The plan focuses on digitalising businesses, nurturing talent, and expanding high-tech ecosystems, including AI hubs and data centres.
Deputy Chief Minister II Jagdeep Singh Deo, overseeing human capital and tech development, also attended the launch.
Chow emphasised alignment with Malaysia's 13th Plan to become a regional AI leader by 2030.
He urged early AI integration in schools, TVET institutions, and universities to prepare the workforce.
The strong public turnout at AI Horizon 2025 reflects growing interest in AI adoption.
The event, organised by Tech Dome Penang and partners like MOSTI and HRD Corp, gathered policymakers and industry leaders.
Over 50 tech firms and partners participated, featuring competitions, expert panels, and AI innovation exhibitions.

PM Anwar open to new urgent projects in Kelantan despite RMK13 allocations
KOTA BHARU: The government remains open to reviewing new and urgent project proposals from Kelantan, even though major projects have already been allocated under the 13th Malaysia Plan (RMK13). Prime Minister Datuk Seri Anwar Ibrahim stated that project prioritisation was determined through direct engagement with the state government. 'We have presented RMK13, but new applications have been submitted, and if they are urgent, we will study them, especially flood mitigation, water supply, energy, and hardcore poverty eradication,' he said. 'Every state visit includes a session for feedback and monitoring of ongoing projects to ensure effective implementation,' he explained. On the MADANI Rakyat Program, Anwar said it strengthened government-community ties. 'Through this program, we aim to understand public concerns and elevate initiatives needing attention,' he said. GEORGE TOWN: Penang is prioritising artificial intelligence (AI) as a core driver to enhance long-term economic competitiveness and sustainability under its innovation-led development strategy. Chief Minister Chow Kon Yeow said AI will be pivotal in advancing digital education, improving smart public services and fostering entrepreneurship under the Penang2030 Vision, themed 'A Family-Focused, Green and Smart State that Inspires the Nation.' "Penang has long been a national technology hub. As we shift to a knowledge- and innovation-based economy, AI is critical for sustained growth and global relevance," he said at the launch of AI Horizon 2025 today. The initiative is backed by the upcoming Penang Digital Economy Master Plan 2025–2030, which focuses on business digitalisation, talent development, as well as strengthening the startup and high-tech ecosystem, including AI hubs, data centres and tech incubators. Also present was Deputy Chief Minister II Jagdeep Singh Deo, chair of the state's Human Capital Development, Science and Technology Committee. Chow noted the initiative aligns with the federal government's goal under the 13th Malaysia Plan (13MP) to establish Malaysia as a regional AI leader by 2030. "The digital future cannot wait. AI must be embraced beyond professionals and introduced early in schools, Technical and Vocational Education and Training (TVET) institutions and universities," he said.
