Making M'sia a leading economy
A new course: Civil servants watching the live broadcast of the 13MP presentation by Anwar in Putrajaya. — Bernama KUALA LUMPUR: Malaysia will be the leading economy in South-East Asia with a high quality of life, if the targets set out in the 13th Malaysian Plan (13MP) are met. Prime Minister Datuk Seri Anwar Ibrahim, who tabled the Plan in the Dewan Rakyat yesterday, said it would prioritise three focal points – good governance, ensuring value creation in all economic sectors, and ensuring an inclusive development that raises the living standards of the people. The five-year plan, themed 'Melakar Semula Pembangunan' (Redesigning Development) will set the country's direction from next year until 2030 and includes strategies for both the young and the old. The initiatives include mandating children start pre-school at the age of five, and boosting TVET and STEM education. The mandatory retirement age of 60 will also be reviewed as Putrajaya aims to increase the participation of seniors in the labour market. Malaysia raised the retirement age to 60 in 2012 and there are proposals to raise it further to 65. Anwar said a total investment of RM611bil is required under the Plan, with RM430bil coming from Putrajaya. 'The remaining RM120bil will be from government-linked companies (GLC) and government-linked investment companies through direct domestic investments. 'Support from the private sector through the public-private-partnership will raise the remaining RM61bil,' Anwar said. Over the next five years, he said Putrajaya would channel RM227bil to the economic sector, and another RM133bil to the social sector, including RM67bil for education and RM40bil for healthcare. Anwar said RM51bil was allocated for the security sector and RM17bil for the administrative sector. 'This strategic distribution reflects the government's commitment to drive national development comprehensively,' said Anwar. In his speech, Anwar said the government has reduced new debt commitments from RM99bil in 2022 to RM92.6bil in 2023 and RM76.8bil last year. 'This achievement puts us on a solid track towards achieving the 3% fiscal deficit target by reducing new debt each year,' added Anwar. At the same time, Anwar said the foundations of the economy had to be re-examined to overcome weaknesses and address new trends. 'We need to boost economic growth by shifting to value creation in all economic sectors,' he said, adding that Malaysia cannot rely solely on the production of basic materials in the agricultural, industrial and service sectors. To ensure bumiputra companies are competitive internationally, Anwar said they will be given assistance to get listed on Bursa Malaysia. This includes organising business relay-races and providing support to bumiputra entrepreneurs with the aim of producing 10 companies worth over RM500mil. 'The Gate to Global programmes will be enhanced to increase bumiputra entrepreneurs' competitiveness at the global stage.' He added that Sabah and Sarawak bumiputra will also be strengthened by expanding business opportunities through the provision of commercial premises and access to financing, as well as entrepreneurial training and mentoring programmes. Good governance, Anwar said, is crucial to ensuring national wealth is distributed fairly and equitably. 'We will continue to strengthen integrity and accountability, improve the efficiency of public service delivery and strengthen fiscal management.' On value creation, Anwar said the main pillar would be digitalisation and advanced technologies, particularly artificial intelligence. 'Emphasis will be placed on the development of high-growth, high-value industries and high-value sectors,' he added. Anwar also said the people's living standards will be raised by intensifying efforts to help people cope with the rise in cost of living. Anwar said efforts to strengthen administration based on integrity and accountability are beginning to show results, with Malaysia jumping 11 places to 23rd in the World Competitiveness Index 2025. The 13MP will be debated for eight days in Parliament starting Monday.

RM611 billion to transform economy
Published on: Friday, August 01, 2025 Published on: Fri, Aug 01, 2025 By: Bernama Text Size: Kuala Lumpur: Prime Minister Datuk Seri Anwar Ibrahim Thursday unveiled the 13th Malaysia Plan (13MP), a five-year national development roadmap that will see a total investment of RM611 billion from 2026 to 2030, aimed at transforming Malaysia into a more inclusive, sustainable and technologically driven nation. The 13MP is built on four core thrusts, namely diversifying the economy, boosting social mobility, accelerating public service reform, and improving people's wellbeing and environmental sustainability. 'Since taking over power in November 2022, the Madani Government has boldly and decisively charted a new policy direction for the country. 'This was made clear through the establishment of the Madani Economy framework, anchored on sustainability, the well-being of the people, and governance with integrity,' Anwar said in his nearly 90-minute speech on the 13MP, themed Melakar Semula Pembangunan (Redesigning Development), at Parliament. The plan is underpinned by three fundamental pillars - the formation of a sovereign and dignified nation, the development of a people-centric Madani social system, and the transition into an artificial intelligence (AI)-powered economy. Of the RM611 billion set aside under the 13MP, RM430 billion will come from the government's development allocation, RM120 billion from government-linked companies and government-linked investment companies (GLCs and GLICs), and RM61 billion through public-private partnerships (PPPs). More than half of the government allocation, or RM227 billion, will be directed toward the economic sector, while RM133 billion is earmarked for social sectors, including RM67 billion for education, RM40 billion for healthcare, RM51 billion for security, and RM17 billion for public administration. 