APEC Economies Step Up Cooperation On Digital Policy Challenges

APEC member economies have concluded a two-day meeting of the Digital Economy Steering Group in Incheon, Republic of Korea, with renewed momentum to strengthen cross-border collaboration on digital regulation, online safety and sustainability.
From artificial intelligence (AI) to online scams and environmental impact, the meeting focused on the critical balance between enabling innovation and safeguarding users, particularly vulnerable groups such as women, youth, as well as small businesses.
'There is growing recognition that growth in the digital economy must go hand in hand with trust, inclusion and responsibility,' said Ichwan Makmur Nasution, Chair of the Digital Economy Steering Group (DESG). 'The solutions we're exploring are not only about technology. They're about protecting people, building resilience and ensuring no one is left behind.'
Throughout the meeting, delegates grappled with how to align digital regulations across borders without stifling innovation. Conversations around data privacy, cybersecurity and AI governance reflected the diversity of legal systems and policy approaches in the region, while underscoring a shared urgency to create interoperable, forward-looking digital frameworks.
One of the central policy dialogues examined how economies can better manage harmful online content, misinformation and abuse. These issues threaten not only individual safety but also social trust and economic participation. The discussion highlighted the disproportionate impact of online harms on women and youth, urging greater investment in digital literacy, user protection and responsible platform governance.
As part of its forward agenda, the group examined the environmental footprint of AI and digital infrastructure. From growing energy demands to electronic waste, members explored how policy and innovation can work together to reduce the sector's impact while supporting continued digital growth.
Ongoing and proposed APEC-funded projects covered a wide range of priorities, from AI policy cooperation and Privacy Enhancing Technologies (PETs) to micro, small and medium enterprises' access to digital trade.
'This meeting reinforced the strategic value of DESG as a platform for shared learning and joint action,' said Nasution. 'It's not just about exchanging views. It's about building alignment where possible and respecting diversity where needed, so that our cooperation continues to deliver real value to people across the APEC region.'
Held under the APEC 2025 theme ' Building a Sustainable Tomorrow, ' the DESG meeting was part of the broader Third Senior Officials' Meeting (SOM3) hosted by Korea. During this meeting cluster, there will be over 30 events related to digital innovation, including at the upcoming APEC Digital Ministerial Meeting and the Global Digital and AI Forum to be held on 4-5 August.

'How we respond to this massive 'coming wave' will shape the future for all of us.' Under Korea's theme of APEC 2025, ' Building a Sustainable Tomorrow,' the meeting offered ministers a platform to chart a collaborative course for digital and AI policymaking. Discussions focused on advancing meaningful digital connectivity, harnessing emerging technologies for public good and strengthening international cooperation to ensure AI systems are safe, broadly beneficial and trusted across borders. Minister Bae underscored the meeting's role in shaping future cooperation across the region, calling it 'an opportunity to design the future of our collaboration that encompasses innovation, connectivity, and ecosystems based on the diversity and experiences of APEC member economies.' The meeting builds on the forum's work under the APEC Internet and Digital Economy Roadmap, which guides cooperation in areas such as broadband access, digital trust, upskilling and AI governance. 'Because the future is digital,' said APEC Executive Director Eduardo Pedrosa in his remarks to APEC ministers. 'AI will shape everything from healthcare to education, trade to public safety, and it is our responsibility as a region to stay ahead of these conversations – anticipating what our economies will need in five or ten years' time, and ensuring that innovation supports long-term growth.' Ministers reaffirmed their commitment to digital transformation as a driver of growth that benefits all under the Putrajaya Vision 2040 and the Aotearoa Plan of Action. The outcomes of the meeting will feed into Korea's proposed APEC AI Initiative, which aims to foster future-oriented innovation, build capacity across society and sectors, as well as promote investment in robust AI infrastructure to ensure that all segments of society benefit from this transformation. The Ministerial is followed by the APEC Global Digital and AI Forum on 5 August, co-hosted by the Government of Korea and the World Bank, bringing together government leaders, innovators and researchers to translate policy commitments into practical action.

