
Survey of SCs to continue at ‘citizen centric services' centres
Bengaluru: A provision has been made to continue the survey for gathering the empirical data, aimed at providing internal reservation among Scheduled Castes (SCs) in Karnataka, at the 9,400 state level 'citizen centric services' centres from June 9 to 22, the commission overseeing the survey said.
With about 10 per cent of the survey yet to be completed and amid requests for time extension, the commission headed by retired judge of the Karnataka High Court H N Nagmohan Das, who has been tasked to recommend to the government the internal reservation among SCs, has made this announcement.
'Currently, the 'Comprehensive Survey of the Scheduled Castes-2025', is being carried out across the state of Karnataka from April 5 onwards in 2 modes at special camps and online self-declarations. As of date i.e., June 6, an overall progress of 90 per cent has been achieved in the survey across the state,' an official release dated June 7 that was released to media on Sunday said. It said about 10 per cent of the caste survey is yet to be completed.
In addition to this, some Scheduled Caste organisations have once again submitted representations, requesting for time extension to complete the said survey. The commission, however, pointed out that in the wake of the schools reopening in the state, the teachers who were appointed as enumerators for the survey have been relieved from the survey work.
'Thus, in order to facilitate the continuation of the SC castes' survey for those Scheduled Castes' households of Karnataka, who are yet to submit their data in the Scheduled Caste Survey, a provision has been made to carry out the same at the existing 9,400 state level 'citizen centric services' centers, such as , 'Karnataka One', 'Bengaluru One' and 'Grama One' and also at the 198 'BBMP ward offices', from June 9 to June 22,' it said.
In order to submit the required information, the Aadhaar card or ration card of the citizen is required, it further said, adding that a separate camp will be set up at each of the 198 Bruhat Bengaluru Mahanagara Palike (BBMP) ward offices, to carry out this survey.
According to officials, the SC population in the state according to the 2011 census was 1.04 crore. In 2025, the projected SC population will be 1.16 crore and out of this 1.05 crore, have been enumerated. Apart from this, the same facility for the survey will also be provided at the Bapuji Seva Kendras, across the state. To enter the said information at the centres, the citizen's Aadhaar card or the ration card number is required.
Further, the time limit for Scheduled Caste families for submitting online self declaration has also been extended up to June 22. This can be done through the link: https:schedulecastesurvey.karnataka.gov.in/selfdeclaration.
As per the government orders earlier and the terms of references, the Commission has to obtain empirical data regarding the representation of the 101 Scheduled Castes' in education and government services in the state of and has to submit a report with suitable recommendations on internal reservation (sub-categorization) of the Scheduled Castes.
A section of SCs, like 'SC Left', have been demanding internal reservation, alleging that only a few influential sub-castes were taking away a majority of the benefits, while many communities were still marginalised. The internal reservation is aimed at slicing up the 17 per cent reservation matrix given to 101 Scheduled Castes.
The government, in November last year, had appointed Nagmohan Das to head a commission to recommend internal reservation among SCs, after the Supreme Court last year allowed the states to provide internal reservation, and the state cabinet agreed to implement internal reservation.
In a landmark verdict delivered by the Supreme Court on August 1 last year, it held that states are constitutionally empowered to make sub-classifications within the SCs, which form a socially heterogeneous class, for granting reservation for the uplift of castes that are socially and educationally more backward.

