The Hindu2 days ago
The condition of one of the nine injured in Friday's cylinder blast was said to be critical.
Doctors at the Mahabodhi Burns Care Centre, on the premises of State-run Victoria Hospital, said an eight-year-old child has suffered 45% burns, apart from respiratory burns.
The child's mother, Kasturiamma, has suffered 35% burns, along with inhalation burns, and both of them were being monitored in the ICU, said Yogeshwarappa C.N., Head of the Department of Plastic Surgery and Burns at the hospital.
'We are evaluating the child for a head injury. We are closely monitoring them as both of them have suffered inhalation burns,' the doctor said.
Hand amputated
Apart from these two, three injured persons are under treatment at the State-run Sanjay Gandhi Institute of Trauma and Orthopaedics. Of the three, a 60-year-old woman, Sarasamma, has suffered severe crush injuries in her right arm. Doctors said her right hand had to be amputated above the elbow as her blood vessels were injured and badly contaminated. 'The injuries were so severe that even reconstruction would not have helped,' said Madan Ballal, director of the institute.
'The other two - a 40-year-old woman and a 38-year-old man - have suffered minor ear injuries and a head concussion. Both are likely to be discharged in a day,' Dr. Ballal said.
The remaining four have suffered minor injuries and one of them was seen in the Emergency at NIMHANS. 'He did not require admission as he had minor injuries,' said Resident Medical Officer H.N. Shashidhara.

Sukhu govt to set up boards to combat drug menace

The Himachal Pradesh government will set up Nasha Mukti Roktham and Punarvas Board to combat the growing drug menace in the state. Chief minister Sukhvinder Singh Sukhu at Sarkhagaht on Friday said that the board, aimed at preventing drug abuse and reintegrating youth trapped in addiction, will consist of experts from various departments, including home, health, social justice and empowerment, education, youth services & sports, panchayati raj and prison, along with NGOs and social scientists. (HT File) The government is also considering the establishment of a separate de-addiction center for women. Health and family welfare minister Dr (Colonel) Dhani Ram Shandil said earlier this week that the government is exploring options for a women-specific facility, in addition to a potential government-run de-addiction centre in Shimla. The issue of lack of rehabilitation centres in the state had also triggered a verbal slugfest between governor Shiv Pratap Shukla and chief minister Sukhvinder Singh Sukhu. Governor Shiv Pratap Shukla said, 'There is only one Red Cross-run drug rehabilitation centre in Kullu. We have been hearing about identification of land for setting up a centre in Sirmaur but nothing is moving on ground. This shows the seriousness of the government.' In response to the growing heroin problem in the state, the chief minister also announced the launch of Anti-Chitta Volunteer Scheme. 'These young volunteers will not only help in preventing the spread of chitta but will also assist in awareness campaigns and in providing timely confidential information to the police so that strict action can be taken against drug mafias. A provision for incentive payments will also be made for these volunteers,' the CM added. The CM further said that the government has implemented PIT NDPS Act and seized property worth over ₹42 crore from drug mafias. 'The state has made chitta testing mandatory in police recruitment and to eradicate chitta (heroin) from its roots, I have directed the formation of anti-drug committees in villages and panchayats. Police will gather drug-related information from panchayat secretary, ASHA and anganwadi workers and police constables and share it with the committee. I want timely action on the reports,' he added. The previous BJP government had also constituted a Himachal Pradesh Nasha Nivaran Board for a period of two years which failed to make significant progress.

Monthly premium for Phase 2 of Medisep enhanced to ₹750

The State has issued a government order (GO) approving Phase 2 of Medical Insurance Scheme for State Employees and Pensioners (Medisep), specifying that the monthly premium for the Phase 2, including taxes, will be enhanced to ₹750, subject to the finalising of the bid. The monthly premium during Phase 1 had been ₹500. The scheme covers over 30 lakh individuals, including some 5.45 lakh government employees, 5.89 lakh pensioners and their dependents. The State Cabinet had earlier approved Medisep 2, with enhanced insurance cover and a larger package of procedures and larger coverage of catastrophic illnesses. The Cabinet which met here recently had approved Phase 2 of Medisep, which has been revamped as per the recommendations of the expert committee that the government had entrusted it to, offers an enhanced basic coverage of ₹5 lakh. The policy period will be for two years and a 5% increase in premium and package rates will be allowed for the second year The GO has approved in principle, the expert committee's recommendation that Medisep be extended to employees and pensioners in public sector undertakings, Corporations, autonomous, statutory bodies and the cooperative sector who do not have the Employees' State Insurance (ESI) benefit. The respective institutions should directly approach the selected insurance company with necessary data and ensure premium payment for enrolling the beneficiaries. The beneficiaries (employees and pensioners) will be provided insurance coverage at the same terms and conditions of Medisep 2 More than 2,100 procedures are included in the basic benefit package for availing around 41 specialised treatment. Medisep 2 has been revamped on the basis of Health Benefits Package (HBP) 2022, the latest and scientific health costing package formulated by the National Health Authority. The expert committee had also suggested essential empanelment of specialised national-level institutions like the Sree Chitra Tirunal Institute for Medical Sciences and Technology. If empanelment is not feasible, all the treatments availed from these institutions will be reimbursed by the insurer to the beneficiaries based on the package rates of the revised scheme.
