Himachal CM bats for protection of state's rights in Kishau, Renuka hydropower projects
New Delhi: Emphasising the need for a favourable funding pattern from the Centre, Himachal Pradesh Chief Minister Sukhvinder Sukhu on Thursday met Union Jal Shakti Minister C.R. Patil and advocated the protection of the state's rights in the multi-purpose Kishau and Renuka Dam hydropower projects.
Besides the Kishau project, then Union Minister for Water Resources Nitin Gadkari on August 28, 2018, had signed a memorandum of understanding with the Chief Ministers of Uttar Pradesh, Rajasthan, Uttarakhand, Haryana, Delhi and Himachal Pradesh in New Delhi for the construction of two other major projects being envisaged in the Upper Yamuna reaches.
They are the Rs 3966.51 crore Lakhwar Multi-Purpose project and the Renukaji Multi-Purpose project.
At the meeting with Union Minister Patil, Chief Minister Sukhu said the financial burden of the Kishau project should be borne entirely either by the Centre or by the major beneficiary states -- Delhi, Haryana, Uttar Pradesh, and Rajasthan.
The Chief Minister also raised critical issues concerning the Renuka Dam project. He called for due consideration of the Local Area Development Fund and the free power component. He said that while hydro projects are essential for national development, the environmental and social impacts must also be addressed, and the affected states should be fairly compensated.
Besides, the Chief Minister requested the early release of the pending amount under the Jal Jeevan Mission for the state.
Union Minister Patil assured the Chief Minister of all possible assistance and cooperation from the Central government.
The Kishau project, which includes the construction of a 236-m high concrete dam across the Tons, a tributary of the Yamuna in Dehradun district, will create an irrigation potential of about 97,000 hectares, make available 517 MCM drinking water, and generate 660 MW of power.
The Renukaji project, which has been conceived as a storage project on the Giri, also a tributary of the Yamuna in Sirmaur district of Himachal Pradesh, envisages the construction of a 148-m high rock-filled dam for the supply of 23 cumec water to Delhi and will generate 40 MW of power during peak flow.
As per the pact of 1994, separate agreements will have to be made between the six basin states for each water storage project in the upper reaches of the Yamuna. After completion of all these storage projects in Upper Yamuna Basin (including Lakhwar), the total benefits in terms of additional irrigation potential created will be 130,856 hectares, water availability for various uses will be 1,093.83 MCM, and power generation capacity will be 1,060 MW.

Why Andhra Pradesh & Karnataka are fighting over mangoes
By an order issued by the district collector of Chittoor on June 7, the Andhra Pradesh government has banned the entry of juicy Totapuri mangoes from other states into Chittoor district, a decision that has put it at loggerheads with neighbouring Karnataka. Karnataka Chief Secretary Shalini Rajneesh, in a letter dated June 10, and Chief Minister Siddaramaiah, in a letter dated June 11, have asked their Andhra Pradesh counterparts — K Vijayanand and N Chandrababu Naidu, respectively — to roll back the order said to be causing significant distress to mango farmers in Karnataka. A juicy mango Totapuri, also known as Bangalore or Sandersha, is a mango cultivar grown in the bordering districts of Andhra Pradesh, Karnataka, and Tamil Nadu. Totapuri mangoes are used aplenty in mango drinks manufactured and distributed across the country. Food and beverage processors, including multinational companies, buy these mangoes directly from farmers. Notably, Andhra Pradesh's Chittoor district is home to several mango processing and pulp extraction companies that procure Totapuri mangoes from local markets. District officials, with the support of revenue, forest, marketing and police departments, have banned Totapuri mangoes from Karnataka entering Chittoor. The reason: the mangoes from Karnataka are cheaper than ones being grown in Andhra Pradesh. 'Every year, the Andhra government announces the price at which processors should purchase Totapuri mangoes,' an Andhra Pradesh government source told The Indian Express. 'This year the state government has announced the price at Rs 8 per kg. Keeping in mind the low price and high supplies the government has agreed to provide an additional Rs 4 per kg to the farmers,' the source said. In Karnataka, however, the price is just Rs 5 to Rs 6 per kg, the Andhra Pradesh government claims. 'If we allow [Karnataka] mangoes to reach the Andhra Pradesh market, the processors will prefer these mangoes over ones grown in the state, which are priced higher. This will plunge Andhra farmers into distress,' the AP government source said. With 5.5 lakh tones expected to be procured, the government is set to spend around Rs 220 crore on these mangoes An escalating standoff 'This abrupt and unilateral move has caused considerable hardship to mango growers in Karnataka, particularly those in the border regions who cultivate Totapuri mangoes in substantial quantities. These farmers have long relied on robust linkages with Chittoor-based processing and pulp extraction units for marketing their produce,' said Siddaramaiah, adding that the ban 'is contrary to the spirit of cooperative federalism'. He further said: 'The current restriction has disrupted this well-established supply chain and threatens significant post-harvest losses, directly impacting the livelihoods of thousands of farmers'. Chief Secretary Rajneesh's letter echoed similar concerns. Notably, both letters said that Karnataka farmers may take retaliatory measures, including blocking of vegetable and other agricultural commodities' sales across the border from Andhra Pradesh to Karnataka, which would 'escalate inter-state tensions,' Rajneesh wrote. This standoff comes in the context of the two neighbouring states being ruled by parties sitting across the aisle in Parliament: while the Congress is in power in Karnataka, the Andhra Pradesh government is headed by the Telugu Desam Party (TDP), a key ally in the BJP-led National Democratic Alliance at the Centre. So far, the Andhra Pradesh government has not officially responded to the letters from Karnataka.

TN CM MK Stalin rejects Delhi's control over Tamil Nadu; says Dravidian model has people's mandate and will continue beyond 2026
SALEM: Tamil Nadu cheif minister M.K. Stalin said during a government event in Salem on Thursday that proud Tamils will never let New Delhi rule the state. 'The people endorse a Dravidian model government that can uplift Tamil Nadu despite obstacles and steer through difficulties. This support will persist in 2026, just as it is currently,' CM Stalin said. He was responding to Union Home Minister Amit Shah 's recent remarks during his Madurai visit, where Shah accused the DMK government of altering Union government schemes and preventing the public from receiving benefits. Stalin countered the claims by saying, 'However, the reality is that the state government is allocating additional funds, contending that the drinking water and housing construction initiatives cannot advance with the budget provided by the Union government.' He added that the state government is funding over 50 percent of the cost for projects that are named after the Prime Minister. Quoting a line from the film Padayappa, Stalin remarked that just as the groom in the film wears a shirt that belongs to someone else, the state is also financing Union government projects. He further accused the Union government of trying to suppress and undermine Tamil Nadu's heritage. Stalin also criticised AIADMK general secretary Edappadi K. Palaniswami (EPS), stating that the Leader of the Opposition has aligned himself with Delhi and lacks the courage to question them. 'The public is rejecting their coalition because they are marginalising Tamil Nadu with anti-Tamil Nadu sentiments and ideologies,' Stalin asserted, adding that the AIADMK and its allies are forming alliances just to safeguard their positions. He went on to say that when the rights of Tamil Nadu were taken away, the AIADMK and its allies remained silent and did not object to what he termed as the BJP's indirect rule in the state. 'Even now, Amit Shah is openly declaring that the BJP will form a coalition, yet he (EPS) stays silent, putting his own selfish interests first,' Stalin claimed, adding that EPS has betrayed his own party. He concluded by saying the public is well aware and will not be misled into accepting EPS again.
