Philippines signals more rate cuts after inflation slowdown

The Star06-05-2025
MANILA: The Philippine central bank on Tuesday (May 6) signalled further monetary easing ahead after inflation slowed to the lowest level since 2019, and warned of a "more challenging external environment.'
Consumer prices rose 1.4% last month from a year earlier as rice costs continued to drop, the Philippine Statistics Authority said. That was the lowest rate since November 2019 and was below the 1.8% median estimate in a Bloomberg News survey.
"The more manageable inflation outlook and the downside risks to growth allow for a shift toward a more accommodative monetary policy stance,' the Bangko Sentral ng Pilipinas said in a statement after the release of the latest inflation data.
"Looking ahead, the BSP will continue to take a measured approach in deciding on further monetary easing.'
Rice prices fell 10.9% in April, declining for a fourth straight month. The government declared a food security emergency in February to further bring down prices of the national staple and last week announced plans to sell some of its rice inventories at heavily subsidized prices.
National Statistician Dennis Mapa said that plan will likely have a significant impact on inflation for May.
The central bank said the risks to the inflation outlook continue to be broadly balanced for this year through 2027, but noted the "more challenging external environment' which may pose a "downside risk to domestic economic activity.'
The price data would help the central bank - which had forecast April inflation to come in within a range of 1.3% and 2.1% - to continue cutting its key interest rate for the rest of the year.
The BSP lowered its benchmark rate last month and signalled further policy easing ahead as the risks of a global slowdown due to higher US tariffs confront the South-East Asian nation.
BSP Governor Eli Remolona last month said that while he sees more rate cuts this year, he doesn't expect it to happen at every policy meeting. The central bank's Monetary Board will meet next on June 19.
The Philippines' benchmark stock index edged higher after the inflation data release, while the peso was little changed against the US dollar.
"The combination of low inflation, weaker growth prospects, and a relatively resilient peso together give Bangko Sentral ng Pilipinas the green light to continue easing,' said Tamara Henderson, an economist with Bloomberg Economics.
She sees another 25-basis point cut in the central bank's key rate at the June meeting. - Bloomberg

Lawmakers pass RM492bil budget to aid economy

THE lower house of parliament has passed a 3.78 trillion baht (RM492bil) annual budget, needed to support a fragile economy that's at risk from issues ranging from the impact of higher US tariffs to a downturn in tourism. The budget Bill for the year starting Oct 1 was backed by 257 lawmakers in the 500-member House of Representatives late Friday, following a three-day debate. A total of 229 members opposed the spending plan. The vote will be a relief to investors in the South-East Asian nation, by avoiding a repeat of the months-long deadlock over spending plans seen in 2019. The country faces a litany of problems, including political instability linked to the suspension of Prime Minister Paetongtarn Shinawatra, continued tensions with Cambodia which recently erupted into violent clashes, and a stiff 19% tariff on shipments to the US, Thailand's biggest export destination. Finance Minister Pichai Chunhavajira thanked the House for approving the budget and said the government will ensure the spending is efficient, transparent and delivers maximum benefit to the people. 'I would like to assure that the policies, measures and budget approved will be implemented in accordance with the designated objectives and plans,' Pichai said in a post on X. The government has defended a marginal increase in spending for the year starting October and a projected budget deficit of 860 billion baht (RM112bil), or 4.3% of the gross domestic product. Officials say the outlays are necessary given the increased risks to the economy from global trade uncertainties. The Senate will review the budget on Aug 25-26, but analysts expect the spending plan to take effect on Oct 1 as planned. The Constitutional Court will rule on Aug 29 whether to disqualify Paetongtarn, amid allegations that she breached ethical standards in handling a border dispute with Cambodia. — Bloomberg

