Delhi To See Its First-Ever Artificial Rain To Combat Air Pollution In July
In a first for the national capital, Delhi is set to witness artificial rain aimed at reducing air pollution, with cloud seeding scheduled between July 4 and 11, subject to weather conditions, Delhi Environment Minister Manjinder Singh Sirsa said on Saturday.
The flight plan for the seeding operation has been submitted by IIT Kanpur to IMD Pune for technical coordination, Sirsa told PTI.
"Conditions are not suitable for cloud seeding until July 3, but a flight window has been proposed between July 4 and 11," Sirsa said.
He added that a proposal has also been sent to the Directorate General of Civil Aviation (DGCA), requesting an alternative window in case the weather remains unfavourable during the scheduled period so that the trial can be conducted at a later date.
"This initiative marks a historic step in urban pollution control and is being carried out for the first time by the Environment Department under Chief Minister Rekha Gupta's leadership," Sirsa said.
"Our aim is to give Delhiites clean air," he emphasised, asserting that it's the most basic right of every resident, and the government is exploring every possible solution to achieve it.
"That's why we're taking this bold step of artificial rain. We are hopeful it will bring meaningful change," he added.
In response to the accusations from AAP Delhi chief Saurabh Bharadwaj on Friday, who claimed that the BJP and the Centre hindered the city's pollution-control efforts and mocked the proposal for artificial rain during peak winter pollution, Sirsa clarified, "We were the ones who signed the MoU first, made all the payments to IIT Kanpur, and applied for the necessary approvals because we want to take real action." "They didn't do anything except talk about artificial rain. We, on the other hand, have worked sincerely. That's why, within just four months of forming the government, we are at the stage of finalising the date for Delhi's first artificial rain," he added.
The project, titled 'Technology Demonstration and Evaluation of Cloud Seeding as an Alternative for Delhi NCR Pollution Mitigation,' will involve five aircraft sorties over low-security air zones in northwest and outer Delhi.
Each sortie, lasting around 90 minutes, will cover approximately 100 square kilometres, dispersing a scientifically formulated seeding mixture using flare-based systems on modified Cessna aircraft.
The formulation, developed by IIT Kanpur, includes silver iodide nanoparticles, iodised salt, and rock salt, designed to catalyse artificial rain by accelerating droplet formation in moisture-rich clouds.

Haryana govt deploys top bureaucrat to rein in Gurugram break down
Gurugram, Aug 17 (PTI) A top state government official has been camping in Gurugram to take stock of the civic issues afflicting the district, ordering officials to clear roads of encroachment and stray cattle, and identifying points vulnerable to waterlogging. The action comes against a backdrop of several instances of severe waterlogging, deaths by electrocution, and complaints about overspilling garbage and roaming cattle. For the past five days, Rajesh Khullar, Chief Principal Secretary to the Haryana Chief Minister, has been holding meetings with local organisations, listening to the residents' complaints, according to an official statement. Khuller has so far had meetings with the officials of the Gurugram Metropolitan Development Authority (GMDA), Municipal Corporations of Gurugram and Manesar, Haryana Shaheri Vikas Pradhikaran (HSVP), and the police. Waterlogging during rains, garbage disposal, stray cattle on roads, solid waste management, and improvement of road infrastructure topped the agenda in these meetings. According to the statement, Khuller urged officials to move beyond routine functioning and take responsibility for visible change. 'You officers should be harbingers of change. The residents should feel the change after you have been posted here," he told the officers posted in Gurugram. On Sunday, Khullar inspected Rajiv Chowk, Farukhnagar-Basai Road, and Dhankaut Road in Gurugram. During his visit, he directed the clearing of the roads of encroachments. Earlier, at a meeting at the PWD Rest House in Gurugram, the GMDA authorities said that a comprehensive drainage plan has been prepared for Gurugram city. Based on last year's experience, the civic bodies have identified 12 locations where waterlogging was observed. Narsinghpur, Khandsa Chowk, Rajeev Chowk, Sector 9, 9A, 10, Umang Bhardwaj Chowk, Tau Devi Lal Stadium, Sector 38, Jwala Mill Road, Sector-28, Chakkarpur, Luxman Vihar, Sector 22-23, Sheetla Mata Road & Krishna Chowk, and Ambience Mall were identified as vulnerable to waterlogging. Water run-off from the Aravali footing was also identified as a cause of the collection of water. According to the statement, the work on Sheetla Mata Devi Medical College & Hospital at Kherki Majra is in progress, and is likely to be handed over to the Health department by the end of the year. The Rs 550-crore project will have an academic block, an undergraduate boys' hostel, a teaching Block, a hospital, a nursing hostel, and a trauma centre. Stalemate in Alaska is a gain for Moscow
The summit between US President Donald Trump and his Russian counterpart Vladimir Putin ended without any concrete outcomes regarding the ending of the war in Ukraine, currently in its fourth year. It was clear after the meeting in Alaska that Trump had given up his push for an immediate ceasefire in Ukraine while Putin had demanded that Ukraine should give up control of the entire Donbas region, including areas that have not been taken by Russian troops. It will be foolhardy for the Europeans to expect the US to play its traditional role even though they have no choice but to continue with Trump as the only broker who has a direct line to Putin. Both Trump and Putin have spoken of security guarantees for Ukraine, while the US President has said he believes Ukrainian President Volodymyr Zelensky should cut a deal. However, Ukraine has already ruled out any territorial concessions while European leaders have expressed doubts about Putin's intentions, pointing out that he has not delivered on past commitments. The planned meeting between Trump, Zelensky and other European leaders on Monday is expected to offer indications of the way forward, though it will be foolhardy for the Europeans to expect the US to play its traditional role even though they have no choice but to continue with Trump as the only broker who has a direct line to Putin. The Indian government, which followed the Alaska summit closely because of Trump's threat of resorting to secondary sanctions against the country after imposing a 25% tariff over the continued purchases of Russian oil, has welcomed the Alaska summit and commended Putin and Trump for their pursuit of peace. The Indian side's wish for an early end to the conflict in Ukraine will require more protracted diplomacy.
