
Survey of SCs to continue at ‘citizen centric services' centres
Bengaluru: A provision has been made to continue the survey for gathering the empirical data, aimed at providing internal reservation among Scheduled Castes (SCs) in Karnataka, at the 9,400 state level 'citizen centric services' centres from June 9 to 22, the commission overseeing the survey said.
With about 10 per cent of the survey yet to be completed and amid requests for time extension, the commission headed by retired judge of the Karnataka High Court H N Nagmohan Das, who has been tasked to recommend to the government the internal reservation among SCs, has made this announcement.
'Currently, the 'Comprehensive Survey of the Scheduled Castes-2025', is being carried out across the state of Karnataka from April 5 onwards in 2 modes at special camps and online self-declarations. As of date i.e., June 6, an overall progress of 90 per cent has been achieved in the survey across the state,' an official release dated June 7 that was released to media on Sunday said. It said about 10 per cent of the caste survey is yet to be completed.
In addition to this, some Scheduled Caste organisations have once again submitted representations, requesting for time extension to complete the said survey. The commission, however, pointed out that in the wake of the schools reopening in the state, the teachers who were appointed as enumerators for the survey have been relieved from the survey work.
'Thus, in order to facilitate the continuation of the SC castes' survey for those Scheduled Castes' households of Karnataka, who are yet to submit their data in the Scheduled Caste Survey, a provision has been made to carry out the same at the existing 9,400 state level 'citizen centric services' centers, such as , 'Karnataka One', 'Bengaluru One' and 'Grama One' and also at the 198 'BBMP ward offices', from June 9 to June 22,' it said.
In order to submit the required information, the Aadhaar card or ration card of the citizen is required, it further said, adding that a separate camp will be set up at each of the 198 Bruhat Bengaluru Mahanagara Palike (BBMP) ward offices, to carry out this survey.
According to officials, the SC population in the state according to the 2011 census was 1.04 crore. In 2025, the projected SC population will be 1.16 crore and out of this 1.05 crore, have been enumerated. Apart from this, the same facility for the survey will also be provided at the Bapuji Seva Kendras, across the state. To enter the said information at the centres, the citizen's Aadhaar card or the ration card number is required.
Further, the time limit for Scheduled Caste families for submitting online self declaration has also been extended up to June 22. This can be done through the link: https:schedulecastesurvey.karnataka.gov.in/selfdeclaration.
As per the government orders earlier and the terms of references, the Commission has to obtain empirical data regarding the representation of the 101 Scheduled Castes' in education and government services in the state of and has to submit a report with suitable recommendations on internal reservation (sub-categorization) of the Scheduled Castes.
A section of SCs, like 'SC Left', have been demanding internal reservation, alleging that only a few influential sub-castes were taking away a majority of the benefits, while many communities were still marginalised. The internal reservation is aimed at slicing up the 17 per cent reservation matrix given to 101 Scheduled Castes.
The government, in November last year, had appointed Nagmohan Das to head a commission to recommend internal reservation among SCs, after the Supreme Court last year allowed the states to provide internal reservation, and the state cabinet agreed to implement internal reservation.
In a landmark verdict delivered by the Supreme Court on August 1 last year, it held that states are constitutionally empowered to make sub-classifications within the SCs, which form a socially heterogeneous class, for granting reservation for the uplift of castes that are socially and educationally more backward.

