
Iran-Israel war: why China's airlines may face less turbulence than Western rivals
Western airlines risk suffering greater disruption than their Chinese rivals this summer, as the escalating
conflict between Iran and Israel – compounded by US military strikes – forces most carriers to avoid flying over dangerous airspace on China-Europe routes.
Analysts said that while almost all carriers have diverted services to bypass Iran and parts of the Middle East, Western firms are at a disadvantage: they remain barred from Russian airspace, which Chinese companies continue to use.
'For travellers, especially those from China, it's all about airfare and flight times,' said an analyst at the Shanghai-based aviation news portal and consultancy Airwefly.
'The latest developments may widen the competitive gap Chinese airlines already have over others.'
Iran, Israel, Iraq and Jordan have intermittently closed their airspace since the Israeli government began its military campaign against Iran on June 13. The United States launched air strikes on Iranian nuclear facilities on Sunday, raising fears of a wider regional war and further disrupting flights between Europe and Asia.
Both Western and Chinese carriers have avoided Iranian skies in recent days over concerns that their aircraft could be misidentified by air defence systems. Flight diversions and cancellations increased after Tehran's missile assault on an American military base in Qatar on Monday, according to airlines and some media reports.
Western firms have diverted flights through Azerbaijan, Turkmenistan and Afghanistan as well as southern routes over Egypt and Saudi Arabia, the airlines and media reports said. In contrast, Chinese airlines have more flexibility after Moscow closed its airspace to the West after the Russia-Ukraine war started in 2022.

In response, Tehran's intention to retaliate by closing the Strait of Hormuz , a chokepoint for around a third of global seaborne oil, has further placed international law and the world economy in the line of fire. With commercial vessels reportedly beginning to divert, the critical question is not just whether Iran can disrupt traffic, but whether it will implement a complete blockade. A careful examination of the legal framework, strategic considerations and economic realities suggests that, although the risk of miscalculation is high, a sustained closure of the strait remains an unlikely and counterproductive option for Tehran. From the perspective of international law, Iran's hands are largely tied. In principle, the Strait of Hormuz should be governed by the UN Convention on the Law of the Sea (Unclos). This convention establishes the right of 'transit passage', which guarantees all ships and aircraft continuous and expeditious passage. Crucially, Unclos states this right 'shall not be impeded' or suspended by coastal states. While Iran has signed but not ratified Unclos, the transit passage regime is accepted as customary international law, binding on all nations. Even under the Convention on the Territorial Sea and the Contiguous Zone, one of four treaties agreed on at the first UN Conference on the Law of the Sea in 1958 and which has since been replaced by the 1982 law, straits used for international navigation are subject to a non-suspendable right of innocent passage. Tehran may attempt to justify a blockade under Article 51 of the UN Charter, claiming self-defence in response to the air strikes. However, this argument is unlikely to withstand legal scrutiny. The principles of necessity and proportionality are central to the right of self-defence. A blanket closure of the strait would inflict disproportionate harm on neutral third countries, including energy-hungry economies in Asia and Europe – arguably making it an illegal act of collective punishment as opposed to a legitimate act of self-defence. According to international humanitarian law, self-defence measures must not unduly harm third parties.

As of yesterday, all but one have left the two countries safely. The government raised the outbound travel alert to "black" for the two Middle East countries last week – the highest level in a three-tier system, indicating a severe threat. Speaking ahead of the weekly Executive Council meeting, Lee said the government will maintain close contact with the remaining resident and provide assistance. "It is important that Hong Kong residents in these two countries or in areas where threats may spiral up to pay close attention to personal safety," he said. "Leave and relocate to other more safe areas. "Pay attention to developments through the news, what we, the government broadcast, and also the website of the Security Bureau." Lee went on to say that the administration will keep in close contact with the Office of the Commissioner of the Ministry of Foreign Affairs as well as relevant embassies. The Chief Executive also said he supports the nation's stance on the Israel-Iran conflict and efforts to ensure the safety of civilians and resolve issues through diplomatic means. He called on the international community to jointly safeguard peace. Lee said the SAR's cooperation with the Middle East will be even closer given the current situation as he believes every government in the region will ensure that trade continues.
