Over 2.2 cr SC students benefited from scholarship schemes in 5 years: Govt

New Delhi, July 23 (UNI) Over 2.2 crore students hailing from the Scheduled Caste category in the country have availed of the Post Matric Scholarship Scheme, while 20,340 students have benefited under the Top-Class Education Scheme over the last five years, the government informed the Rajya Sabha today.
Financial assistance and scholarships extended under the PMS and the Top-Class Education Scheme for Scheduled Caste (SC) students have significantly improved access to higher education and contributed to elevating the academic standards among SC communities, said the Union Minister of State for Social Justice and Empowerment, Ramdas Athawale, in a written reply.
He said the schemes have not only alleviated the financial burden on beneficiaries but also facilitated greater access to quality education across the country. In the past five years, 2,22,31,139 and 20,340 SC students have benefitted under Post Matric Scholarship Scheme and Top-Class Education Scheme respectively, said the Minister.
He noted that these schemes have played a crucial role in enhancing educational opportunities for SC students, thereby promoting socio-economic mobility, expanding career opportunities, and addressing the long-standing issues of economic and social backwardness in these communities.
The beneficiaries have pursued higher education in various reputed institutions including IITs, IIMs, IIITs, AIIMSs, NITs, NIFTs, NIDs, IHMs, NLUs, among others. Many have gone on to achieve notable success in their respective domains, the Minister added.

External Affairs Minister S Jaishankar on Wednesday made it clear that there was no third party intervention in bringing about a ceasefire with Pakistan during Operation Sindoor, asserting that the halting of the Operation was not linked to trade. Intervening in the special discussion on Operation Sindoor in the Rajya Sabha, Jaishankar said Prime Minister Narendra Modi and US President Donald Trump did not have any phone calls between April 22 and June 16. The Opposition has been attacking the government on claims made by Trump on mediation in halting of hostilities between India and Pakistan by using the threat of trade. He said India will not tolerate any cross-border terrorism and has responded to Pakistan by carrying out Operation Sindoor and will continue to do so whenever the neighbouring country attacked again. Noting that the Pahalgam terror attack was absolutely unacceptable, he said a redline was crossed by Pakistan and there had to be accountability and justice. "Blood and water will not flow together," he said, justifying India's suspension of the Indus Water Treaty with Pakistan. Jaishankar said the Modi government has corrected wrongs of Nehru's policies by suspending the Treaty. The Treaty signed by then Prime Minister Jawaharlal Nehru was not to buy peace, but for appeasement. The External Affairs Minister said terrorism is now on the global agenda only because of the efforts of the Modi government. He said India exerted huge pressure on Pakistan through the Financial Action Task Force (FATF) process and also despite not being a member of the UN Security Council, India was able to get UN recognition that The Resistance Front (TRF) is proxy of Pakistan-based LeT. The TRF had claimed responsibility for the Pahalgam attack.

After a week of washout, will debate on Operation Sindoor bring order in the House?

Protests over the Special Intensive Revision (SIR) exercise in Bihar largely gutted proceedings last week in Parliament. This week, a change is expected as Lok Sabha takes up a discussion on the Pahalgam attacks and Operation Sindoor. Rajya Sabha shall resume its suspended discussion on The Carriage of Goods by Sea Bill, 2025. On Friday (July 25), Opposition members, including Congress president Mallikarjun Kharge and Lok Sabha leader of opposition Rahul Gandhi, held a protest in the Parliament complex, tearing and disposing of SIR posters in the bin in a symbolic rejection of exercise. Sloganeering continued once Lok Sabha resumed business for the day, leading to multiple adjournments. Later in the day, Lok Speaker Om Birla called a meeting of Lok Sabha floor leaders of parties with five or more MPs, seeking to put an end to the current parliamentary logjam. A consensus was reached, and Lok Sabha is expected to function normally from today. The Supreme Court hearing on the SIR, however, is scheduled for today, leaving slight possibilities open for new disruptions in House proceedings. In the Rajya Sabha, new members from Tamil Nadu took oath in the Rajya Sabha. This included actor and Makkal Needhi Maiam (MNM) founder Kamal Haasan, former Additional Advocate General and incumbent MP P. Wilson, poet Rajathi alias Salma, and S.R. Sivalingam – all backed by the DMK and its allies. AIADMK's I.S. Inbadurai and M. Dhanapal are expected to take oath today. Discussion on any bill, however, did not take place, with quick adjournments following the start of business for the day. Chair Jagadambika Pal made an impassioned plea for peace in the House, stressing that Friday was the only day set aside for Private Members' Bills, and that several members wished to introduce bills on important subjects. He highlighted that the entire week had been washed out and asked members to go home over the weekend and ask their constituents if they wanted them to discuss issues or create furore in the house. His pleas failed to cur the ice, and the House was adjourned for the day sans much progress. Since the passing of the Bills of Lading Bill, 2025 on the very first day of the Monsoon session (July 21, 2025), the Rajya Sabha has conducted little legislative business of note. An unexpected development had also emerged in the form of the resignation of Vice President Jagdeep Dhankhar, the de facto chair of the Rajya Sabha. Now, the secretary-general of the Rajya Sabha P.C Mody has been appointed as the returning officer for the vice presidential poll. At the heart of the contention between the Centre and the outgoing vice-president Jagdeep Dhankhar is the notice for impeachment motion against Justice Varma moved by the Opposition in Rajya Sabha. Government sources stated that the motion in the Rajya Sabha is not admissible on technical grounds, since it has incomplete paperwork. The motion is now expected to be taken up only in the Lok Sabha, where, if admitted, a three member-panel will be formulated by Lok Sabha Speaker Om Birla, comprising a Supreme Court Judge, a high court judge and an eminent jurist.
