
Contractor's suicide puts limelight on Rs 35k crore need for state's Jal Jeevan Mission
As per the data, Maharashtra's annual plan for the year 2025-26 is of Rs 35,622 crore, of which Rs 19,259 crore is Centre's share and Rs 16,363 crore is the share of the state. Meanwhile, the Centre has already conveyed to the state government that it won't be releasing Jal Jeevan Mission funds for the time being.
Earlier this month, The Indian Express reported that the Maharashtra Government informed the Legislative Council that it has not received central funds for the Jal Jeevan Mission scheme since October 2024 and has been using funds from the state's coffers to complete the ongoing projects. It also stated that 51,558 schemes have been sanctioned under the mission, of which 26,009 are still ongoing.
However, in a written reply submitted to the Legislative Council, Maharashtra's Water Supply and Sanitation Department informed that the state government has disbursed funds worth Rs 2,483.58 crore to complete the ongoing schemes.
'We are corresponding with the central government to release funds at the earliest. To ensure that ongoing works are not stopped, for the year 2025-26, we have decided to give additional funds worth Rs 3,913 crore,' Meghana Sakore-Bordikar, Minister of State, had informed.
Earlier, a day after 35 year-old Harshal Patil committed suicide over non-payment of his dues worth Rs 1.4 crore, Maharashtra's Water Supply And Sanitation Minister Gulabrao Patil claimed that there are no records of pending dues of the said person.
Harshal's cousin Akshay Patil told police that the contractor was under immense financial stress. 'His bills worth Rs 1.4 crore were pending and he had also taken loan from money lenders. His financial stress was immense and he used to talk about the same for days,' said Patil.
According to his relatives, Harshal left home on Tuesday an did not return home, following which they filed a complaint at Kurlap police station in Sangli district. On Wednesday afternoon, his body was found hanging from a tree in a farm.
The Maharashtra State Contractor Association slammed the state government alleging that it has been consistently raising the pending dues worth Rs 89,000 crore for more than two years which were neglected by the state government. The association also released documents showing Patil had sublet the construction work.
'When I heard the news, I took information from the concerned officials. There was no record of pending dues . We do not know if he had sublet the work from any other contractor,' said State's Water Supply and Sanitation minister Gulabrao Patil.
Milind Bhosle, president, Maharashtra State Contractor Association, said that large number of small engineers had taken contracts of Jal Jeevan Mission work and the government has not paid their dues.
'There are dues worth Rs 89,000 crore pending and we have been consistently speaking about it. But nobody from the government gave any attention to it. This has now resulted in the suicide of a young contractor. He had also taken loan worth Rs 65 lakh and couldn't repay it since the government did not pay the dues,' said Bhosle.
Opposition NCP(SP) leader Jayant Patil said that he had warned the state government in his speech at the legislative Assembly about such a possibility. 'I had warned the possibility of contractors committing suicides. But the government paid no attention to it,' he said. Harshal Patil was a resident of Walwa taluka in Sangli, the home district of Jayant Patil.
Congress MLA Vijay Wadettiwar said that after farmers, contractors are committing suicides in the state. 'The government is responsible for his death. The state has gone bankrupt and there is no one from the government who is looking after it,' he said.

935 kg Ganja, Valued At Rs 5 Crore, Seized By Telangana Officials
Hyderabad: A sophisticated intelligence-driven operation by Telangana's Elite Action Group for Drug Law Enforcement (EAGLE), Telangana's newly restructured anti-narcotics wing, has resulted in the crackdown on a sophisticated interstate ganja smuggling syndicate. The operation resulted in the seizure of a staggering 935.611 kilograms of ganja, valued at Rs 5 crore, and the arrest of three key individuals. The massive bust highlights the intensified approach of EAGLE that recently replaced the Telangana Anti-Narcotics Bureau (TGANB) to enhance the state's fight against narcotics. Acting on precise intelligence, personnel from the Regional Narcotic Control Centre (RNCC) in Khammam and the Rachakonda police's narcotics wing set up surveillance at the Batasingaram fruit market junction on the Vijayawada National Highway on Saturday. At approximately 3:05 pm, a target goods vehicle, accompanied by an escort SUV, was intercepted. A thorough inspection of the goods vehicle revealed 35 HDPE bags ingeniously concealed beneath empty plastic fruit trays. These bags contained 455 packets of ganja, meticulously wrapped in brown tape, totaling the impressive haul of 935.611 kilograms. The arrested individuals have been identified as Pawar Kumar Badu, a known NDPS offender from Maharashtra, along with Samadhan Kantilal Bhise and Vinayak Baba Saheb Pawar. Preliminary investigations indicate that the trio had travelled from Maharashtra to Rajahmundry on July 23 in a rented SUV. There, they met with their Odisha-based supplier, Sachin Gangaram Chouhan, who loaded the ganja into the goods vehicle. The consignment was then transported with the SUV acting as a scout vehicle to evade police detection, showcasing the syndicate's sophisticated tactics. The operation also revealed a credit-based supply model and the maintenance of both digital and manual records, pointing to a highly organised illicit trade. A case has been booked under Section 27A of the NDPS Act, which addresses financing and harbouring of offenders, for their involvement in the procurement, transportation, and distribution of narcotic substances. In addition to the substantial ganja seizure, police confiscated the goods vehicle, the escort SUV, and several mobile phones, each equipped with dual SIM cards used for intricate communication and coordination. A widespread search is currently underway for the absconding supplier, Sachin Chouhan. The EAGLE is hoping a crackdown like this will serve as a strong deterrent to drug traffickers. EAGLE was formed in June 2025 by Chief Minister A. Revanth Reddy who announced its motto of "Zero Tolerance - Total Surveillance". The public has been requested to report any suspicious drug-related activity to the toll-free helpline number 1908, with the assurance of informant confidentiality.