Karnataka High Court to pronounce its verdict on June 12 on legality of arrest of RCB and DNA executives in stampede case
The High Court of Karnataka on Wednesday reserved its order on the petitions filed by four representatives of Royal Challengers Sports Pvt. Ltd. (RCSPL) and DNA Networks Pvt. Ltd., who have questioned the legality of their arrest in connection with the June 4 stampede outside the M. Chinnaswamy Stadium in the city during the celebration of RCB's victory in IPL-2025 tournment. Justice S.R. Krishna Kumar, who heard the arguments on the petition, said he would pronounce the verdict on Thursday afternoon. The petitions were filed by Nikhil Sosale, head (Marketing and Revenue), RCSPL; Sunil Mathew, director, and Kiran Kumar, event manager of DNA; and Shamant N.P. Mavinakere, a freelancer with DNA. Earlier, State Advocate-General Shashi Kiran Shetty and Additional State Public Prosecutor B.N. Jagadeesha defended their arrest, claiming that the police adhered to all the procedures laid down in law and by the apex court while arresting them. 'No permission' Mr. Shetty said these four persons were among others connected with the RCSPL and DNA, who were responsible for making social media posts inviting cricket fans to come to the stadium for the victory celebrations, even though there was no permission to organise the event at the stadium. Also, the A-G said that neither the Karnataka State Cricket Association nor the RCSPL had sought permission under the provisions of the Licensing and Controlling of Assemblies and Processions (Bangalore city) Order, 2008, notified in 2009, for the event. The communications sent by the KSCA or others were only a mere intimation of the possible victory celebrations and no formal application, the A-G said while contending that in any case, the police had not granted permission to the victory celebrations held in the stadium, and hence it was illegal and punishable in law. Holding of illegal event led to the death of 11 persons in the stampede as the RSCPL had failed to manage the crowd, Mr. Shetty contended. On CM and Dy. On the petitioners' claim that Deputy Chief Minister D.K. Shivakumar had participated in the celebrations in the stadium, the A-G said he was only an invitee and it was was the RCSPL which held the event without permission.

Procedural reforms, technology upgrade under way to strengthen election exercise, says EC official
The Election Commission of India (EC) is in the process of implementing several technology-level changes and on-the-ground procedural reforms aimed at strengthening election integrity, boosting elector participation and improving voter convenience, said its Deputy Director P. Pawan on Wednesday, June 11, 2025. While several improvements were targeted at electors, who were the building blocks of democracy, the EC has also initiated pan-India all-party meetings at the CEO/DEO/ERO level and interactions with the heads of national and State political parties, the deputy director at EC's media division said at an interaction with select media persons. 'This approach of proactively engaging with political parties is a paradigm shift,' Mr. Pawan said. On the technology front, an upgraded digitisation effort to build an ECINET platform is under way to facilitate rapid dissemination of VTR (voter turnout) figures, other electoral data and statistical reports. It will feature an integrated dashboard that can replace at least 40 different apps/websites and provide all election-related information at a single point. The platform is being beta tested and is likely to be launched before the Bihar elections, expected later this year, Mr. Pawan said. A new mechanism for unique Electoral Photo Identity Cards (EPIC) is also being put in place. This will largely eliminate duplication of EPIC numbers arising from increase in the proportion of voters that led to situations of different voters sharing identical alpha-numeric sequence. 'However, the instances of EPIC number duplication have been found to be minuscule,' Mr. Pawan said. Meanwhile, the EC is also exploring modalities of EPIC-Aadhaar linkage to avoid duplication or abuse. Technical consultations are in progress in this regard. According to Mr. Pawan, another measure was to break a nearly two-decade hiatus in conducting a special summary revision ahead of byelections scheduled in four places this month. 'While usually, these exercises are conducted annually, the law provides for undertaking a revision ahead of a byelection,' he said. The other changes, among the set of 23 new initiatives launched since Gyanesh Kumar took charge as Chief Election Commissioner earlier this year, were to introduce mobile phone deposit boxes at polling stations and reduce the number of electors per polling booth from 1,500 to 1,200 per booth to ease crowding, the EC official said. 'The phone deposit facility follows an assessment that barring the device was a likely factor dissuading people turning out to vote,' the official added. Another measure is to directly obtain particulars of death registration from the data base of the Registrar General to verify and update the electoral roll eliminating the need for the bereaved kin to submit Form 7 and to accentuate critical information in voter slips. The establishment of additional polling booths are envisaged in high-rises and residential colonies. Structured capacity building workshops under the auspices of the India International Institute of Democracy and Election Management (IIIDEM) in Delhi have been initiated for booth-level agents of political parties with a priority on the States that would enter the election cycle next. Booth-level officers are being assigned a standard photo id card while engaging in door-to-door visits. Also, a legal defence team is being constituted to disseminate outcomes of various writ challenges relating to the electoral processes via media platforms, he said. P.
