Edu makeover plan: Meritorious school in Ludhiana yet to make the cut

While the state government has been unveiling one school project after another under its Punjab Sikhya Kranti programme since April 7, the Senior Secondary Residential School for Meritorious Students in Ludhiana remains a forgotten chapter in Punjab's education story. Despite being a home to some of the brightest young minds, the school continues to suffer from neglect, particularly in its hostel and washroom infrastructure.
The boys' hostel tells a tale of crumbling promises. With five blocks split between two buildings, one dating back to 1958 and the other constructed in 2014, only a single round of renovation has been carried out in over a decade. Many rooms have broken windowpanes and damaged mesh, leaving students exposed to discomfort and poor hygiene.
Class 12 students said the condition is worsening with each passing day. 'The washrooms in both the old and new hostel buildings are in a terrible condition. Tiles are loose and shaky and a few rooms are just miserable,' said one of the students. Another student echoed the sentiment, expressing frustration over the state of basic facilities.
The situation of washrooms in the girls' hostel is no different. 'Water leaks from the ceiling when someone uses the washroom on the floor above. It's unhygienic and disturbing,' said a girl student.
The Sikhya Kranti programme, which aims to overhaul nearly 12,000 government schools through over 25,000 projects worth ₹2,000 crore, is set to conclude on May 31. Each completed project includes a plaque honouring the chief minister and the education minister, but this Meritorious School in Ludhiana stands as a glaring omission from the celebration.
When asked, education minister Harjot Singh Bains said that a private group had promised ₹2 crore for the school's renovation. However, principal Satwant Kaur clarified, 'No such funds have been received so far. The hostels urgently need attention, and we've now approached the deputy commissioner, requesting ₹2 crore to carry out essential repairs and renovations.'
District education officer (secondary) Dimple Madaan said, 'Under the corporate social responsibility (CSR) initiative, the funds were initially expected from a company, but there was a delay. I have now approached another company for support and we are hopeful that the funds will be received soon.'
As Punjab celebrates its school makeovers, the Meritorious School in Ludhiana, built to support and shape the future of high-achieving students, waits patiently for its turn under the spotlight.

Speaking to the media outside after submitting a letter at Akal Takht secretariat, the minister said, 'The service assigned to me by Akal Takht Sahib has now been completed. I have performed ardaas before Guru Sahib to seek forgiveness for my mistakes and have humbly requested that Guru Sahib bless me with the strength and wisdom to serve the Panth, the nation, Punjab, and humanity.' In a letter submitted to the Akal Takht jathedar, Bains said, 'As per the orders of the five Singh Sahibans, for the cleanliness and improvement of the paths leading to the birthplace of the ninth Guru, Sri Guru Teg Bahadur Sahib Ji—Gurdwara Guru Ke Mahal, Gurdwara Kotha Sahib Patshahi Nauvin Walla, and Gurdwara Baba Bakala Sahib—I pledge to contribute ₹20 lakh from my discretionary funds and, as a personal offering of devotion, one month's salary as a minister.' 'For the beautification works around the places associated with Guru Teg Bahadur, I will make every effort, both personally and through the government, to the best of my ability', the letter further added. A video of the event held on July 24, purportedly showing singer Bir Singh performing on stage and members of the audience dancing, sparked outrage. Bains was summoned by the Takht with clarification on August 6 and was awarded tankhah.

He said that he spent a few hours in his office with his family, during which the video was recorded 'for entertainment purposes only." He stated that his wife runs a YouTube channel, and their children uploaded the video there before it was picked up and shared on social media. 'We are still waiting for his written reply to the showcause notice, which is expected on Wednesday," according to an official. Further, speaking to a local channel shared that he hails from Ferozepur and was on election duty at his Moga office on the day the video was shot. The Punjab government has moved a petition in the Supreme Court urging it to reconsider its July 14 order by which recruitment of 1,158 assistant professors and librarians in the state-run colleges in 2021 was quashed. In its plea, the government has sought permission to allow the appointed assistant professors to continue their services on a temporary basis until a fresh recruitment process is completed, Punjab education minister Harjot Singh Bains Monday said. 'Punjab government has moved the Supreme Court seeking modification of its 14 July 2025 orders — requesting that 1158 Assistant Professors and Librarians be allowed to continue for the time being in the interest of students in our government colleges. Meanwhile, the State is also exploring all other legal possible remedies,' Bains said on X. The recruitees, who are now on the verge of being unemployed, meanwhile demanded they do not merely expect a 'modification' in the order, but 'complete justice.' 'Harjot bains ji, we expect a strong defence and complete justice — not mere modification. We are victims of system failure, not our own fault. It is about restoring merit, saving government colleges revived after three decades & honouring Punjab's vote for education,' they said in a post on X. Quashing the appointment of 1,158 assistant professors and librarians, the Supreme Court on July 14 had also directed the Punjab government to initiate the fresh recruitment process as per the 2018 UGC regulations. A bench of Justices Sudhanshu Dhulia and K Vinod Chandran, setting aside the September 2024 decision of a division bench of Punjab and Haryana High Court, which upheld the appointments, had said that though they were aware that 'the quashing of the entire recruitment process will cause hardships for the selected candidates, but at the same time, there is no equity in the favour of selected candidates as challenge to the recruitment was made during the pendency of the process and appointments were subject to the Court orders.' 'A gross illegality like the present recruitment cannot be ignored,' the top court had said, while rapping the Punjab government for failing to explain why UGC norms were not followed. 'In the present case, the State has miserably failed to justify the departure from the standard norms of the recruitment process. It has failed to give any valid reason for not adopting the UGC Regulations and avoiding the Public Service Commission in the recruitment in question. Moreover, as discussed earlier, the reasons for this departure were narrow political and clearly arbitrary.' The issue goes back to October 2021, when then Punjab Director of Higher Education issued a public notice inviting online applications for 1,091 assistant professor posts for various subjects and for 67 librarians ahead of the 2022 Assembly elections. Then Congress government had announced that these vacant posts would be filled 'within 45 days' The recruitment later came under legal scrutiny after several candidates filed petitions alleging irregularities in the merit-based selection process. They alleged that the entire process was done in haste for political reasons and that department flouted UGC guidelines and also 'bypassed' the Punjab Public Service Commission (PPSC), whose approval was mandatory for these recruitments. The petitions demanded quashing of the entire exercise. On August 8, 2022, High Court bench of Justice Mahabir Singh Sindhu, while quashing the entire recruitment process, said: '..It cannot be ignored that the entire exercise has been conducted in total disregard of the rule of law and in case, the same is allowed to remain alive, that would be travesty of justice.' In October 2023, Balwinder Kaur, one of the recruited assistant professors allegedly died by suicide while protesting against the ruling Aam Aadmi Party government for failing to give them postings despite recruitment. Later on September 23, 2024, a division bench of the high court reversed the 2022 decision of single bench and upheld the recruitments after the Punjab government challenged it in favor of 1158 recruitees. However, the aspirants led by Mandeep Singh then moved the Supreme Court against the government alleging that the entire recruitment procedure was done by flouting the UGC norms.
