Oswego panel recommends approval of townhome development

The Oswego Planning and Zoning Commission recently recommended approval of a townhome development that was delayed after the 2008 housing crash.
Commissioners forwarded the recommendation for approval to the Oswego Village Board, which has the final say on the project.
Representatives of Pine Ridge Club B are proposing to build 113 townhome units on about 22.53 acres at the northeast and northwest corners of Mill Road and Heatherwood Drive in Oswego.
The builder is proposing to 'retrofit' a site designed for a different product with new, marketable townhome units, Oswego Assistant Development Services Director Rachel Riemenschneider said in a report to commissioners.
The proposed project includes 31 single-story attached ranch villas targeting customers who want to live on one floor, a housing need identified in the village's latest housing study. The proposal also includes 82 conventional two-story townhomes, she said.
Although the site is vacant, it does have underground utilities as part of the previously approved plans for Pine Ridge Club A, Riemenschneider said in the report.
The final planned unit development and plat for Pine Ridge Club were approved in 2005, which permitted 16 condo buildings, with 16 units each, for a total of 256 units. There were two sites identified for future multi-family apartment buildings as well, Riemenschneider said.
Construction began and the first four 16-unit condo buildings and the clubhouse were built before the 2008 recession halted the project, the village planner said.
'The site has remained undeveloped since that time,' Riemenschneider told the group.
The current petitioner is proposing a site plan for Pine Ridge Club B that reduces the overall number of units, while maintaining the general layout of existing utilities and approved streets, Riemenschneider said.
The proposal is to build the remainder of the neighborhood with 113 townhome units, she said.
Representing Naperville-based Silverthorne Homes at the planning commission meeting was Carrie Hansen, director of Planning and Government Services for Oswego-based Schoppe Design Associates, Inc.
Various uses, including attached single-unit dwellings for the future Tuscany Station and business districts, surround the site, Hansen said.
'The first four buildings for 64 units and the clubhouse were constructed on the west portion of the property and then in 2008 everything grinded to a halt,' Hansen said. 'The village's 2015 comprehensive plan identifies multi-family residential use for this property. Our request complies with this designation.'
Hansen said the 'proposed plan has two townhome product lines.'
'We have 31 one-story village townhomes in the southeast portion of the property and 82 two-story conventional townhomes on the remainder,' she said.
The proposal is for 113 townhome units versus the 192 remaining approved condos given the green light in the original 2005 plan, she said.
'That's a reduction of a minimum of 79 units and that does not count the undefined number of apartment units. It's a reduction in density of approximately 8.5 dwelling units per acre for the approved plan versus the 5.0 dwelling units per acre on the 22.53 acres for the proposed plan,' Hansen said.
Commissioners forwarded a recommendation for approval to the Village Board.
'Hopefully, everything works out and we'll end up with a nice development where there's an eyesore of an open field right now,' Oswego Planning and Zoning Commission Chair Charlie Pajor said.

While Trade Desk's earnings were surprisingly strong, CEO Jeff Green warned revenue growth could slow in the third quarter. During the earnings call, he said "some of the world's largest brands are absolutely facing pressure" from tariffs and inflation. Gen Digital — Strong demand for its cybersecurity tools boosted shares of Gen Digital by more than 9% on Friday. The company raised its annual revenue and profit forecast after posting fiscal first-quarter results that topped expectations. Natera — The genetic testing provider surged around 11% after second-quarter revenue topped the highest Wall Street estimate, according to FactSet. Natera raised its full-year gross margin and revenue forecasts to levels surpassing both prior guidance as well as consensus analyst estimates. Goodyear Tire & Rubber — The Ohio-based manufacturer tumbled about 18% after losing an adjusted 17 cents per share in the second quarter against a Wall Street consensus estimate of a 2-cent profit, according to numbers compiled by FactSet. Goodyear said inflation, tariffs and other costs are set to grow by about $180 million in the third quarter, with a $350 million annualized rate of increase in finished goods and raw material costs, StreetAccount added. MP Materials — The rare earths materials company jumped 2% after reporting a narrower-than-expected second-quarter loss . MP Materials lost 13 cents per share, while analysts anticipated a 19-cent loss, according to LSEG. Revenue of $57.4 million exceeded the $45.6 million consensus estimate. Live Nation Entertainment — The entertainment and ticketing company's stock rose 2% on the back of an upbeat outlook. Second-quarter results were mixed, but Live Nation said the summer concert season is off to a strong start with robust attendance. Monster Beverage — Shares of the energy drink company climbed more than 6% after Monster Beverage topped second-quarter expectations. The company posted adjusted earnings of 51 cents per share on revenue of $2.11 billion. Analysts polled by FactSet anticipated earnings of 48 cents per share on revenue of $2.08 billion. Gilead Sciences — Shares gained nearly 9% after Gilead Sciences reported strong second-quarter results. Adjusted earnings of $2.01 per share topped the $1.96 LSEG consensus estimate. Revenue of $7.08 billion came in above the forecasted $6.97 billion. Under Armour — The retail stock tumbled 22% after American sportswear company posted first-quarter results that missed estimates. Under Armour reported adjusted earnings of 2 cents per share, lower than the FactSet consensus estimate of 3 cents. Revenue of $1.10 billion came in below the $1.13 billion expectation. Figs — Shares fell more than 6% despite the scrubs maker posting second-quarter earnings that bested analysts' expectations. The company expects 2025 net revenue to rise at a low-single digit pace. Sweetgreen — The salad chain sank 26% after its second-quarter results on the top and bottom lines missed analysts' expectations. Sweetgreen also slashed its full-year revenue guidance to $700 million to $715 million. That is down from its prior guidance of $740 million to $760 million. Viavi Solutions — Shares jumped 7% following the network test and equipment manufacturer's fiscal fourth-quarter financial results. Viavi topped analysts' earnings and revenue expectations, according to FactSet, and guided for current-quarter earnings and revenue above forecasts. Yelp — Shares fell 6% after the restaurant review service narrowed its full-year revenue guidance to a range of $1.465 billion to $1.475 billion. The company previously called for revenue to land between $1.465 billion and $1.485 billion. The new outlook is also below the FactSet consensus estimate of $1.48 billion. — Shares of the legal solutions provider surged around 34% after Bank of America upgraded it to buy from underperform and raised its price target on the stock, suggesting it can jump another 43% from current levels. Expedia — The travel booking website's stock climbed more than 3% after Expedia's second-quarter earnings and revenue topped expectations. Tech is getting a boost from AI ad tools. Some companies are being left behind