Supreme Court to hear plea on threats of violence linked to the screening of Thug Life in Karnataka on June 13
The Supreme Court on Monday (June 9, 2025) agreed to hear on June 13 a plea to ensure the safe and unimpeded screening of Kamal Haasan's Tamil movie 'Thug Life' in Karnataka, and direct the State government to take action against elements who have issued threats and incited violence against theatres and the makers of the film. A Vacation Bench headed by Justice P.K. Mishra scheduled the case for hearing this week on the basis of an oral mentioning made by the advocates for the petitioner, M. Mahesh Reddy, a Bengaluru resident, represented by advocates A. Velan and Navpreet Kaur. Ms. Kaur, seeking urgent listing of the writ petition, said 'fringe elements' were threatening arson against the theatres that screen the film. Mr. Velan said the move to appeal to the apex court had been necessitated by the fact that the Karnataka High Court had 'distressingly appeared to prioritise appeasement'. 'Instead of a clear directive to the State to stop the illegal threats and protect a certified film's exhibition, fundamental to restoring law and order, the discussion reportedly focused on whether Mr. Kamal Haasan should apologise to the very fringe elements intimidating him and threatening public order. This effective endorsement of coercive censorship by suggesting compromise with perpetrators makes the High Court pathway currently ineffective for securing justice, compelling this urgent appeal in the Supreme Court as the ultimate guardian of the Constitution,' the petition submitted. The petition questioned the Karnataka government's 'flagrant failure' to maintain law and order in the State, and protect constitutional freedoms. It said the 'unconstitutional extra-judicial ban' in Karnataka stems not from any lawful process but from a deliberate campaign of terror, including explicit threats of arson against cinema halls, incitement to large-scale communal violence targeting linguistic minorities, and a chilling call for a repeat of past anti-Tamil riots. 'This serious situation occurs within a disturbing societal context where chauvinistic elements have targeted linguistic minorities such as Hindi speakers in Bengaluru with impunity, fostering a climate of fear that now directly threatens constitutional order over this film… Even as Victory Cinema, a movie theatre in Bengaluru, announced its intent to screen 'Thug Life', forces of intimidation struck openly. Mr. T.A. Narayana Gowda of Karnataka Rakshana Vedike (KRV) publicly threatened to 'set theatres on fire' while social media was used for inciting a violent revival of the 1991 anti-Tamil riots,' the petition highlighted.

Bangladesh protester found on Bengal voter list, BJP-TMC trade blows
A fresh political storm has erupted in West Bengal after a man allegedly linked to the 2024 student protests in Bangladesh was found to be listed as a registered voter in Kakdwip. The revelation has reignited the BJP-TMC face-off over alleged infiltration and manipulation of the state's voter rolls. The man, identified as Niutan Das, appears in several images circulating online that show him participating in the 2024 quota reform protests in Bangladesh — demonstrations widely credited with triggering the fall of Sheikh Hasina's government. Despite the controversy, Das has insisted he is an Indian citizen. In a video message, he claimed to possess valid documents, including a PAN card and Aadhaar card. 'I had travelled to Bangladesh in 2024 for some issues related to our ancestral property, but I unexpectedly got caught up in the revolution there. I have been a voter in Kakdwip since 2014. Although I lost my voter card in 2017, I managed to get a new one the following year with help from the local MLA, Manturam Pakhira. I also cast my vote during the 2016 West Bengal Assembly elections,' he was quoted as saying by news agency PTI. In a contradictory account, Tapan Das, a cousin of Niutan, told reporters in Kakdwip, 'Niutan was born in Bangladesh and holds voting rights in both countries. He came to India after the pandemic to sell some ancestral land and has stayed here since. He should be held responsible for registering as a voter in both places, that's clearly not right.' The state BJP quickly latched onto the development, alleging that the ruling Trinamool Congress (TMC) is aiding illegal infiltration to influence elections. 'This is another glaring example of the so-called 'Egiye Bangla Model'. The same person spotted wielding a stick during the student protests in Bangladesh is now a listed voter in Kakdwip. The TMC and Chief Minister Mamata Banerjee are fuelling this illegal infiltration network,' West Bengal BJP president Sukanta Majumdar wrote in a post on X. Leader of the Opposition Suvendu Adhikari echoed the sentiment, alleging, 'There are lakhs of Bangladeshi nationals who have made it to the voter rolls in West Bengal. Take the case of Saad Sheikh, a suspected member of the Ansarullah Bangla Team, whose name was in the Murshidabad voter list.' BJP Mathurapur organisational district secretary Sanjay Das went a step further, saying, 'The Trinamool Congress is actively helping Bangladeshi infiltrators, many of them jihadis, enter India. They're being handed voter cards and even citizenship just so the ruling party can stay in power.' The TMC has dismissed these allegations, instead blaming the Centre and the Border Security Force (BSF), which is responsible for monitoring the Indo-Bangladesh border. 'The Centre and the BSF are in charge of guarding the borders. Our state government will do its part, but it's up to the Union government to ensure security,' said TMC spokesperson Kunal Ghosh. The controversy deepened after a viral photo surfaced showing Das cutting a birthday cake alongside TMC's Sundarbans organisational district student wing president, Debashis Das. 'I had no idea he was involved in the Bangladesh protests. The photo going around was taken at a birthday celebration with many people present. If someone like him managed to cross the border, it just shows the BSF isn't doing its job properly. Strengthening border security is the only way to prevent such incidents. I urge the authorities to investigate and take action,' Debashis Das said.
