Karnataka High Court to pronounce its verdict on June 12 on legality of arrest of RCB and DNA executives in stampede case

The Hindua day ago

The High Court of Karnataka on Wednesday reserved its order on the petitions filed by four representatives of Royal Challengers Sports Pvt. Ltd. (RCSPL) and DNA Networks Pvt. Ltd., who have questioned the legality of their arrest in connection with the June 4 stampede outside the M. Chinnaswamy Stadium in the city during the celebration of RCB's victory in IPL-2025 tournment.
Justice S.R. Krishna Kumar, who heard the arguments on the petition, said he would pronounce the verdict on Thursday afternoon.
The petitions were filed by Nikhil Sosale, head (Marketing and Revenue), RCSPL; Sunil Mathew, director, and Kiran Kumar, event manager of DNA; and Shamant N.P. Mavinakere, a freelancer with DNA.
Earlier, State Advocate-General Shashi Kiran Shetty and Additional State Public Prosecutor B.N. Jagadeesha defended their arrest, claiming that the police adhered to all the procedures laid down in law and by the apex court while arresting them.
'No permission'
Mr. Shetty said these four persons were among others connected with the RCSPL and DNA, who were responsible for making social media posts inviting cricket fans to come to the stadium for the victory celebrations, even though there was no permission to organise the event at the stadium.
Also, the A-G said that neither the Karnataka State Cricket Association nor the RCSPL had sought permission under the provisions of the Licensing and Controlling of Assemblies and Processions (Bangalore city) Order, 2008, notified in 2009, for the event.
The communications sent by the KSCA or others were only a mere intimation of the possible victory celebrations and no formal application, the A-G said while contending that in any case, the police had not granted permission to the victory celebrations held in the stadium, and hence it was illegal and punishable in law.
Holding of illegal event led to the death of 11 persons in the stampede as the RSCPL had failed to manage the crowd, Mr. Shetty contended.
On CM and Dy. CM
While the A-G did not say anything on the court's query whether Chief Minister Siddaramaiah had stated at a media conference that he had ordered the arrest of officials of the RCB and others, the written statement filed by the police stated that contention of the petitioners, that their arrest was solely made on the Chief Minister's order, was not relevant for deciding the legality of their arrest.
On the petitioners' claim that Deputy Chief Minister D.K. Shivakumar had participated in the celebrations in the stadium, the A-G said he was only an invitee and it was was the RCSPL which held the event without permission.

When grandstanding drowned governance in Bengaluru

The tragedy that unfolded at Bengaluru's M Chinnaswamy Stadium—where a celebration spiralled into a stampede—was synthetic, foreseeable and entirely self-inflicted. It was not a case of public enthusiasm gone awry; it was the culmination of a toxic brew of political theatre, administrative apathy and corporate vanity. It laid bare a deeper crisis: a collapse of institutional judgement and a contemptuous disregard for the sanctity of public life. The government's response—suspending the city police commissioner and other senior officers in haste—only served to expose the rot. Scapegoating of honest officers has become the easiest way to deflect accountability. This time, it crossed an ethical line. When spectacle replaces governance, tragedy ensues. What exactly was the occasion for the grand felicitation? Royal Challengers Bengaluru—a private IPL franchise that, let us remind ourselves, had only won a trophy—was feted like a conquering army on the grand steps of the Vidhana Soudha, the symbol of Karnataka's democratic and constitutional dignity. With the governor, chief minister, deputy CM, and chief secretary playing hosts, it resembled a swearing-in ceremony, not a sports meet. Why does the state machinery spring into action to elevate a private commercial venture? The RCB brand is not a public institution; it is a business. Unlike our Ranji Trophy-winning state teams that have brought glory to Karnataka for decades but have never been feted in this manner, RCB's success—modest and long in coming —was transformed into a photo-op, a media spectacle. The motivation was not celebration; it was proximity to celebrity, optics over ethics, and power over prudence. The people came not just because they loved the sport or the team—they came because the state, the Karnataka State Cricket Association , and RCB whipped up a frenzy. Social media was used irresponsibly to amplify the call. No prior assessment was done of the crowd expected. No crowd control plan was in place. Was any consultation done with the police commissioner—the person whose job is to ensure the security of citizens? Was his and his ground-level team's advice heeded? When things went tragically wrong, the same officer was summarily suspended. A career officer known for his integrity and professionalism was cast as the villain in a theatre of public incompetence. This has rightly caused outrage. The public recognises what this is: an old playbook of punishing the wrong person so that those truly responsible may escape scrutiny.

Nagpur ZP, Panchayat Samiti Elections Get Green Light; Ward Formation Deadline Set

Nagpur: The Maharashtra govt has initiated the long-awaited process to hold general elections for zilla parishads (ZPs) and panchayat samitis (PSs), including Nagpur, whose bodies were dissolved earlier this year on January 17. A detailed order was issued on Thursday, outlining the steps and deadlines to determine new ward boundaries ahead of the polls. In an official communication dated June 12, the state issued orders to determine the number of members and draw fresh ward boundaries for all affected rural local bodies. District collectors have been empowered to carry out this critical groundwork as part of the Zilla Parishad and Panchayat Samiti General Election (Number of Members, Ward Composition) Order, 2025. The process includes fixing the number of members for each ZP and PS, which is currently at 57 and 114 respectively, and dividing constituencies based on the rural population of each district as per the latest Census 2011. The state has made it clear that natural boundaries and geographical continuity must be considered during ward formation, and care should be taken not to divide existing gram panchayats or tribal settlements wherever possible. Importantly, the state has also issued a strict confidentiality clause, prohibiting any premature disclosure of the ward structure before the official draft is released. Officers violating this could face disciplinary action. The entire exercise has been put on a fast track, with a fixed five-phase schedule, so that elections can be held within four months. Citizens are encouraged to participate actively during the feedback phase to ensure transparency and representation. The State Election Commission will supervise the final approval and publication of ward maps before poll dates are announced. Follow more information on Air India plane crash in Ahmedabad here .
