EU says China's links with Russia now 'determining factor' in ties - International

Al-Ahram Weekly24-07-2025
EU chief Ursula von der Leyen warned on Thursday that China's ties with Russia were now the "determining" factor in its relations with the European Union, as she wrapped up a tense summit in Beijing that also saw China agree to speed up exports of rare earth minerals to the bloc.
China's leadership has sought to draw the European Union closer as it positions itself as a more reliable partner than the United States and a bedrock of stability in a troubled world.
But while nominally intended to celebrate 50 years of diplomatic ties, the EU has made clear there are deep divisions over trade, fears that cheap, subsidised Chinese goods could overwhelm European markets and Beijing's tacit support for Russia's war against Ukraine.
Brussels says China's deepening political and economic relations with Moscow since the 2022 invasion have helped Russia's economy weather sweeping Western sanctions. Beijing denies that claim.
Wrapping up that summit, von der Leyen told a news conference in Beijing that the bloc had made clear that the issue was now the "determining" factor in its relations with China.
She and European Council President Antonio Costa expressed "our expectations that China would follow up on our concerns and the expectation that it would use its influence to bring Russia to accept a ceasefire, to come to the negotiation table, enter peace talks and put an end to the bloodshed", von der Leyen said.
She also said the bloc agreed with Beijing to an "upgraded" mechanism for Chinese exports of rare earth minerals -- another key sticking point in ties.
China dominates the global industry for extracting and refining rare earths.
Since April, it has required licences to export some of the strategic materials, triggering anxiety among businesses worldwide.
"If there is a delay... we have now established a mechanism where the companies can immediately ask us to mediate and to find out why there's a delay on the delivery of the critical raw materials," von der Leyen said.
And Costa said the officials had raised human rights concerns with Chinese counterparts.
'Deepen cooperation'
China, in contrast, framed Thursday's summit as a way for the bloc and Beijing to deepen trust in a turbulent world.
Welcoming von der Leyen and Costa at Beijing's ornate Great Hall of the People, President Xi Jinping said "the more severe and complex the international situation is, the more important it is for China and the EU to strengthen communication, increase mutual trust and deepen cooperation".
"The challenges facing Europe at present do not come from China," he said, calling on both sides to "make correct strategic choices".
Costa also stressed to the Chinese leader that the EU wanted to see "concrete progress on issues related to trade and the economy, and we both want our relationship to be... mutually beneficial".
Chinese Premier Li Qiang told the EU leaders in a separate meeting that "close cooperation" was a "natural choice" for the two major economies.
"As long as both China and the EU earnestly uphold free trade, the international economy and trade will stay dynamic", he said.
- Climate agreement -
In rare agreement, China and the EU vowed to "step up" efforts to address climate change.
The warming planet is historically an area of convergence between Brussels and Beijing, with both willing to cooperate on combating climate change.
Chinese and European leaders agreed on enhancing bilateral cooperation in energy transition and committed to accelerating global renewable energy deployment, a joint statement said.
The EU also flagged its yawning trade deficit with China that stood at around $360 billion last year and which von der Leyen described as "unsustainable".
Beijing dismissed those concerns, insisting that Brussels must "rebalance its mentality", not its economic ties with China.
If EU concerns were not addressed, "our industry and citizens will demand that we defend our interests", von der Leyen told Premier Li.
The EU has imposed hefty tariffs on electric vehicles imported from China, arguing that Beijing's subsidies unfairly undercut European competitors.
China has rebuffed that claim and announced what were widely seen as retaliatory probes into imported European pork, brandy and dairy products.

