
There is a way to boost economic growth without spending money
So, here is one: the third sector. Start using the civil society, as it's also called, to its full potential, to drive the economy. A new report from the Gradel Institute of Charity at Oxford University, A Third Way of Doing Growth, makes a persuasive case for a fresh look at this frequently ignored national resource.
Research by Pro Bono Economics for the study suggests the third sector creates at least £39.5bn of economic value a year if volunteer hours are factored in – and well over £100bn if the full economic contribution by the sector is assessed. Adds the report: 'Statistical evidence also shows that there are many persistent societal challenges that the third sector can often tackle more effectively (and therefore more cost-efficiently) than the public or private sector alone.'
So, a win-win. Stephen Bubb, executive director of the Gradel Institute and a former head of the charity leaders' representative body, Association of Chief Executives of Voluntary Organisations, argues that a huge opportunity is being missed. 'The government should think about the third sector and how they can harness its energy and strength,' he says.
Bubb said similar to Tony Blair in his third term as prime minister. The result was the appointment of Ed Miliband as the first third sector minister and a white paper. As with many such initiatives, it was promptly forgotten as the government changed.
It was resurrected, of sorts, under David Cameron with his 'big society' push. 'Cameron got the point about how civil society could be used more,' says Bubb, 'but he tried to implement it at the same time as the austerity programme.' As a result, it never took off.
What is different this time is that Labour are desperate for something new that does not involve the spending of vast sums of public money. The report makes a few key recommendations.
Firstly, deliver better social business models for social care. Currently, the market is dominated by private firms, which are mostly extractive, putting little back, taking out their profits. New businesses mean new jobs, new tax revenues, and significant net gains for local economies.
Secondly, focus on prevention to reduce crisis management. A lot of the focus in the third sector is on assisting people once they are in crisis. 'The prisons are full,' says Bubb. 'The state is hopeless at rehabilitation. Charities are good at it, they know what they are doing. Prisoners leaving and going into jobs is seeing them making a positive contribution to society, to the economy. Charites are better at helping them in securing work than the state. It's the same with mental health – the charities' record in this area is also much better.'
Rebuild social connection to drive social mobility. A decline in investment in public social infrastructure, combined with Covid and the rise of social media, has led to 'a crisis of social connection in the UK – one of the most important factors in social mobility and economic inclusion,' the report says. The problem is especially acute among the nearly 1 million young adults not in employment, education, or training (Neets). 'The most effective means to engage this cohort is through charitable and voluntary institutions which – through community-based approaches and one-to-one engagement – have a proven ability to connect with those most distant from society.'
Help government rewire delivery of public services. Starmer has talked about his ambition for a 'complete rewiring of the British state' to better serve the needs of the people. 'By involving the third sector in this endeavour, government has enormous potential to move away from for-profit commissioning to innovating services built around people's real-life needs and a far greater focus on rewarding organisations based on the outcomes achieved.'
To that end, they suggest creating a 'Civil Society Satellite Account' in the national accounts, so there is clarity as to the third sector's full value (similar to how tourism and other sectors are treated). Sixteen countries already do this, but not the UK.
They also recommend opening up public sector procurement to the third sector to transform service delivery. Of the £350bn a year that the government spends on procurement, only £21bn is administered by the third sector, meaning their skills, abilities and perspectives are simply not being efficiently deployed.
Other suggestions include: building a national programme of volunteering, aimed particularly at those 18-25 Neets; and creating innovative partnerships to rebuild the social infrastructure critical for inclusive growth.
As Bubb says: 'It is not so much a policy shift but the better, more focused use of an enormous resource.' It also plays to Labour ideology.
Put like that, you do wonder what Starmer and Reeves are waiting for.

