13MP rolls out reforms aimed at strengthening Malaysia's legal framework

KUALA LUMPUR: The 13th Malaysia Plan (13MP) is set to drive a series of legal reforms aimed at improving the legal landscape and the lives of Malaysians.
Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said said more than 80 proposed legal reforms and amendments were outlined in Prime Minister Datuk Seri Anwar Ibrahim's presentation, with about 30 falling under the purview of the Legal Affairs Division.
"We hope this five-year plan under the 13MP will pave the way for new laws that can improve the lives of most Malaysians," she told a press conference today.
Azalina added that various ministries are also using the 13MP debate period to advance their respective legislative priorities.
"Once the 13MP is passed, we expect a surge in legislative activity by the third week, including the tabling of new laws and amendments to existing ones," she said.
"This is a positive development, as it reflects the country's progress through the adoption of new approaches."
On July 31, Anwar tabled the 13MP in the Dewan Rakyat, outlining the nation's development direction from 2026 to 2030.
The five-year plan focuses on reshaping national development through policies and initiatives that promote unity, improve public well-being, strengthen environmental sustainability, and accelerate economic growth.
Key reforms include institutionalising an efficient and effective government, enhancing fiscal resilience, and delivering people-centric services.
The plan also proposes nation.

"Tariff concerns, particularly in the semiconductor industry, have caused significant unease recently. "Previously, these were mostly exempted. "However, most of these companies are US-based or already have commitments to continue their investments and production in the US, so they won't be severely affected," he said in his speech during the 2026 Budget Consultation Council at the Finance Ministry here on Thursday (Aug 7). Anwar said, however, there are some exceptions such as Infineon, a German semiconductor manufacturer, that mainly caters to the needs of Germany and Europe, as well as others. "So, we're monitoring the situation," said Anwar. Earlier, US President Donald Trump announced sweeping new tariffs on countries worldwide, which have now come into effect, escalating his trade war. Trump plans to impose 100% tariffs on semiconductors imported from countries that do not produce, or do not plan to produce, chips within the US and only companies that have invested in or are building chip-manufacturing facilities in the US would reportedly be exempt.

KUALA LUMPUR: Auxiliary police have been deployed to train platforms to assist passengers with disabilities and enhance accessibility on public transport, the Dewan Rakyat was told today. Transport Minister Anthony Loke said Prasarana Malaysia Bhd is training auxiliary police personnel to be more alert and responsive to the needs of disabled passengers at station platforms. "There have been incidents where persons with disabilities, or even members of the public, have accidentally fallen onto the tracks. "This is due to the design of older light rail transit (LRT) lines, which do not have platform screen doors separating the platform from the train. "However, newer Mass Rapid Transit (MRT) stations, such as those on the Putrajaya and Kajang lines, are equipped with platform screen doors that remain closed until the train arrives," he said. Loke was responding to Syerleena Abdul Rashid (PH–Bukit Bendera) on efforts to improve accessibility for persons with disabilities in public transportation. He said the platform doors act as a barrier between the platform and the train, and only open once the train comes to a complete stop. Loke said Prasarana is reviewing a proposal to install barriers between the platforms and tracks at older stations. While these barriers may not fully close the gap, he said they can help minimise the risk. "Implementing such safety measures will require a significant budget, as it involves redesigning all existing stations and will need long-term funding. "For now, auxiliary police are being mobilised to ensure that such incidents are kept to a minimum," he said.

PETALING JAYA: Former MP and Suaram director Kua Kia Soong has questioned whether DAP's stance on social justice and equality has changed after the party's national adviser Lim Guan Eng made remarks opposing the minimum wage and EPF contributions for migrant workers. Kua said the party, which has long styled itself as 'the conscience of Malaysian politics', risks appearing like a 'hollow vessel' when it comes to defending labour rights. 'What is the point of maintaining a wing called 'DAP Socialist Youth' (DAPSY) if its members remain silent while the party publicly defends wage discrimination and violates international labour norms?' he asked in a statement today.