Portugal & Spain Declare State of Emergency due to Intensive Heatwave

Rana Atef Portugal declared a state of emergency from Sunday to Thursday due to an intense heatwave threatening to spark widespread wildfires across the country, according to Minister of Internal Administration Maria Lucia Amaral. Authorities predict that temperatures will range between 36 and 44°C, with a significant drop in humidity levels, which increases the risk of fires in rural areas and forests. The extraordinary measures imposed by the Portuguese government include: A ban on entering or staying in forested areas. A prohibition on lighting fires or carrying out any burning activities. A ban on the use of heavy machinery in rural areas. A suspension of all permits related to fireworks or incendiary materials. These measures coincide with similar preparations in Spain, which is also facing a heatwave that may lead to wildfires in some of the southern and western regions of the country. Europe is experiencing an unprecedented and catastrophic summer in terms of the intensity of forest fires. High temperatures and drought conditions have sparked thousands of fires that have ravaged vast areas of land. According to the Spanish newspaper La Vanguardia, record levels of greenhouse gas emissions have been recorded that have not been seen in over two decades. According to the European Forest Fire Information System (EFFIS), by the end of July, over 292,000 hectares in EU countries had been consumed by fires—more than double the amount burned in the same period last year, surpassing the average for the past 19 years. read more Gold prices rise, 21 Karat at EGP 3685 NATO's Role in Israeli-Palestinian Conflict US Expresses 'Strong Opposition' to New Turkish Military Operation in Syria Shoukry Meets Director-General of FAO Lavrov: confrontation bet. nuclear powers must be avoided News Iran Summons French Ambassador over Foreign Minister Remarks News Aboul Gheit Condemns Israeli Escalation in West Bank News Greek PM: Athens Plays Key Role in Improving Energy Security in Region News One Person Injured in Explosion at Ukrainian Embassy in Madrid News Israeli-Linked Hadassah Clinic in Moscow Treats Wounded Iranian IRGC Fighters Arts & Culture "Jurassic World Rebirth" Gets Streaming Date News China Launches Largest Ever Aircraft Carrier News Ayat Khaddoura's Final Video Captures Bombardment of Beit Lahia Business Egyptian Pound Undervalued by 30%, Says Goldman Sachs Videos & Features Tragedy Overshadows MC Alger Championship Celebration: One Fan Dead, 11 Injured After Stadium Fall Lifestyle Get to Know 2025 Eid Al Adha Prayer Times in Egypt Arts & Culture South Korean Actress Kang Seo-ha Dies at 31 after Cancer Battle Arts & Culture Lebanese Media: Fayrouz Collapses after Death of Ziad Rahbani Sports Get to Know 2025 WWE Evolution Results

Armed resistance 'will not be abandoned' until Palestinian state is established: Hamas - War on Gaza

Hamas said on Saturday it would not relinquish its weapons before the establishment of an independent Palestinian state with Jerusalem as its capital, rejecting recent comments by US envoy Steve Witkoff suggesting the group might be willing to disarm. In a statement, the group said: 'Resistance and its tools are a legitimate national right as long as the occupation continues — a right recognized by international law and conventions.' 'Resistance and its arms cannot be abandoned except upon the full restoration of our national rights — first and foremost, the establishment of an independent, fully sovereign Palestinian state with Jerusalem as its capital,' it added. The remarks came in response to Witkoff, the US Special Envoy to the Middle East, who said during a visit to Tel Aviv on Saturday that 'Hamas is willing to disarm, but we need to ensure they follow through.' 'Several Arab governments are now pressing Hamas to disarm, so we're very close to a solution that could end the war in Gaza,' Witkoff added. Founded in the late 1980s during the first intifada, the Islamist Resistance Movement (Hamas) is a political organization with an armed wing, Ezzeddin Al-Qassam Brigades, to resist the Israeli occupation of Palestinian land. Hamas' statement also follows growing international outrage over mounting famine conditions in Gaza amid an all-out Israeli blockade on the strip since 2 March. In recent days, several Western countries — including France, the UK, Canada and Malta — have announced plans to recognize Palestinian statehood at the upcoming United Nations (UN) General Assembly session in September. War and resistance On 7 October 2023, Hamas fighters launched a large-scale attack on Israeli military bases and settlements near the then-under-17-year-long siege strip, killing and wounding hundreds of soldiers and settlers, and capturing 250 people. The ensuing Israeli genocidal war on the strip has since killed at least 60,400 Palestinians and injured over 150,000 others, per the Palestinian health ministry. The majority of those killed have been women and children. Over the past 22 months, Israeli airstrikes and ground operations have displaced nearly the entire population of Gaza, estimated at 2.3 million, and devastated homes, schools, hospitals, and essential infrastructure. The military wings of Hamas and Islamic Jihad — Al-Qassam Brigades and the Al-Quds Brigades, respectively — have led the armed resistance against Israeli forces on the ground in Gaza, engaging in guerrilla warfare against Israeli occupation soldiers, killing and injuring hundreds of Israeli soldiers and destroying a large number of tanks and armed personnel carriers. Since the start of the war, Egypt, Qatar, and the United States have mediated talks to reach a ceasefire and prisoner swap deals. On 18 March, Israel unilaterally ruptured a temporary truce brokered in late January to resume the genocide, unimpeded. Since 2 March, Israel's deadly blockade on the Gaza Strip, imposed intermittently since the start of the war and tightened to a near-total closure, has driven the territory into famine. Under international pressure, Israel was recently forced to open some border crossings and allow the entry of minimal amounts of aid into the strip. Two weeks ago, the US and Israel withdrew from the latest round of negotiations, claiming that Hamas was not negotiating in "good faith." Hamas retaliated by stressing that it has displayed the utmost flexibility in negotiations but could not compromise on a deal that would entail the complete withdrawal of the Israeli army from Gaza and a permanent end to the war. Still, officials from Egypt, Qatar, and the US have since confirmed that indirect talks between Israel and Hamas are ongoing in Doha to reach a ceasefire deal. Global demonstrations condemn Israel's war of extermination on Gaza

