'Strange people' visiting Assam, will be arrested if they 'cross limits': Himanta Sarma

Claiming that some "strange people" from different parts of the country were visiting Assam, Chief Minister Himanta Biswa Sarma said they will be arrested if they "cross limits". Himanta Sarma said the efforts of the state government to evict encroachment will continue, and both the Supreme Court and the Gauhati High Court have already given necessary orders in this direction.(File/PTI) Speaking to reporters at the Gauhati Medical College and Hospital (GMCH), where he went on Monday night following the death of a newborn, Sarma said these people were advocates from Mumbai and Kerala. "We are keeping a track of them. They had also come when the NRC was being updated in the state, and spoiled the entire exercise. During the NRC process, the government did not pay much attention to these visits, but now we are keeping an eye on each one of them, and if they step beyond the limits of the rules, they will be arrested," he said. "We will not tolerate any fundamentalist activities or politics on sensitive issues, whether they come from Kerala, Mumbai or Delhi. These are fundamentalists who promote and protect activities of certain sections," he added. A four-day-old infant died at the GMCH on Monday morning after being found hanging from the wires of a medical device inside the neonatal intensive care unit (NICU). With the newborn's family members alleging negligence against the on-duty staff, the state government ordered an inquiry into the incident. Sarma said it was a case of negligence, and an inquiry committee has been constituted to take strong and effective action against those found to be guilty. The CM, meanwhile, alleged that during the NRC process, "these people" created false records by taking advantage of the same names of individuals and entering the names of those who did not deserve to be on the list. He claimed that the creation of "false kins" of people who already lived in the state from before had happened due to the "brain of some individuals, like social activist Harsh Mander". "These issues have come to light now. During the last five years, we have found many such anomalies, and we are now ready to submit the same to the Supreme Court," he said. Sarma said a team from the BBC had visited Uriamghat, the place where the largest eviction drive took place recently, but "we did not allow them to enter the forest area". "We had made it absolutely clear that to enter the forest, one would need prior permission. We are taking actions bravely this time, and we will not allow any individual or group to take advantage of these issues," he said. Without naming Congress MP Gourav Gogoi directly, Sarma alleged that his Farm2Food NGO was funded by Hungarian-American investor George Soros, and stated that the initial funding for the University of Science of Technology, Meghalaya (USTM) also needs to be examined. "I am saying this directly, and they can file a case against me. A lot of politics involving Assam is being carried out. I did not realise this earlier as I was the health minister, but now with increased cooperation of the Centre, these matters come to our notice and we can take immediate action," he said. Sarma alleged that AIUDF chief Badruddin Ajmal and Jamat-Ulema-i-Hind leader Mehmood Madani promised to build homes for those affected during the Kokrajhar violence in 2013-14, but "they did not do so with their own money but with funding from outside". The CM said the efforts of the state government to evict encroachment will continue, and both the Supreme Court and the Gauhati High Court have already given necessary orders in this direction.

Gauhati HC has questioned the Assam government's decision to transfer an entire district to a private company

Agencies Gauhati High Court and Assam CM Himanta Biswa Sarma The Gauhati High Court has questioned the Assam government's decision to transfer nearly 3,000 bighas of land in Dima Hasao district to a proposed Cement factory. The court termed the allotment as 'extra ordinary'. During a recent hearing, Justice Sanjay Kumar Medhi expressed shock at the move, saying, "3,000 bighas! The entire district? What is going on? A private company (Mahabal Cements) being given 3,000 bighas? We know how barren the land is but 3,000 bighas? What kind of decision is this? Is this some kind of joke? Public interest, not private interest, is what matters." The court directed the North Cachar Hills Autonomous Council (NCHAC) to place before it the official records and the policy under which such a vast tract was handed over. The company's counsel argued that the land was 'only barren land' and was essential for the functioning of the factory, claiming that the allotment was made pursuant to a mining lease granted under a tender process. Petitioners opposing the decision have alleged that several families in Dima Hasao are being evicted from land they lawfully possess for the project. Dima Hasao is a sixth schedule under the Constitution. A senior official in Assam government said that the Kolkata based Mahabal Cement had signed an MoU for investment worth Rs 11,000 crore with the state during Advantage Assam 2.0 summit held in February this year. The disputed land, located in Umrangso, is also an environmental hotspot with hot springs, migratory bird habitats, and significant wildlife presence, the Court recorded. The Court said it would examine the allotment process in detail before passing further orders. The matter has been posted for further hearing on September 1.

Centre Directs States, Union Territories To Audit And Repair Unsafe School Buildings

To ensure the safety of children and all school stakeholders, the Central government has directed all states and Union Territories to conduct an immediate assessment of all government, government-aided, and private school buildings. The exercise will focus on identifying unused or dilapidated structures through safety audits in line with national guidelines. Union Education Minister Dharmendra Pradhan informed the Lok Sabha on Monday that, as per the August 7 directive, authorities have been instructed to demolish or repair unsafe structures and ensure they are not used until certified as safe by competent engineers. Responding to a question from MP Alok Kumar Suman, Mr Pradhan said that states have been advised to make temporary arrangements for the continuation of classes where demolition or major repairs are required. The freed-up spaces may be repurposed for activities such as playgrounds, nutrition gardens, or skill-based training for students. The government has issued the following key directions to states and UTs: Urgent Identification: Conduct immediate assessment of all school buildings, with a focus on identifying dilapidated or unused structures through safety audits as per national guidelines. Demolition/Repair: Unsafe buildings or parts thereof must be promptly repaired, retrofitted, or demolished, if required. Such structures must not be used for classes under any circumstances until certified safe by competent authorities. Utilisation of Cleared Spaces: Demolished areas may be developed for playgrounds, Poshan Vatikas, vocational training, or other school activities. Temporary Arrangements: Where major repairs or demolitions are underway, temporary safe premises should be arranged to ensure continuity of education. Regular Monitoring & Reporting: District Education Officers and local authorities must monitor the progress of repairs or demolitions and submit monthly reports to the State Department and the concerned disaster management authorities (SDMA/DDMA). Compliance Certificate: Fresh use or occupancy of repaired or newly constructed school buildings will only be allowed after obtaining safety/structural fitness certification from qualified engineers, as per guidelines. The ministry has called for urgent intervention to ensure strict compliance, warning that non-adherence may attract action under relevant provisions.