The Sky Sports pundit runs a raft of businesses including League Two club Salford City, which he owns as part of a group including David Beckham and US businessman Declan Kelly. 'It's tough. It's really, really tough because cost of products gone up, cost of everything, utilities, rents, everything, has gone up,' Mr Neville said. His work with Sage comes as the firm becomes the official accounting software partner for the EFL. Issuing prison officers with Tasers won't make them safer
If you have read anything on the prison system over the past few years, you will have noticed a few common themes: overcrowding, understaffing, reoffending, crumbling infrastructure, and abject conditions. Our prisons are increasingly places of despair – full of drugs, drones, self-harm, violence and deaths. The recent annual report of the Chief Inspector of Prisons lay testament to the extent of the crisis gripping the prison system. And the government knows this. Its own research sets out that people living in overcrowded cells were 19 per cent more likely to be involved in assault incidents – and 67 out of the 121 adult male prisons in this country are overcrowded. In the context of rising violence across the prison estate, what is the government's solution? To recruit and train more prison officers? To address overcrowding by reducing capacity in particularly troubled jails and across the system? To invest in infrastructure? To increase education and training budgets to give prisoners access to the means to turn their lives around? No. While we wait for bolder action to fix the broken prison system, the government's response is to trumpet the fact that Tasers will now be used behind bars. The introduction of Tasers has been linked to horrific incidents involving attacks on staff at Frankland and Belmarsh – although it is far from clear that access to these weapons would have prevented either incident taking place. Staff in adult male prisons already have access to batons and PAVA spray, which we know undermine positive relationships between staff and those in their care. The escalating use of force brings with it a multitude of concerns. Inspection reports have consistently revealed inappropriate use of force, including against people threatening to self-harm; problems with lack of staff training; inadequate use of body-worn cameras; and disproportionate use of force against people from Black, Black/British, and Muslim backgrounds. While Tasers are being piloted in a limited manner – just the 'operational response and resilience unit' will be authorised to use them – the fear must be that this is the thin edge of the wedge. Indeed, speaking to journalists about Tasers, the secretary of state for justice, Shabana Mahmood, remarked: 'This is very much the beginning'. It seems that the rollout of further weapons in prisons has been foretold. And that would track; two months ago, the secretary of state approved of the use of PAVA spray – an otherwise illegal chemical incapacitant – in prisons holding children, despite evidence that it won't reduce violence and will be disproportionately used against Black and minority ethnic children, Muslim children and children with disabilities. Last week, the Howard League issued legal proceedings to challenge this decision. Almost every week, I visit prisons across the country and speak to people being held in and working in dreadful conditions. Many of this country's jails are filthy, overrun simultaneously with drones and rats. People eat – and go to the toilet – in cramped cells with poor ventilation. There are more than 22,000 people sharing a cell intended for a single person. Facilities have become dilapidated as the maintenance backlog has grown. Restricted regimes, often due to staff shortages, mean that people have little to do but stay locked in their cells. I speak to prison governors doing their very best to keep the people in their care safe, though they are often uncomfortable with the job they are doing, feeling powerless to attract the resources they need to run a better jail. They all want fewer people in their prison, higher staff confidence and capability, and more time to spend with prisoners to help turn their lives around. But there is no money for any of that. And so, prisoners are held in ghastly conditions, and when this leads to unrest and violence, the government is sanctioning yet more use of force against them. There is no question that the government is facing a crisis in its prisons. But this will not be solved with easy, reactionary policies. What is needed is political courage to explain the problems honestly to the public – as Keir Starmer started to do last July – and long-term investment in evidence-based policy that addresses the roots of the overcrowding and reoffending in our prison system. Violence will not be stemmed by more violence. The government must look at its own evidence and acknowledge that, rather than adding to the pressure in our overstretched jails, the best response to rising levels of violence is to reduce the prison population and offer productive and positive regimes for people in custody. We will be waiting until September for legislation to deliver changes proposed in David Gauke's sentencing review, which will hopefully ease some of this pressure. But otherwise, the government's plan seems to be to build more prisons, and weaponise them at pace. Which feels a long way from the promise of the prime minister's first press conference last July.

Rent in London reaches new high of £2,712 per month
Average asking rents across Britain have reached new record highs, with the average outside London at £1,365 per month and in London at £2,712 per month. Despite these records, the annual growth rate of asking rents is slowing, with outside London at 3.9 per cent and London at 1.9 per cent, marking the lowest annual growth since 2020 for areas outside the capital. The rental market is showing signs of rebalancing, with an increase in available properties (up 15 per cent year-on-year) and a decrease in tenant demand (down 10 per cent). Properties are taking longer to be let (25 days on average), and nearly a quarter of rental homes are undergoing price reductions, the highest proportion recorded since 2017. Over the past five years, the average monthly rent for a new tenant has increased by more than £400, leading to significant financial strain and debt for many renters.
