Enhanced revenue collection, economic growth: FBR introduces substantial amendments to Customs Act, 1969

LAHORE: The Federal Board of Revenue (FBR) has introduced substantial amendments to the Customs Act, 1969, as part of the Finance Act 2025. These changes aim to enhance revenue collection, streamline import and export processes, and promote economic growth.
The 2025 amendments to duty rates bring significant changes across multiple sectors — from textiles and electronics to building materials, automobiles, and beyond.
Key changes included Cargo Tracking System (CTS), tariff rationalisation, reduction in Additional Customs Duty (ACD) rates, Regulatory Duty (RD) Regime, exemption regime, and sector-specific changes.
So far as CTS is concerned, a new section 83C has been added to the Customs Act, 1969, introducing CTS to monitor imports, exports, and transit goods. The system will be implemented once the necessary technological infrastructure is developed.
On the tariff rationalisation front, new tariff slabs of 5%, 10%, and 15% have been introduced, while existing slabs of 3%, 11%, and 16% have been abolished. The 0% tariff slab has been extended to further 916 PCT codes.
Similarly, Additional Customs Duty (ACD) rates have been reduced on various tariff slabs, including 0%, 5%, and 10%, with some exceptions.
In addition, Regulatory Duty (RD) rates have been revised downward on 1011 PCT codes, with a maximum rate reduction from 90% to 50%.
On the front of exemption regime, 479 entries in Part-1, Part-III, and Part-VII of the Fifth Schedule to the Customs Act, 1969, have been deleted to streamline and reduce the cost of exemptions.
Regarding sector-specific changes, knitted fabrics will now attract a duty rate of 20% or Rs 115/kg, whichever is higher in textiles. Interactive Flat Panel Displays will attract a duty rate of 20% in electronics.
Duty rates on motor vehicles for transport of goods and passengers have been revised in automobiles and duty rates on solar cells and modules have been reduced in solar energy sector.
So fast as implementation is concerned, the changes are effective from various dates, including February 2, 2025, and May 1, 2025. The FBR has directed concerned officers and officials to carefully review the budget documents to avoid misinterpretation or misapplication of the budgetary measures.

It was learnt that international experts' recommendations will also be incorporated into tax reforms and the digitisation of various economic sectors. The meeting was also presented with additional proposals for FBR reforms. Industry awaits SRO on 18% cotton import tax

Listen to article The Pakistan Business Forum (PBF) has called on the Federal Board of Revenue (FBR) to immediately issue a Statutory Regulatory Order (SRO) for imposing 18% general sales tax (GST) on imported cotton, as outlined in the Finance Bill 2025. In a statement, the PBF emphasised that despite clear announcement in the federal budget to tax the imported cotton, its implementation was pending due to the absence of the required SRO. "More than three weeks have passed since approval of the budget, yet the delay continues without any justifiable reason." According to the PBF, credible reports indicate that certain influential interest groups are obstructing the issuance of the SRO. "The government must ensure transparency and move forward in the interest of local cotton growers and the economy," said PBF Chief Organiser Ahmad Jawad. The forum cautioned that cotton imports had exceeded domestic production for the first time in Pakistan's history – a development that poses serious risks to sustainability of textile and agriculture sectors. "The FBR must act urgently, keeping in view the seriousness of the issue and release the SRO without further delay," it said. The forum disclosed that importers had already entered into agreements for 7.5 million bales of cotton from international markets. "After much effort, local cotton farmers finally achieved a level playing field through legislation. The time has come to translate that into action," Jawad said. To reclaim Pakistan's status as a leading cotton-producing nation, he underlined the need for federal and provincial governments to launch a nationwide cotton revival programme. He recommended that the import of raw material, especially those impacting domestic industries, should be entirely excluded from the Export Facilitation Scheme. The forum also expressed concern over the current state of cotton crops. According to the latest figures, Sindh's performance remains particularly troubling, with reported supply of only 152,650 bales so far this year, compared to 327,666 bales in the same period of last year – a decline of 53%. In contrast, Punjab has shown relatively better results, with supply of 145,101 bales, reflecting a 27% rise over last year. Notable growth has been observed in several districts, including Khanewal (28,825 bales), Vehari (33,950 bales), Dera Ghazi Khan (19,397 bales) and Rajanpur (9,200 bales) – all recording improved yields.