Hodak's underdogs Persib ready to bite in AFC showdown

PETALING JAYA: Persib Bandung coach Bojan Hodak has admitted his side will embrace the role of underdogs as they prepare for a challenging AFC Champions League Two campaign following Friday's group draw. The Croatian tactician, who knows South-East Asian football inside out after years of coaching in Malaysia, will see his Persib side matched against some of the region's most ambitious clubs, Selangor from Malaysia, Singapore's Lions City Sailors, and Thailand's Bangkok United. 'It is an interesting group,' said Hodak, reflecting on the draw. 'According to TransferMarkt values, Bangkok, Lions, and Selangor are favourites, but I think anybody can beat anybody in this group.' Hodak, who has squared off against Selangor multiple times during his managerial career in Malaysia, is relishing the battles ahead. For him, the draw represents both familiarity and fresh challenge. 'Bangkok were second in the Thai League, which to me, shows they are a good team, and they have qualified for the Champions League before, so they will be favourites,' noted Hodak. 'Lions have also invested a lot, they kept their core players from last season and they played in the final of the AFC Champions League Two last season. So, a good team, top. 'Selangor, in the last six to seven years, have invested a lot of money to build their squad. They didn't win anything, but they have invested a lot. We will see how good they are.' For Persib, the journey is not about being favourites but about upsetting the odds. Hodak underlined the club's financial discipline and steady growth as key strengths, even if they cannot compete with rivals' spending power. 'Persib are the smallest among the four, so we are coming as underdogs but we can fight and surprise people,' he said. 'We won the league for two consecutive seasons. Lots of our players received huge offers from other clubs. 'Financially, Persib are always stable but they do not overspend. 'We may not be the richest in the country but somehow we are the most consistent.' The clash with Selangor will be especially be intriguing given Hodak had coached several of their current players at different stages of their careers, from club football with KL City and JDT, to the Malaysia Under-19 national team. Adding further spice, Persib's Argentine playmaker Luciano Guaycochea once captained Perak and has plenty of experience facing the Klang Valley sides, while the Red Giants will also meet their former captain Safuwan Baharuddin, now donning Lions City colours on loan.

Ringgit likely to trade around RM4. 20-RM4. 22 next week on uncertainties over US interest rates

KUALA LUMPUR: The ringgit is expected to hover between RM4.20 and RM4.22 next week as traders and investors remain cautious over the trajectory of US interest rates. Bank Muamalat Malaysia Bhd chief economist Dr Mohd Afzanizam Abdul Rashid said the release of the US Federal Open Market Committee (FOMC) meeting minutes next Thursday, Aug 20 (Wednesday, Aug 19, in the US) could offer more clarity on the state of the US economy, particularly after two FOMC members dissented from the recent decision and favoured a 25-basis-point rate cut. Meanwhile, Kenanga Investment Bank Bhd said that markets continued to swing between two and three US Federal Reserve (Fed) cuts over the past few weeks. "We maintain our base case for two, underpinned by evidence that firms are absorbing tariff costs, a trend that is unsustainable and likely to squeeze margins,' it said in a research note. Moreover, the investment bank said further easing would require either a major deterioration in the next jobs report or a significantly dovish tone from Fed chair Jerome Powell. "Hence, we expect the ringgit to range around RM4.22 to RM4.23 against the greenback in the near term,' it added. On Thursday, the ringgit appreciated to the 4.18 level against the US dollar, its strongest level in more than six weeks. The last time it reached a similar high was on July 1, when it hit 4.1805. Meanwhile, on a Friday-to-Friday basis, the ringgit ended the week higher against the greenback, closing at 4.2085/2155 versus 4.2420/2480 previously. The local note traded mostly higher against a basket of major currencies. The ringgit appreciated vis-à-vis the Japanese yen to 2.8653/8702 from 2.8720/8763 the previous week and rose versus the euro to 4.9185/9267 from 4.9381/9451, but declined against the British pound to 5.7050/7145 from 5.7034/7114 The ringgit also trended firmer against ASEAN currencies. The local note improved against the Singapore dollar to 3.2820/2877 from 3.3014/3064 at the end of last week, inched up versus the Thai baht to 12.9760/13.0032 from 13.1173/1419, gained versus the Indonesian rupiah to 260.2/260.8 from 260.3/260.8 and strengthened against the Philippine peso to 7.37/7.39 from 7.43/7.44 in the preceding week. - Bernama