Amir haggag Demonstrations and sit-ins have erupted in several Arab and Western countries denouncing the Israeli war of extermination in the Gaza Strip and demanding an end to the war, an end to the blockade, and the opening of the crossings, following international calls for an escalation of the movement. The Israeli genocide in Gaza since October 7, 2023, has left more than 209,000 Palestinians dead or wounded, most of them children and women, and more than 9,000 missing. Hundreds of thousands have been displaced, and famine has claimed the lives of many. Moroccan demonstrators staged a sit-in in front of the US consulate in Casablanca, protesting US military support for Israel and the systematic starvation of Palestinians in the Gaza Strip. Tunisian activists continued their sit-in for the eighth day in front of the US embassy in Tunis, denouncing Washington's support for the Israeli genocide in Gaza and demanding an end to the war, starvation, and blockade imposed on the Strip. The Italian city of Milan witnessed a weekly demonstration organized by activists and solidarity activists demanding an end to the Israeli war on the Gaza Strip. Participants raised slogans demanding an end to the blockade imposed on the Strip and the urgent entry of humanitarian aid, amid worsening famine. read more Gold prices rise, 21 Karat at EGP 3685 NATO's Role in Israeli-Palestinian Conflict US Expresses 'Strong Opposition' to New Turkish Military Operation in Syria Shoukry Meets Director-General of FAO Lavrov: confrontation bet. nuclear powers must be avoided News Iran Summons French Ambassador over Foreign Minister Remarks News Aboul Gheit Condemns Israeli Escalation in West Bank News Greek PM: Athens Plays Key Role in Improving Energy Security in Region News One Person Injured in Explosion at Ukrainian Embassy in Madrid News Israeli-Linked Hadassah Clinic in Moscow Treats Wounded Iranian IRGC Fighters Arts & Culture "Jurassic World Rebirth" Gets Streaming Date News China Launches Largest Ever Aircraft Carrier News Ayat Khaddoura's Final Video Captures Bombardment of Beit Lahia Business Egyptian Pound Undervalued by 30%, Says Goldman Sachs Videos & Features Tragedy Overshadows MC Alger Championship Celebration: One Fan Dead, 11 Injured After Stadium Fall Lifestyle Get to Know 2025 Eid Al Adha Prayer Times in Egypt Arts & Culture South Korean Actress Kang Seo-ha Dies at 31 after Cancer Battle Arts & Culture Lebanese Media: Fayrouz Collapses after Death of Ziad Rahbani Sports Get to Know 2025 WWE Evolution Results