Chinese Satellite Phone, Spy Drones And Nomads: How Army Neutralised 2 Pahalgam Terrorists
Three Pakistani terrorists were killed in Operation Mahadev, a significant anti-terror operation launched by security forces on the outskirts of Srinagar in the Zabarwan Hills. The operation was a joint effort by the Jammu & Kashmir Police, Indian Army, and the Central Reserve Police Force (CRPF). It took place in the Lidwas area near Dachigam National Park and Mount Mahadev, a strategically and symbolically significant location in the Zabarwan Range. Hence, the operation was called Operation Mahadev. The operation was initiated based on intelligence inputs gathered over 15 days, beginning with the detection of a Chinese satellite phone in the Baisaran area on July 11, 2025. Local nomads provided additional information confirming terrorist movements in the Dachigam forests. The operation was meticulously planned, involving drone surveillance and inputs from intercepted communications. Today, around 11:30 AM, security forces, including elite units like 4 Para, 24 Rashtriya Rifles (RR), and the SOG of Jammu & Kashmir Police, surrounded a group of three terrorists on Mulnar Peak near Lidwas Meadow, which falls in the Mount Mahadev area. The terrorists, caught resting in a tent, were neutralized in a swift and precise strike by the forces during intense firefighting. Three terrorists were killed and identified as high-value targets. The operation continued post-encounter to locate remaining associates believed to be scattered in the forested area. Drones and additional reinforcements were deployed to support ongoing search and combing operations. IGP Kashmir Vidhi Kumar Birdi said, "Operation Mahadev is continuing. As per the initial reports, three bodies have been observed and seem to be neutralized. It will take us some time for identification, and parties are still inside..." However, sources in the Army linking the operation to the Pahalgam attack said, "A top Lashkar-e-Taiba commander who was involved in the Pahalgam attack got killed. A Rs 20 lakh reward had been announced for information on him." He named him as Sulaiman. Another killed terrorist is said to be Yasir @ Harris. He is also suspected to be involved in the Pahalgam attack, and the third is said to be Abu Hamza, though there is no confirmation of his role in the Pahalgam attack as of now. Security forces recovered huge and modern arms and ammunition from the terrorists, including one M4 carbine, two AK-47 rifles, 17 rifle grenades, and Improvised Explosive Devices (IEDs). These recoveries indicate the terrorists were heavily armed and planning further attacks. The operation was one of the most significant anti-terror actions since the Pahalgam attack, demonstrating the effectiveness of coordinated intelligence and security forces. The use of indigenous technology, such as drones, UAVs, and local intelligence from nomads, indicates how security forces are combing the forest areas after the Pahalgam attack. The operation coincided with a parliamentary debate on Operation Sindoor, India's retaliatory strikes in Pakistan and Pakistan-occupied Kashmir following the Pahalgam attack. The success of Operation Mahadev bolstered the government's stance amid opposition criticism over security lapses. While the neutralized terrorists were suspected to be linked to the Pahalgam attack, official confirmation of their identities is still awaited. The IGP said that identification would take time. Intelligence suggested that other associates of the neutralized terrorists might still be active in the region, prompting continued search operations. The rugged terrain of Dachigam and Lidwas posed challenges for tracking. The Chinar Corps updated progress on X, stating, 'OP MAHADEV - Update: Three terrorists have been neutralized in an intense firefight. Operation continues.' Lieutenant General Pratik Sharma, Northern Command chief, congratulated the forces for their swift action. Delhi CM orders ACB probe into lapses linked to Barapullah Road Phase-III project
Delhi Chief Minister Rekha Gupta on Monday ordered a probe by the Anti-Corruption Branch into irregularities in the on-going Barapullah Elevated Road Phase-III project plagued by cost and time overruns. While chairing a meeting of the Expenditure Finance Committee on Monday, the CM reviewed the project and took note of the concerns raised over the Public Works Department's (PWD) negligence and the prolonged delays. The Chief Minister instructed senior officials to ensure its timely completion, noting that a payment of Rs 175 crore to the contractor was necessitated because the previous government had prevented the company from executing the work. CM Gupta called the project "yet another example of corruption and negligence under the previous Aam Aadmi Party (AAP) government". She highlighted that the project, scheduled for completion in October 2017, was repeatedly delayed and eventually went into arbitration. The ruling favoured the contractor with an award of Rs 120 crore. When the payment was withheld, the company approached the High Court, which in May 2023 ordered the PWD to pay Rs 175 crore, including interest and GST. The sum was subsequently paid during the tenure of then PWD Minister Atishi. CM Gupta criticised the AAP government for neither filing a review petition nor acting against the lax officials, adding that the payout hampered other PWD schemes. She also disclosed that the contractor had initially offered to settle the dispute for Rs 35 crore, but the proposal was ignored, resulting in the escalation of the matter to the High Court. The elevated road will run from Barapullah Nallah to Mayur Vihar Phase-III via Sarai Kale Khan. PWD Minister Pravesh Verma and officials informed the Chief Minister that the project would gain pace as permissions for tree removal along the route were expected shortly. The Delhi Cabinet approved the project in September 2011. An amount of Rs 1,260.63 crore was allocated for the project in December 2014. The construction work began in April 2015, with a stipulated completion period of 30 months. The original estimated cost of the project was Rs 1,260.63 crore, out of which Rs 1,238.68 crore has been spent so far. The total project cost is now estimated to be Rs 1,330 crore. Currently, 87 per cent of the work has been completed. Permission for the early removal of trees is expected soon, after which the project will gain momentum. For the financial year 2025–26, Rs 150 crore has been allocated, of which Rs 86.43 crore had been spent by June 2025.