APEC Economies Advance AI Standards For Trust And Innovation
Issued by the APEC Sub-Committee on Standards and Conformance Incheon, Republic of Korea, 3 August 2025 As artificial intelligence (AI) reshapes economies and societies across the Asia-Pacific, APEC is stepping up efforts to ensure this transformation is safe, inclusive and sustainable. More than 200 policymakers, technologists and standards experts convened in Incheon for the APEC AI Standards Conference to drive convergence in AI governance and technical alignment across the region. 'AI presents both enormous opportunities and complex challenges that no single economy can resolve alone,' said Dr Jin-seok Bae, Director of the Korean Agency for Technology and Standards (KATS), which hosted the conference. 'AI is rapidly transforming our industries and daily lives, but without common standards, we risk fragmentation and mistrust,' Dr Bae added. 'This conference is a chance for APEC economies to align efforts, exchange knowledge and support international cooperation to shape safe, inclusive and forward-looking AI governance.' The two-day conference offered hands-on training, shared best practices and brought in perspectives from global standards bodies, reinforcing that international cooperation is key to responsible AI development. Speaking at the opening session of the conference, Silvio Dulinski, Deputy Secretary General of the International Organization for Standardization (ISO), highlighted the role of international standards in building trust, fairness and security in AI. He emphasized that standards offer scalable, consensus-driven tools for aligning regulation and ensuring diversity and inclusion in AI governance. Wael William Diab, Chair of the ISO and IEC's Joint Technical Committee on Artificial Intelligence underscored the importance of addressing both technical and societal dimensions of AI. Diab noted the importance of capacity building for domestic industries and regulators, highlighting that global AI standards are still evolving and economies that actively engage now can help shape the future. Participants discussed AI use cases across sectors and examined emerging frameworks to guide testing, conformity assessment and implementation and examined real-world applications of standards in areas such as ethics, human-AI interaction, risk management and environmental impact. 'Standardization is not just a technical process, it is a foundation for sustainable innovation and inclusive growth,' concluded Dr Kang Byung-Goo, Chair of the APEC Sub-Committee on Standards and Conformance, which oversees the initiative. 'We hope that the workshop provided an opportunity for collaboration among APEC economies on AI standards. By working together, APEC economies can ensure AI systems are not only effective, but also aligned with our shared values.'

APEC Disaster Officials Rally For Joint Action As Regional Risks Escalate
Issued by the APEC Senior Disaster Management Officials' Forum Incheon, Republic of Korea, 1 August 2025 As disasters grow more frequent and complex across the Asia-Pacific, senior officials from APEC member economies convened in Incheon for the 2025 APEC Senior Disaster Management Officials' Forum (SDMOF), calling for urgent, collective action to reduce disaster risks and protect lives. The forum, held under the theme ' Advancing Disaster Risk Reduction in Asia-Pacific: Partnerships for a Resilient and Prosperous Future, ' focused on strengthening coordination and resilience in the face of increasingly complex threats. From climate extremes and aging populations to rapid urbanization, the region's risk landscape is growing more multifaceted, outpacing the capacity of any single economy to respond alone. 'Disasters today cross borders and present transboundary risks that demand collective responses across the APEC region,' said Park Cheon-soo, Director General of the Ministry of the Interior and Safety, Republic of Korea. 'In this context, solidarity and cooperation among member economies, in other words, partnership, is no longer optional, but a prerequisite for effective disaster risk reduction.' Director General Park urged delegates to move beyond disaster recovery and invest in systems that prevent and mitigate risk. Throughout the forum, officials engaged in crucial policy session on emerging risks, early warning systems, multi-layered governance and technology for disaster leadership. Officials also discussed the fundamental concept, different types and management strategies regarding emerging risks. They also explored to better mobilize private sector capabilities and harnessing emerging technologies to strengthen multi-level governance and leadership during disaster response. In his closing remarks, Director General Park acknowledged the progress made in disaster preparedness and response, but emphasized that future challenges require renewed ambition and high-level commitment. He called on each member economy to develop whole-of-society implementation capabilities aligned with their priorities and domestic contexts, foundations essential for the region's prosperity. Director General Park also reaffirmed Korea's commitment to sharing expertise and resources, including advances in ICT-based early warning systems and integrated disaster management. Officials emphasized the need to translate the forum's discussions into concrete actions and deeper collaboration, positioning the dialogue as a springboard for future progress. 'Disaster risk reduction is not only about enhancing our ability to respond to disasters, but also crucial for ensuring prosperity across economic, social and environmental dimensions,' Director General Park concluded. 'Trust-based cooperation among APEC economies is essential for advancing disaster risk reduction.'
