday, The Indian Express reported. On Monday, Moitra said that the Chhattisgarh Police had detained the men, all residents of her Krishnanagar constituency in West Bengal, despite them having gone to the state through a labour contractor and with documentation and verification. The men were working as masons at a private school on a construction site in Kondagaon's Albedapada, the MP added. 'On July 12, police came to the site where they were staying and picked them up,' Moitra alleged. 'All of them had valid documents. Their mobiles phones have been switched off. We have got information from their family members that they have been put in Jagdalpur jail in the neighbouring [Bastar] district.' Moitra added that neither the Bengal government nor their families were informed about the detention. 'We have not got a copy of the detention order or a hearing; they had no access to a lawyer or a phone call,' she said. 'They say they have been released, but there is no mobile phone contact.' Claiming that the Kondagaon superintendent of police had told her that he did not want the workers in the district, the Trinamool Congress MP asked why Indian citizens who were working legally needed to leave the state. The allegations came nearly a month after four men from West Bengal, who had been picked up by the Maharashtra Police and 'pushed' into Bangladesh, were brought back on June 15. The Murshidabad Police in West Bengal had presented proof of them being Indian citizens. Over the past month, Indian authorities have been pursuing a policy to 'push' individuals claimed to be undocumented migrants into Bangladesh. Many of those 'pushed' into the country claim they are Indian citizens. India has 'pushed back' more than 2,000 persons into Bangladesh since the country launched ' Operation Sindoor ', a military operation against terrorist camps in Pakistan and Pakistan-occupied Kashmir. The legality of the 'push back' policy has been debated in India and internationally. Experts have told Scroll that the policy violated India's obligations under international law and customary international law.
