Gobind: 13MP Highlights Technology, AI To Boost Malaysia's Digital Transformation

KUALA LUMPUR, Aug 13 (Bernama) -- The 13th Malaysia Plan (13MP) clearly emphasises technology, particularly artificial intelligence (AI), in line with the government's push to accelerate the country's digital transformation, said Digital Minister Gobind Singh Deo.
He said one of the key priorities highlighted by Prime Minister Datuk Seri Anwar Ibrahim is the development of the AI Nation Framework, which aims to fully leverage the country's 5G network to create digital solutions, including smart city initiatives using existing data.
'The 13MP also emphasises 'data commission'. The Prime Minister has made it clear that the concept of a data bank is closely linked to digital trust, among other related areas.
'These are steps that we see as supporting the aspiration to achieve AI nation status in the near future,' Gobind told reporters after launching the 5G Enterprise and AI City Grant today.
He said this initiative will be featured at the upcoming Smart City Expo Kuala Lumpur 2025 (SCEKL25), scheduled for Sept 17–19, which will serve as a platform to showcase Malaysia's smart city transformation and foster collaboration among city leaders, innovators, and digital solution providers.
Leveraging world-class 5G connectivity, the minister said Digital Nasional Bhd (DNB) and the Malaysia Digital Economy Corporation (MDEC) have been tasked with leading the AI Cities initiative, which builds upon and complements the Smart Cities programme under the Ministry of Housing and Local Government.
'I hope these efforts have — and will continue to — lay the groundwork for real, actionable innovation. By aligning strategic leadership with on-the-ground execution, we have seen how national initiatives can translate into meaningful local impact.
'The grants awarded today are a direct outcome of this alignment — where policy meets purpose, and vision meets implementation,' the minister said.
The grant was awarded to 14 recipients, comprising universities, companies, and local authorities.

KUALA LUMPUR: Prime Minister Datuk Seri Anwar Ibrahim is set to deliver a major address to Malaysia's civil servants at the 20th edition of the Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX) tomorrow, held at the Putrajaya International Convention Centre (PICC). Dr Saharah Sapiyi, Head of the Centre for Communication and Language Studies at the National Institute of Public Administration (Intan), said the prime minister's address, scheduled for 3.30pm, will be the highlight of the annual event. "MAPPA XX provides a key platform for the prime minister to engage directly with civil servants and communicate his vision for the nation. It is typically where major announcements related to the civil service are made. "Last year, the prime minister unveiled the Public Service Remuneration System (SSPA), and this year, we have been informed that new announcements will be made, including the launch of the Public Service Talent Development Policy, which will serve as a guide for heads of departments and agencies in nurturing talent within their organisations," she said during a video call on Bernama TV's Malaysia Petang Ini programme. Saharah added that this year's MAPPA would be held under the theme Perkhidmatan Awam MADANI Teras Kecemerlangan (Madani Civil Service: Pillar of Excellence), which highlights not only leadership aspirations but also a reflection of the core Madani values guiding Malaysia's current governance reforms. "The event also emphasises the civil service reform agenda led by the Chief Secretary to the Government, alongside values-driven service excellence promoted by the director-general of Public Service," she said. Saharah said prior to the main address, civil servants attending MAPPA XX would be invited to participate in the Tazkirah Jumaat (religious reflection session) at 12.45 pm, followed by Friday prayers at Dewan Putra, PICC, which can accommodate up to 1,000 worshippers. Other activities in conjunction with MAPPA XX include the Cakna Inspirasi Forum at 2.30pm, focusing on social media and the spirit of independence, as well as 43 exhibition booths showcasing ministries, government agencies, and departments from 9am to 5pm. These booths will feature services such as traffic summons payment and discounts, as well as admissions information from higher education institutions. - BERNAMA

In a statement today, the AGC said this was because the royal pardon granted by the 15th Yang di-Pertuan Agong stated that Anwar had been fully pardoned and regarded as a person who had never committed any offence. 'Any challenge to the election of an MP should be through an election petition, as provided for under Article 118 of the Federal Constitution, and must be filed within the time frame set out under Section 38 of the Election Offences Act 1954,' it said. The AGC was responding to a suit filed by former Minister in the Prime Minister's Department P. Waytha Moorthy, who is seeking to nullify Anwar's election as Tambun MP and his appointment as Prime Minister. It said Waytha Moorthy's action was based on the argument that the pardon granted to Anwar did not include the annulment of his disqualification under Article 48(1)(e) of the Federal Constitution. 'The AGC respects the right of any individual to file an action in court. In this matter, the Court of Appeal, in the case of Datuk Seri Anwar Ibrahim v Mohd Khairul Azam Abdul Aziz [2023] 2 MLJ 545, decided that the King has the power to grant a pardon in respect of a conviction and sentence,' it said. On Aug 12, Waytha Moorthy filed an originating summons in the High Court here seeking a declaration that Anwar's appointment as Prime Minister on Nov 24, 2022, was unconstitutional, null and void. KUALA KETIL: The state government will press for the inclusion of the Kulim International Airport (KXP) project in the 13th Malaysia Plan (13MP), describing it as crucial not only for Kedah, but also for the nation. State Industry and Investment Committee chairman Dr Haim Hilman Abdullah said the state's vision for a dedicated cargo airport was not intended to compete with Penang, but to complement it while positioning Kedah as a hub for northern regional development. "However, the federal government still views this project as if it is solely for Kedah, when in fact, we see it as a catalyst for northern regional development covering Kedah, Perlis, Penang and northern Perak. "This is a large and high-potential region that deserves federal support," he said at a press conference after a town hall with the Kedah State Development Corporation (PKNK) and industrial players here. Also present was PKNK chief executive officer Datuk Isahak Murat. Haim said the state's push for the project was within national interest. "Kedah is not just for Kedah, Kedah is for Malaysia. We hope the federal government can see the strategic position of the state in becoming an industrial development hub supported by infrastructure such as this cargo airport." He said six of the eight requirements for the project had been met, with only two outstanding, namely, obtaining the aerodrome licence and securing the airport's inclusion in the National Aerospace Strategic Plan. The state government, he added, had also submitted other proposals to Putrajaya for consideration in 13MP. "Many projects, whether related to logistics such as roads, airports and ports, or other aspects of economic development in Kedah, need to be prioritised and expedited," he said. In the town hall, Haim said the issues raised by industrial players were matters that could be addressed through the involvement and commitment of the relevant agencies. "This initiative by PKNK is commendable. The most important step after this session is to compile the list of issues and channel them to the relevant agencies. From there, we will obtain feedback on the timeframe for resolving these matters," he added.
