Council approves rise in tax and CAZ charges
Bristol City Council has agreed its annual budget, with a 4.99% increase in council tax.
Councillor Tony Dyer, council leader, said a cost-cutting programme of "efficiencies" would save the authority £77m a year until 2030.
He added: "We propose to spend over £400m in areas such as parks and green spaces, delivering new council housing, repairing aging highways infrastructure, bringing new transport options online and introducing new homes for children in care."
Increasing the city's Clean Air Zone charge was not debated at the budget meeting on Tuesday but was approved along with a raft of measures to raise income.
Council officers will now seek permission from the government to increase it in line with inflation, which is currently 3%. This could see the daily price for a car rise to £9.27.
The budget comprises £1.7bn in spending across schools, council housing, the harbour estate and public health.

The Greens-led council dropped plans to slash funding for museums, libraries and lolipop patrols earlier this year.
The Lib Dem amendment to carry out a feasibility study into a visitor charge was also approved. This would see hotel guests paying £2 extra to stay each night.
And the group's request to set up a donation fund for community organisations was passed unanimously.
Two of Labour's proposals, to reduce the cost of meals on wheels to 4.5% and to tackle fly-tipping, were both approved.
Labour group leader Tom Renhard said the Greens had removed some of the "worst ideas" from the original proposals.
He added: "Even though you've been bailed out of doing most of the unpalatable things, this is still a bad budget, devoid of political direction."
Lib Dem councillor Sarah Classick said her group would support the budget as amended and that although it was not perfect, it took a pragmatic approach to improving essential services.
Conservative group leader Mark Weston said his party was seriously worried about changes to transport, libraries and waste services, with an ongoing public consultation into reducing black bin collections to every three or four weeks.
Although the original plan to halve the libraries budget was shelved a few weeks ago, the service will be subject to a taskforce of councillors to decide how its future should look.

Meta rolls out AI-powered translations to creators globally, starting with English and Spanish
Meta is rolling out an AI-powered voice translation feature to all users on Facebook and Instagram globally, the company announced on Tuesday. The new feature, which is available in any market where Meta AI is available, allows creators to translate content into other languages so it can be viewed by a broader audience. The feature was first announced at Meta's Connect developer conference last year, where the company said it would pilot test automatic translations of creators' voices in reels across both Facebook and Instagram. Meta notes that the AI translations will use the sound and tone of the creator's own voice to make the dubbed voice sound authentic when translating the content to a new language. In addition, creators can optionally use a lip-sync feature to align the translation with their lip movements, which makes it seem more natural. At launch, the feature supports translations from English to Spanish and vice versa, with more languages to be added over time. These AI translations are available to Facebook creators with 1,000 or more followers and all public Instagram accounts globally, where Meta AI is offered. To access the option, creators can click on 'Translate your voice with Meta AI' before publishing their reel. Creators can then toggle the button to turn on translations and choose if they want to include lip-syncing, too. When they click 'Share now' to publish their reel, the translation will be available automatically. Creators can view translations and lip syncs before they're posted publicly and can toggle off either option at any time. (Rejecting the translation won't impact the original reel, the company notes.) Viewers watching the translated reel will see a notice at the bottom that indicates it was translated with Meta AI. Those who don't want to see translated reels in select languages can disable this in the settings menu. Creators are also gaining access to a new metric in their Insights panel, where they can see their views by language. This can help them better understand how their content is reaching new audiences via translations — something that will be more helpful as additional languages are supported over time. Meta recommends that creators who want to use the feature face forward, speak clearly, and avoid covering their mouth when recording. Minimal background noise or music also helps. The feature only supports up to two speakers, and they should not talk over each other for the translation to work. Plus, Facebook creators will be able to upload up to 20 of their own dubbed audio tracks to a reel to expand their audience beyond those in English- or Spanish-speaking markets. This is offered in the 'Closed captions and translations' section of the Meta Business Suite and supports the addition of translations both before and after publishing, unlike the AI feature. Meta says more languages will be supported in the future but did not detail which ones would be next to come or when. 'We believe there are lots of amazing creators out there who have potential audiences who don't necessarily speak the same language,' explained Instagram head Adam Mosseri in a post on Instagram. 'And if we can help you reach those audiences who speak other languages, reach across cultural and linguistic barriers, we can help you grow your following and get more value out of Instagram and the platform.' California's long ballot count may be Trump's next target in the war over voting
The latest salvo in President Donald Trump's campaign against mail-in voting arrived Monday, as he announced he wants to 'lead a movement' against mail ballots and advocate instead for in-person and paper ballots, which he says are 'faster, and leaves NO DOUBT, at the end of the evening, as to who WON, and who LOST, the Election.' Trump has criticized mail-in ballots since their rapid rise in 2020, when after years of slower growth they exploded as a key innovation of the Covid election. But the logistics of counting mail-in votes helped keep the nation in suspense over who won for nearly four days after polls closed. This latest push by Trump may also have the convenience of being the latest line of attack in the redistricting wars. In California, state Democrats are attempting their own mid-decade gerrymander to counter the Trump-led push by Republicans to draw more friendly districts in Texas. And California sticks out as one of the most prominent embracers of mail-in voting — and among the slowest to count them. Overall, mail-in voting accounted for 30% of the total vote nationwide in 2024, down from its 2020 peak of 43%. However, in California, the practice made up 81% of the total vote, according to a recent report from the Election Assistance Commission. Mail-in voting overall has proved to be a challenging process for many election administrators, with hurdles including voter and ballot verification and logistical issues like opening envelopes, keeping materials secure and, in many cases, hand-counting. Essentially, all of the processes that happen in person when someone votes at a polling place — especially checking in and verifying their registration — can pile up fast when it happens by mail. But California has had some of the greatest difficulties sorting through mail votes quickly. Of the states with the highest share of mail-in voting in the 2024 election, California set a benchmark for slowest progress the morning after the election. While Democrats have achieved steady success at the statewide level in recent years, California's prolonged vote counts left the nation in suspense over which party would win control of the House of Representatives for days after the 2022 and 2024 elections. Northern California's Lake County didn't reach the halfway mark tabulating its 2024 election results until more than two weeks after election night. Responding to scrutiny, the elections supervisor complained, 'Why do we need to rush?' Following the election, state legislation was introduced requiring counties to conclude a majority of their counting process 13 days after the election. The bill passed the state Assembly with bipartisan support and is in a state Senate committee seeking funding sign-off. Meanwhile, Trump faces high legal and political hurdles to changing mail-in laws on his own at the federal level. Without new federal laws, states have wide latitude to set their own election procedures. And his recent post may just have been top of mind for him because of a prompt from Russian President Vladimir Putin. But it's also happening as California state legislators convened Monday to move forward on plans for a congressional map that, if approved by voters, would target five Republicans to lose their seats in the upcoming midterms. The effort was sparked by Democratic Gov. Gavin Newsom as a response to Texas Republicans' congressional redraw seeking to fortify their majority. It may put the redistricting wars and Trump's renewed crusade on mail-in votes on a political collision course in the Golden State.
