Over 2.2 cr SC students benefited from scholarship schemes in 5 years: Govt
New Delhi, July 23 (UNI) Over 2.2 crore students hailing from the Scheduled Caste category in the country have availed of the Post Matric Scholarship Scheme, while 20,340 students have benefited under the Top-Class Education Scheme over the last five years, the government informed the Rajya Sabha today. Financial assistance and scholarships extended under the PMS and the Top-Class Education Scheme for Scheduled Caste (SC) students have significantly improved access to higher education and contributed to elevating the academic standards among SC communities, said the Union Minister of State for Social Justice and Empowerment, Ramdas Athawale, in a written reply. He said the schemes have not only alleviated the financial burden on beneficiaries but also facilitated greater access to quality education across the country. In the past five years, 2,22,31,139 and 20,340 SC students have benefitted under Post Matric Scholarship Scheme and Top-Class Education Scheme respectively, said the Minister. He noted that these schemes have played a crucial role in enhancing educational opportunities for SC students, thereby promoting socio-economic mobility, expanding career opportunities, and addressing the long-standing issues of economic and social backwardness in these communities. The beneficiaries have pursued higher education in various reputed institutions including IITs, IIMs, IIITs, AIIMSs, NITs, NIFTs, NIDs, IHMs, NLUs, among others. State hasn't yet recommended Kudubi community in SC list: MP
Mangaluru: Dakshina Kannada MP Capt Brijesh Chowta said there was no recommendation from Karnataka govt to include the Kudubi community in the scheduled caste list. "Ramdas Athawale, minister of state for social justice and empowerment, stated that the Centre had not received any recommendation from the Karnataka govt to include the Kudubi community in the SC list," the MP said. "In response to an unstarred question posed in the Lok Sabha regarding the proposal to include the Kudubi community in the SC list and the study conducted on the community's social and economic conditions, the minister clarified in a written reply that no recommendation was received from the state govt. SCs are notified under the provisions of Article 341 of the Constitution. For inclusion or exclusion in the list of the SC/STs and other amendments, a comprehensive proposal with a study of the community must be submitted by the concerned state or union territory. However, the minister clarified in his reply that no proposal was received from Karnataka govt," Chowta said. "The Kudubi community, with a population of about 70,000 in undivided DK, is extremely backward socially, economically, and educationally. The community has been deprived of constitutional rights for the past 70 years. This has hindered the community's integration into mainstream society. Therefore, the state govt should pay attention, and take necessary steps to promptly include the Kudubi community in the SC list, the MP suggested.

No plan to scrap post-matric scholarship for ST/SC students: Centre
The Centre has said there is no proposal to discontinue the Post-Matric Scholarship scheme for Scheduled Tribe or Scheduled Caste students. There have been concerns about whether the scheme will continue beyond 2025-26. In a written response in Lok Sabha, Minister of State for Social Justice and Empowerment Ramdas Athawale said the objective of the scheme is to increase the Gross Enrolment Ratio (GER) of SC and ST students in higher education and that there is no plan to scrap the scheme. Both schemes are currently being implemented with funding and eligibility parameters approved by the Cabinet and Expenditure Finance Committee, which remain valid from financial year 2021-22 to 2025-26. The Centre-State funding patterns differ for SC and ST students. For SC students, the cost-sharing ratio is 60:40 between the Centre and the states, except for the North-Eastern states, where it is 90:10. The Ministry of Social Justice and Empowerment releases the central share directly to students' Aadhaar-seeded bank accounts via the National Scholarship Portal (NSP), but only after the state has disbursed its 40 per cent share. For ST students, the fund-sharing ratio stands at 75:25 between the Centre and the states. The Ministry of Tribal Affairs releases 75 per cent of the amount to state governments or Union Territories, which then contribute the remaining 25 per cent and transfer the full amount to students via Direct Benefit Transfer (DBT) in a single instalment.