'With the success of this plan, by 2030, we will not only have great material achievements and be able to produce high-value products, but we will also have people with big hearts, living unitedly, respecting each other's cultural diversity and having a strong identity. This is the dream of a Malaysia Madani,' he said. Anwar, who is also Finance Minister, said that the 13MP must be a collective national agenda, calling on individuals, communities, the private sector, and government institutions to work in unison toward the shared vision of a just and united Malaysia. The plan includes major public sector reforms, fiscal sustainability measures, and a strong push for digitalisation, particularly in AI, while the GovTech initiatives will introduce MyDigital ID, a secure digital identity system aimed at simplifying access to online public services, with a target of 95 per cent of federal services being fully online by 2030. To support this digital transition, Anwar said infrastructure will be upgraded to facilitate AI-driven growth and attract strategic investments in data centres. 'To expand the adaptation of AI across various sectors, the government is targeting 5G network coverage to reach 98 per cent in populated and industrial areas, including rural zones, in line with the target of producing at least 5,000 digital entrepreneurs by 2030,' he said. The five-year plan also projects the creation of 700,000 new jobs in the manufacturing sector and 500,000 in the digital economy. On addressing the cost of living, Anwar announced the continuation of initiatives such as the Sumbangan Tunai Rahmah (STR) and Sumbangan Asas Rahmah (SARA), while the Payung Rahmah programme will also be strengthened with initiatives like Rahmah Sale, Rahmah Menu, Rahmah Cafe and Rahmah Food Basket. In education, RM67 billion will be allocated in building new schools, upgrading dilapidated facilities, and expanding infrastructure at public higher education institutions. Under the 13MP, the government will also introduce the Perkasa TVET Madani financing scheme and TVET training fund, while expanding technical training opportunities to tahfiz students to produce Madani technocrats. Public transport systems will also see major upgrades, including 1,200 new buses, 300 demand-responsive transit (DRT) vans, and 217 new passenger train sets. 'Upgrading of existing routes and building new roads will continue. Among the key projects are the Pahang-Kelantan Central Spine Road; the Pan Borneo Highway in Sabah, the Trans Borneo Highway in Sarawak, as well as the construction and upgrading of 2,800 km of rural roads,' he said. Anwar said Sabah and Sarawak will be positioned as national hubs for sustainable energy, with flagship projects such as the Sarawak Hydrogen Hub and the Sabah Energy Supply Guarantee strengthening energy infrastructure and regional competitiveness. In the east coast states of Kelantan, Pahang, and Terengganu, development will focus on creating a competitive, integrated national food production hub. To reduce reliance on food imports, large-scale agriculture will be promoted in these states well as in Sabah and Sarawak. 'The mindset of our people must shift. Agriculture must no longer be seen as mere subsistence, but as a profitable economic opportunity,' Anwar said, adding that agrofood value-added output is expected to reach RM58 billion by 2030. To ensure more Malaysians live in safe, comfortable homes, one million affordable housing units will be built between 2026 and 2035 by federal and state governments, as well as private developers. Anwar said the healthcare sector will receive RM40 billion to enhance accessibility and reduce out-of-pocket expenses, which initiatives include upgrading hospitals and clinics, promoting the use of generic medicines, and expanding digital health records to support AI-powered analytics. 'Government also aims to reduce reliance on foreign workers from 15 per cent to 10 per cent by 2030 through stricter enforcement of the Multi-Tiered Levy Mechanism and encouraging automation and local hiring,' he said. To uplift the Orang Asli community, Anwar announced that the Aboriginal Peoples Act 1954 (Act 134) will be reviewed to improve land ownership, education, and infrastructure access, with the goal of strengthening their socio-economic standing. Anwar concluded his speech with a call for unity and commitment across all sectors to make the 13MP a reality. 'Insya-Allah, with a strong unwavering commitment and determination, Malaysia will rise to global prominence, powered by values, principles, and the strength of its people,' he said. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? IATA Records 2.6 Pct Growth In Global Passenger Demand In June 2025 KUALA LUMPUR, July 31 (Bernama) -- The International Air Transport Association (IATA) recorded a 2.6 per cent increase in total global passenger demand for June 2025. Its director general Willie Walsh said in a statement today that it was a slower pace than what the company had seen in previous months and reflected disruptions around military conflict in the Middle East. 'With demand growth lagging the 3.4 per cent capacity expansion, load factors dipped 0.6 percentage points from their all-time record-high levels. 'At 84.5 per cent globally, however, load factors are still very strong. And with a modest 1.8 per cent capacity growth visible in August schedules, load factors over the northern summer are unlikely to stray far from their recent historic highs,' he said. On a regional breakdown of the international passenger markets, the aviation body said Asia-Pacific airlines achieved a 7.2 per cent year-on-year (y-o-y) increase in demand, with capacity rising by 7.5 per cent while the load factor stood at 82.9 per cent, slightly lower by 0.2 percentage points compared to June 2024. It noted that European carriers posted a 2.8 per cent y-o-y growth in demand, while capacity rose 3.3 per cent and load factor came in at 87.4 per cent. 'North American saw a decline of 0.3 per cent in demand, 2.2 per cent increase in capacity and load factor was 86.9 per cent.
