Delhi Education Minister Tables Bill To Regulate Private School Fees

Delhi Education Minister Ashish Sood lashed out at the previous Aam Aadmi Party government, saying that parents were going to court with their children over fees. Earlier on Monday, Ashish Sood tabled the "Delhi School Education (Transparency in Fixation and Regulation of Fees), Bill, 2025" in the Delhi Assembly, stating that the legislation seeks to end the commercialisation of education and take action against those exploiting it for profit.
Ashish Sood told reporters, "... For ten years, Aam Aadmi Party was sitting in its air-conditioned rooms, and parents were going to court with their children for fees. We have entered the parents in the process of determining fees... It is mandatory to have the principal or head of the school, or one person from the management, three teachers, and five parents, including SC/ST, OBC, and women, who will together look at 18 parameters, records of the school, and decide whether the school needs money or not. Everyone will have to be unanimous about the uniformity; only then can the fees be increased for three years..."
The proposed law aims to regulate the arbitrary fee hikes by private schools in the national capital, providing relief to lakhs of students and their families.
"Education is not a thing to be sold. This bill aims to halt the commercialisation of education. We are bringing the bill to take action against those mafias who are selling education..." Sood said while tabling the bill.
The Bill was tabled on the first day of the Monsoon session of the Eighth Legislative Assembly, which commenced on Monday and will continue until August 8. However, the session may be extended depending on the exigencies of legislative business.
In a separate statement, the Delhi Education Minister said, "Today, I have come here with a permanent solution to the problems faced by millions of parents and children in Delhi, and to a legacy issue that has been ignored for decades."
Sood stated that education is "a sacred duty -- a duty we must fulfil for the progress and prosperity of our motherland."
He emphasised that the aim of education should not be 'earning', but rather 'learning' and nation-building.
"This bill is a small effort on our part to honour Dr. Mukherjee's vision and to ensure that education does not become a burden on the people of India, but instead becomes a path leading them to a better future," he said.
Giving historical references, he discussed how the central government has resolved long-standing legacy issues over the decades, such as the Ram Mandir, Chenab Bridge, Article 370, and the electrification of every village.
He stated that the Delhi government is now also "focused on resolving the capital's old and complex issues, one of the most important legacy issues being the continuously rising fees of private schools."
"This is not a recent problem, but a question that has troubled Delhi's parents for many decades," he clarified.

Srinagar: Ruling National Conference (NC) president Farooq Abdullah Wednesday said he would raise the restoration of statehood to Jammu and Kashmir issue in the meeting of INDIA bloc parties in Delhi the following day. Farooq Abdullah was responding to a question about Chief Minister Omar Abdullah's letter on Tuesday to the presidents of 42 political parties, including Congress chief Mallikarjun Kharge, urging them to press the Centre to bring legislation in the ongoing Parliament session to restore statehood to J-K. "I am going there myself tomorrow. A Congress leader has called all opposition leaders. I will raise this issue there and hope that they have stood with us before as well, and will stand with us in future also," Abdullah told reporters in Anantnag district in south Kashmir. The NC chief also said the plea for the restoration of statehood to J-K is likely to be heard by the Supreme Court on Friday. "The statehood case is being heard by the Supreme Court on (August) 8. So, let us wait and see what happens there," he added. To a question about Mehbooba Mufti-led People's Democratic Party's (PDP's) criticism of the ruling party, the senior Abdullah said it is the PDP that brought "misfortune on us". "They joined hands with the BJP. What will they tell us? Unfortunately, they are fooling the people. Article 370 and 35A would not have been abrogated had (former CM) Mufti (Mohammad Sayeed) accepted the support from the National Conference and the Congress. "We had told him to take our support and we did not want any ministries. But they brought the BJP here and they are responsible. God has drowned them before and will drown them in the future as well," he added.

Chief Minister Rekha Gupta on Wednesday called for a thorough inquiry and demanded that the ₹1.04 crore spent by the previous Aam Aadmi Party (AAP) government on a British-era 'fake' 'phansi-ghar' (execution room) at the Delhi Assembly be recovered from former Chief Minister Arvind Kejriwal. Terming the move a 'deception of people' and an 'insult to martyrs', Ms. Gupta said the installation was based on no official documentation and essentially a repurposed 'tiffin room' falsely portrayed as a historic phansi-ghar to mislead the public. During a discussion in the Assembly, she said an FIR should be registered against Mr. Kejriwal and the structure be removed before August 25. Noting that the phansi-ghar was inaugurated on August 9, 2022, Assembly Speaker Vijender Gupta said the 1911-12 building map accessed from the National Archives clearly marked the space as a tiffin room. 'I challenge AAP to find one historian who can verify it was an execution room,' he said. 'Distortion of heritage' 'Such tiffin rooms are in other offices too. You will know about them if you conduct an inquiry. Without any documents, it was declared as an execution room. We are ashamed of this. He [Kejriwal] had a disease of lying,' the CM said, terming it a 'distortion of heritage'. AAP legislator Sanjeev Jha said many execution rooms from the British era are not officially recorded and accused the ruling party of 'standing with the British'.