Artificial intelligence has been a shot in the arm for digital advertising. Meta and Alphabet both reported sales and earnings that beat Wall Street's expectations, but the strength in digital ad spend was notable. Meta CEO Mark Zuckerberg said during the earnings call that AI helped imbue "greater efficiency and gains across our ad system," thus contributing to the 22% year-over-year increase of second-quarter sales that hit $47.52 billion. Meta finance chief Susan Li also told analysts during a follow-up earnings call on July 30 that the online ad market appears to have improved since April. In April, Li noted that Asia-based online retailers pulled back on their digital ad spending amid broader macroeconomic uncertainty due to President Donald Trump's tough tariffs and the closing of the de minimis trade loophole. This quarter, Li said there's been a noticeable "improvement" with those Asian-based ecommerce firms, which have increased their digital ad spending on the platform along with small, North American-based advertisers. "We generally expect another quarter of healthy advertising demand," Li said about the advertising pickup. Gil Luria, the head of technology research at D.A. Davidson, said that while there is still broader macroeconomic uncertainty, "today, digital advertising in general, is doing well; It is simply an extension of the fact that the consumer is still strong." "There's optimism that consumer spending will hold up and therefore all the downstream markets will hold up," Luria said. "I think one of the things that its earnings taught us was that you can spend a lot of money on AI when your core business is doing well, and especially when your core business has been already benefiting from the investments that you've made in AI," Jasmine Enberg, a vice president and principal analyst for eMarketer, said about Meta's second quarter. The continued jaw-dropping pace of AI spending also doesn't seem to be slowing any time soon. Alphabet added an extra $10 billion to its 2025 forecast for capital expenditures, now pegged at $85 billion, while Meta raised the low end of its capital expenditures for the year to come in between $66 billion and $72 billion instead of $64 billion and $72 billion. Investors showed no signs of trepidation about Meta and Alphabet's massive AI spend because those companies' overall sales continued to rise. Outside of the tech giants, Reddit reported strong second-quarter sales of $500 million, representing a 78% year-over-year increase that helped lift the company's shares as much as 20%. "They kind of rose back like a phoenix and had some extraordinary results," Luria said about Reddit, which saw its shares plummet over 15% in February after it reported weaker-than-expected user numbers due to a Google search algorithm change. Reddit's blockbuster quarter contrasted with similar-sized peers like Snap and Pinterest, which both reported lukewarm quarterly earnings this week. Snap's second-quarter sales grew only 9% year-over-year and it missed Wall Street's estimates on global average revenue per user, a metric that refers to how much money the company derives from each user. Contributing to the miss was a botched update to Snap's advertising platform that hurt the company's "topline growth," Snap CEO Evan Spiegel said in an investor letter. The Snapchat parent on Wednesday also added Reddit to its list of competitors in its latest 10-Q filing on Wednesday, indicating a potential, burgeoning rivalry. Meanwhile, Pinterest shares sank over 10% on Thursday after it reported second-quarter earnings that missed on earnings per share. Pinterest finance chief Julia Brau Donnelly told analysts during an earnings call that the company is still noticing some tariff-related concerns, "and broader market uncertainty" as it previously indicated in May. Unlike Meta, Donnelly said that "Asia-based e-commerce retailers pulled back spend in the U.S.," underscoring how some advertisers gravitate toward bigger online ad platforms amid any signs of global economic uncertainty. "There's very little room for mistakes or missteps," Engberg said about the quarterly earnings reports from smaller tech firms like Snap and Pinterest. WATCHTech growth rates are remaining robust.
