QNL leads regional efforts to combat illicit trafficking of cultural property

As part of its ongoing commitment to preserving heritage, Qatar National Library (QNL), the International Federation of Library Associations and Institutions (IFLA)'s Regional Preservation and Conservation Centre for the Arab region, continues to champion efforts to prevent the illicit trade of cultural property across the region.
In collaboration with the Islamic World Educational, Scientific and Cultural Organization (ICESCO), Qatar's General Authority of Customs, and Morocco's Administration of Customs and Indirect Taxes, Qatar National Library (QNL) is co-organizing the International Conference and High-Level Regional Workshop on the Role of Customs Authorities in Combating the Illicit Trafficking of Cultural Property.
The event, which began on 30 June and will continue until 5 July, is being held at ICESCO Headquarters in Rabat, Morocco. The initiative consists of an international conference on the opening day, followed by a comprehensive five-day regional workshop that brings together customs officials, cultural heritage professionals, and law enforcement representatives from across the region, focusing on enhancing customs officers' capacity to identify and safeguard cultural property, apply international legal frameworks, and collaborate effectively with cultural and enforcement institutions.
The opening ceremony featured remarks from distinguished officials including Minister of Justice, Kingdom of Morocco, Abdellatif Ouahbi; Minister of Youth, Culture and Communication, Kingdom of Morocco, Mohamed Mehdi Bensaid; Executive Director of Qatar National Library, Tan Huism; Director-General of ICESCO, Dr. Salem bin Mohammed Al-Malik; Assistant Chairman for Customs Affairs at Qatar's General Authority of Customs Talal Abdullah Al Shaibi and senior officials Morocco's Administration of Customs and Indirect Taxes.
Tan Huism discussed the gravity of the increased threats to cultural heritage, and the importance of customs authorities in combating illicit trafficking, but also the role of the media and society. She discussed the efforts that Qatar National Library has made in this area, and the importance of working in partnership. She continued: 'Cultural items are expressions of who we are as a society. They hold our collective memory, reflect our identity, and offer insight into our values and beliefs. By working hand in hand with regional and international partners, we remain committed to preventing the trafficking of cultural property and ensuring they are preserved for future generations,' she said.
Talal Al Shaibi emphasized the importance of collaboration with organizations like QNL and ICESCO in strengthening the ability of customs authorities to protect cultural heritage across borders. 'Customs authorities are often the first line of defence against the illegal movement of cultural assets. Thus, they play a crucial and leading role in combatting the illicit trade,' he said.
Dr. Al Malik noted that the workshop represents a key milestone in building bridges between cultural institutions and customs authorities throughout the Islamic world, reinforcing ICESCO's mission to advance cultural heritage protection. The event marked a significant step forward in strengthening regional cooperation to combat crimes against cultural property and further solidified QNL's leadership in heritage preservation. QNL's efforts are aligned with Qatar's broader vision to safeguard cultural identity. As IFLA's Regional Preservation and Conservation Centre for the region, QNL plays a pivotal role in fostering regional collaboration, providing training and support for the protection of heritage.

The event also marked the graduation of the 10th mandatory qualification course for male university graduates at the Police College, with 76 graduates, and the 3rd mandatory course for female university graduates at the Women's Police Institute, with 17 graduates. The honouring ceremony was attended by Minister of State for Interior Affairs HE Sheikh Abdulaziz bin Faisal bin Mohammed Al Thani, HE Sheikh Abdullah bin Nasser bin Khalifa Al Thani, Advisor to HH the Amir for Defence Affairs HE Hamad bin Ali Al Attiyah, in addition to a number of ministers, senior officials, and families of the graduates. Following the official ceremony, the Minister of Interior attended the graduation of the fourth group of the 'Tomorrow's Police' programme in its sixth edition (Summer 2025), which included 400 participants. The Master's programmes in Law and Security Studies aim to develop specialised legal and security competencies and enhance participants' research and analytical capabilities, keeping pace with contemporary legal and security challenges and serving the needs of state institutions. The mandatory qualification course for university graduates is a fundamental step in preparing qualified national cadres to work in a professional security environment through military training, specialised legal education, and the development of leadership skills and institutional discipline. The ceremony honoured outstanding students in various programmes. Cadet Officer Khalifa Rashid Abdullah Al Kuwari won first place in the mandatory qualifying course for males, while Cadet Officer Maha Hassan Al Nuaimi won first place in the course for female university graduates. The graduation ceremony for the sixth edition of the 'Tomorrow's Police' programme also included a visual film reflecting some of the programme's content, security presentations, and scenarios executed by the programme participants, and self-confidence-boosting skill demonstrations that reflected the high level of training and the qualitative benefits gained from the programme. The programme aims to instil national identity and a sense of loyalty and belonging in young people, promote noble values and responsibility, and contribute to community service and instill authentic Islamic and Arab principles through a variety of activities that develop leadership skills and enhance confidence among participating students. It also includes practical training to enhance capabilities in sports and military skills, as well as various educational and awareness-raising sessions. The programme's activities included numerous military and sports exercises and training, including infantry, shooting, swimming, self-defence, and various educational lectures.

Qatar takes part in emergency Arab League meeting on Gaza Strip crisis

QNA Cairo Qatar participated on Tuesday in an extraordinary session of the Arab League Council at the level of permanent representatives, held at the League's headquarters in Cairo, to address the dire humanitarian situation in Gaza Strip and the Israeli government's plans concerning Ibrahimi Mosque and its surroundings in the Old City of Hebron in the West Bank. Qatar's delegation was led by Ambassador of Qatar to Egypt and Permanent Representative to the Arab League HE Tariq Ali Faraj Al Ansari. Convened at the request of the State of Palestine, the meeting focused on political and diplomatic action to confront the ongoing siege and starvation tactics imposed on the Palestinian people in Gaza - practices described as tools of genocide - as well as the Israeli government's attempts to strip the Hebron municipality of its authority over the Ibrahimi Mosque and transfer it to an Israeli religious body. In remarks to Qatar News Agency (QNA), Ambassador Al Ansari stated that the meeting came against the backdrop of dangerous escalation by the Israeli occupation in the Palestinian territories. He stressed that one of the core issues discussed was the Israeli attempt to seize administrative control over the Ibrahimi Mosque, which is currently managed by the Hebron municipality and the Palestinian Ministry of Awqaf (Religious Endowments). He stated that this attempt to transfer authority to an Israeli religious entity constitutes a blatant violation of international law, the obligations of the occupying power, and multiple international agreements. Al Ansari emphasised the sensitive nature of the Ibrahimi Mosque issue, noting that such actions fuel hatred and contravene numerous resolutions passed by UN General Assembly, UN Security Council, various regional organisations, and UNESCO, which granted the site global heritage and historical status. He added that the second core issue addressed in the emergency session was the siege and starvation policy being imposed by the Israeli entity on the Palestinian population - measures that have added have reached inhumane and unprecedented levels in modern history. He described these acts as war crimes and part of a deliberate policy of genocide, in violation of the Geneva Conventions and the obligations of the occupying power. Al Ansari said the discussion focused on both of these critical issues with the aim of issuing outcomes that hold the international community accountable and urge the UN Security Council to take action, adding that there is also responsibility on all regional organisations, specialised UN agencies, and key international actors, including the five permanent members of the Security Council. The emergency session also touched on preparations for upcoming Arab dialogues with Japan and Russia, including an anticipated ministerial meeting with Japan as part of Arab Troika, and Arab-Russian summit currently being planned for October 15.
