
UAE to issue unified IDs for People of Determination
The issuance of a single unified card will be recognised at both federal and local levels and will facilitate access to services by January 2026.
Outlined by the Ministry of Family and Zayed Higher Organisation for People of Determination, the initiative commits to align legislations and regulations, and to fully implement the Unified National Disability Classification.
The move aims to enhance the protection of rights for People of Determination, monitor employment stability and conduct benchmarking of working hours. Innovative technological solutions such as data-sharing networks and the expansion of smart application use will be implemented.
The cooperation also aims to develop curricula and facilities in care and rehabilitation centres, and to raise public awareness of issues through joint campaigns and activities
The partnership reflects the government's ongoing commitment to enhancing the role of People of Determination in the UAE community, highlighted Hessa Abdulrahman Tahlak, Assistant Undersecretary for the Development Sector at the Ministry of Family, emphasised that

"We believe that creating an inclusive environment... starts with effective institutional cooperation. This partnership represents an integrated model that seeks to unify efforts and deliver services that meet the aspirations of People of Determination throughout the country," he said.

This number is projected to rise to two billion by 2050, according to the World Health Organization (WHO), due to factors such as aging, illness, wars, and illiteracy. In the Middle East region alone, more than 50 million People of Determination are seeking access to the latest technologies and rehabilitation innovations to help them live more independently and improve their quality of life. The UAE continues to pursue its goal of becoming the world's best country in caring for and empowering People of Determination. This ambition is supported by unlimited backing from government entities and dedicated efforts from the private sector to deliver high-quality services to this long-neglected segment of society and disabled visitors from across the globe. A Global Platform for Empowerment The AccessAbilities Expo (AAE) stands out as the largest of its kind in the Middle East, North Africa, and South Asia. It serves as a global platform supporting the UAE's vision to empower People of Determination and meet their aspirations for a dignified life. The 7th edition of the AccessAbilities Expo will be held from 6 to 8th of October at the Dubai World Trade Centre's Halls 5, 6, 7, and 8, under the patronage of His Highness Sheikh Ahmed bin Saeed Al Maktoum, President of Dubai Civil Aviation Authority, Chairman of Dubai Airports, and Chairman and Chief Executive of Emirates Airline and Group. Innovative Products Catering For All Types of Disabilities Organized by Nadd Al Shiba PR & Event Management, the AccessAbilities Expo will showcase several Assistive products for the first time in the Middle East. According to the World Health Organization, only 1 in 10 people in need of assistive technology currently has access to it due to high costs, lack of awareness or availability, insufficient trained personnel, and weak policies. Assistive technology is a broad term encompassing both products and services that enhance functionality and independence. These tools, ranging from hearing aids and wheelchairs to communication devices, eyeglasses, prosthetics, and more—help individuals maintain or improve their functional ability and independence, thus improving their overall well-being. Over one billion people worldwide currently need one or more of these products. International disability experts estimate that by 2030, over 2 billion people will require at least one assistive product, with many elderly individuals needing two or more. A latest WHO report on Assistive technology revealed that about 90% of people who need it globally do not have access. A survey of 70 countries found significant gaps in service delivery and trained workforces, especially in cognition, communication, and self-care. Over 57,000 benefit from ‘Islamic Affairs Dubai' initiatives
The Islamic Affairs and Charitable Activities Department in Dubai (IACAD) announced that its "Thimar Sadaqatikom" initiative supported more than 57,000 beneficiaries during the first half of 2025, with total aid exceeding Dhs26.4 million. In the health sector, the "Sareer Al-Khair" initiative extended vital support to 46 financially distressed patients by covering treatment costs and providing essential medical equipment, with expenditures surpassing Dhs6.3 million. In education, the "Kursi Al-Ilm" initiative enabled 174 students from low-income families to pursue their academic goals, with total support amounting to Dhs1.88 million. The "Tafreej Kurba" initiative gave a new lease on life to 54 indebted inmates, facilitating their release and supporting the restoration of family stability, at a total cost of Dhs5.8 million. To address housing needs, Dhs1.25 million was allocated to assist Emirati families in securing safe and adequate living conditions. Beyond these key areas, IACAD implemented a wide range of charitable initiatives, including support for People of Determination, food distribution, Hajj sponsorships, mosque construction, and funding for humanitarian and training programmes. These additional efforts benefited 56,989 individuals, with a total value exceeding Dhs11.2 million. Commenting on the outcomes, Mohammed Musabbah Dhahi, Executive Director of the Charitable Work Sector at IACAD, said the achievements demonstrate the public's growing trust in the initiative as a transparent and dependable platform for channelling charitable contributions to those most in need. 'More than ceremony': UAE minister honours 50 people of determination upon graduating
Fifty young men and women with disabilities walked proudly across the stage in Ajman, celebrating a moment many thought might never come - they were graduating. The Ministry of Family held a special ceremony at the Cultural Centre in Ajman to honour 50 students, all of whom completed training at disability care and rehabilitation centres across the UAE. The graduates came from Dubai, Ajman, Ras Al Khaimah, Fujairah, and Dibba Fujairah. For the first time, they were joined by students from the 'Mashaghel Rehabilitation Centres' vocational training programme, creating a shared celebration of hard work and progress. Sana Suhail, Minister of Family, honoured each graduate personally. These students had taken a path that required strength, not just physically, but emotionally. Through their academic and professional training, they showed that disabilities do not stop dreams. Their journey has become an example for many others. She praised the graduates for their determination and commitment. She emphasised that this achievement stands as a testament to their unwavering will and the profound positive impact of these programmes, which aim to build a more inclusive and equitable society. 'The event was more than a ceremony. It was a sign of what's possible when people of determination are given support and encouragement. It showed the importance of believing in their abilities and creating spaces where they can learn, grow, and contribute,' she said. The ceremony was a celebration and reinforcement of inclusion and empowerment. It highlighted the importance of investing in the capabilities of people of determination and providing a supportive environment for them to contribute effectively to the nation's development. It also showcases the Ministry of Family's important work in promoting social inclusion and ensuring equal access to education, healthcare, and jobs for people of determination, in line with the National Policy for Empowering Persons with Disabilities. The Ministry of Family operates several rehabilitation centres for people of determination across different emirates, including Dubai, Ajman, Umm Al Quwain, Ras Al Khaimah, and Dibba Al-Fujairah. These centres work with individuals aged 4 to 18, offering customised education and training. Once students complete the programme, they can move into vocational work, take on small projects, or prepare to enter the job market. One programme, called the 'Mashaghel Rehabilitation Centres Programme,' gives people of determination training in entrepreneurship and home-based business skills. It helps them work towards independence and learn how to run their own small projects or businesses from home.
