Cash-at-home case: Lok Sabha Speaker announces 3-member probe panel on proposal to impeach Justice Yashwant Varma

NEW DELHI: Lok Sabha Speaker Om Birla on Tuesday announced a three-member panel to probe allegations against High Court judge Justice Yashwant Varma in the cash-at-home case.
The members are, Justice Arvind Kumar of Supreme Court, Manindra Mohan Shrivastava, Chief Justice of Madras High Court Madras and B Vasudeva Acharya (eminent jurist. He is a senior advocate of Karnataka HC)
The government had earlier begun the process of the impeachment motion against Allahabad High Court judge Yashwant Varma with over 200 members of Parliament (MPs) across party lines submitted a petition seeking the removal of Justice Varma in the cash-discovery row.
A total of 145 Lok Sabha and 63 Rajya Sabha MPs have submitted notices to the presiding officers of the Lok Sabha and the Rajya Sabha for the removal of Varma from whose residence here burnt wads of currency notes were found. The signatories to the notice included LoP) Rahul Gandhi, BJP MPs Ravi Shankar Prasad and Anurag Thakur and NCP-SP's Supriya Sule among others.
The notice was submitted to Lok Sabha Speaker Om Birla under Articles 124, 217 and 218 of the Constitution.
The Congress party had earlier said that it would back the impeachment notice against Allahabad High Court judge Justice Yashwant Varma, following the government's decision to move ahead with the motion.
A fire incident at Justice Varma's official residence in Delhi in March, when he was serving at the Delhi High Court, led to the discovery of several burnt sacks of banknotes in the outhouse.
Although Justice Varma claimed ignorance about the cash, the Supreme Court-appointed panel indicted him after speaking to multiple witnesses and recording his statement.

According to Ramesh, the earlier KERC order of January 13, 2023, allowed electricity connections based on address proof and an approved plan, and was valid until March 13, 2025. He alleged that lakhs of applicants who had paid fees and prepared infrastructure before April 4 are being denied power. Other demands from the association include allowing First-Class contractors to handle operations and maintenance of 66/11 kV and 110/11 kV substations, speeding up connections for loads above 2 MW, ensuring ESCOM-funded compensations for contract labour accidents, and exempting certain agricultural electricity connections from a Rs 15,000 penalty under the Revised Accelerated Electricity Scheme notified on April 15. The association highlighted that despite assurances from the Energy Minister and senior officials after a protest on March 18, there has been no progress on several agreed points. They warned of a massive statewide protest if the issues remain unresolved, involving contractors, consumers, pro-Karnataka activists, farmers, and writers.

New Delhi: The Supreme Court will on Thursday take up a set of applications seeking the restoration of statehood to Jammu and Kashmir within a fixed timeframe. According to the causelist published on the apex court's website, a Bench comprising Chief Justice of India B.R. Gavai and Justice K. Vinod Chandran will hear the matter on Thursday, a day ahead of Independence Day. Last week, CJI Gavai agreed to retain the petitions on the hearing board after they were mentioned by senior advocate Gopal Sankaranarayanan. One of the applications, filed by Zahoor Ahmed Bhat and activist Khurshaid Ahmad Malik, argued that the prolonged delay in restoring statehood is "gravely affecting the rights of the citizens of Jammu and Kashmir and also violating the idea of federalism." The applicants contended that the absence of a time-bound framework for restoration amounts to a breach of federalism, which is part of the Constitution's Basic Structure. In its landmark verdict on Article 370, a five-judge Constitution Bench headed by then CJI D.Y. Chandrachud had left open the question of whether Parliament has the authority to extinguish statehood by converting a state into one or more Union Territories. The Bench relied on a statement by Solicitor General Tushar Mehta assuring that statehood would be restored to Jammu and Kashmir. During the oral hearings, SG Mehta, the second-highest law officer of the Centre, had told the court that the Union Home Ministry could not provide an exact timeline, saying it would take "some time" to restore statehood. Nevertheless, the Constitution Bench -- which also included Justices S.K. Kaul, Sanjiv Khanna, B.R. Gavai, and Surya Kant -- directed the Election Commission of India to hold Legislative Assembly elections in Jammu and Kashmir under Section 14 of the Reorganisation Act by September 30, 2024, and stated that "restoration of statehood shall take place at the earliest and as soon as possible." The verdict also upheld Ladakh's status as a Union Territory under Article 3(a) read with Explanation I of the Constitution, which allows the creation of a Union Territory by separating a territory from a state. In May 2024, the Supreme Court dismissed review petitions challenging this ruling, finding "no error apparent on the face of the record" and declining to list the matter for an open court hearing.

Tejashwi alleged that Veena Devi submitted two separate enumeration forms, bearing two different signatures during SIR process, both allegedly verified and signed off by EC. Amid the ongoing Special Intensive Revision (SIR) row, Former Deputy Chief Minister Tejashwi Yadav has responded to the Election Commission's claim that no political party had made any complaints and alleged that 'our BLAs and officials complain to the Election Commission every day, but they neither accept the complaints nor provide any acknowledgement." He further alleged serious irregularities in the voter list, and claimed that Veena Devi, an NDA Member of Parliament from Vaishali, of holding two separate EPIC (Electors Photo Identity Cards)—ID numbers UTO1134543 and GSB1037894—registered in two different Lok Sabha constituencies across two separate districts. He further claimed that the MP has votes in two different Assembly constituencies and that her EPIC cards show two different ages. Yadav further alleged that Veena Devi submitted two separate enumeration forms, bearing two different signatures during SIR process, both allegedly verified and signed off by the Election Commission. 'How did she end up with two different votes, two EPIC cards, two Lok Sabha constituencies, two Assembly constituencies, and two different ages in the new draft list published by the Election Commission?" Yadav questioned in his post. Labelling it a clear case of fraud, manipulation, and collusion, Yadav accused the Election Commission of favouring the BJP-NDA. He sarcastically referred to the Commission as the 'Troll Commission" and demanded accountability, asking whether the EC would now send 'two different notices from two different places" to the MP. Tejashwi Yadav also responded to EC's claim that no official complaint has been filed in the matter and said,"Our BLAs and officials complain to the Election Commission every day, but they neither accept the complaints nor provide any acknowledgement. Yet, they issue press releases daily claiming that political parties have not made any complaints." 'In lying, the Election Commission has even surpassed Prime Minister Modi. This is truly a wonder of the Election Commission. We have never seen anything like this anywhere," he further added. Earlier, the EC on Friday told RJD leader Tejashwi Yadav that it was a crime to forge and use a bogus government document and set a deadline for him to submit his 'apparently fake" Electoral Photo Identity Card (EPIC) by August 16. The Official had earlier written to the former Deputy CM, urging him to 'hand over for investigation' the voter card which he claimed to possess despite it having been 'not issued officially'.
